As we start the new year, we reflect on the past 12 months and plan for the days ahead. We have roles to fulfill as part of a family, an extended professional family, and as a member of society. A relevant step to this reflection and planning, is to be an informed citizen.
Article II of the 1987 Constitution provides that the state adopt and implement a policy of full public disclosure of all its transactions involving public interest, subject to reasonable conditions prescribed by law. The Bill of Rights further guarantees the right of the people to information on matters of public concern. Every citizen is afforded access to official records, and documents pertaining to official acts, transactions or decisions, subject to limitations as may be provided by law.
