Tax compliance among large taxpayers remains a frustration for Bureau of Internal Revenue (BIR) Commissioner Kim S. Jacinto-Henares, who said in offhand remarks on Thursday that the country’s biggest earners are like Janet Lim-Napoles in “trying to confuse” the bureau.
