Aquino praises DPWH: ‘From corruption poster boy to model agency’

President Benigno S. Aquino III huddles with the Federation of Filipino-Chinese Chamber of Commerce and Industry, Inc. officers, led by its president Angel Ngu, for a snap shot during the oath taking ceremony at the Rizal Hall of the Malacañan Palace on Tuesday (June 23). Also in photo is Justice Secretary Leila de Lima. (MNS photo) MANILA (Mabuhay) – President Benigno Aquino III was all praises for the Department of Public Works and Highways (DPWH) during its anniversary on Monday, even calling it a model agency. “Kung may ahensya sa gobyerno na dapat tularan sa pagpapaginhawa sa kalagayan ng taumbayan, DPWH iyan,” Aquino said in a speech during the department’s 117th anniversary commemoration in its head office in Manila. He also pointed out how corrupt practices in the DPWH were minimized during his almost five-year-old presidency. “Ang dating poster boy ng katiwalian, ngayon ay modelo na ng episyenteng pamamalakad,” Aquino said. “Wala ng palakasan. Wala ng pa-pogi,” he added. The President also pledged to increase the DPWH budget next year, which will be equivalent to 5 percent of the country’s gross domestic product. During the event, DPWH Secretary Rogelio Singson reported to Aquino that the agency’s quality management system is now certified in accordance with the requirements of the International Organization for Standardization (ISO) 9001:2008 standards. Among those who received ISO certification were six DPWH bureaus, two regional offices, and two district offices. Singson explained that the ISO certification means that these DPWH implementing offices “are now fully compliant with Read More …

Decrepit PNR trains start issuing delay certificates

Senator Cynthia Villar, principal sponsor of the law extending the corporate life of Philippine National Railways (PNR) to another 50 years, rides the train during an inspection on Friday. The PNR will reopen the line from Tutuban to Sta. Rosa, Laguna after a mishap in April suspended operations. (MNS Photo) Manila, Philippines (AFP)  – The Philippine capital’s decrepit train network will start issuing certificates of delay to tens of thousands who are late for work because of daily breakdowns, the government said Tuesday. With only seven trains for half a million passengers, Manila’s Metro Rail Transit (MRT) is a commuter’s nightmare, and creaking locomotives stop mid-track increasingly frequently. “This is a transparency measure. People deserve to know what problems occurred, anything that could cause a stoppage from a broken rail to air-conditioning that stopped working,” transportation department spokesman Michael Arthur Sagcal told AFP. The “incident report”, however, will only certify the cause of the delay and will not be worded as an excuse letter for tardiness, Sagcal said. “It’s up to the requesting individual how to use it,” he said, when asked if the document could be used as an excuse letter. Commuters walking on overhead rail tracks several storeys high beside stalled trains have become a common sight in the packed city of 12 million people. The decaying MRT is also dangerous. In August last year, dozens were injured after one train overshot its track and rammed into a busy highway. A multi-billion dollar infrastructure overhaul plan by President Read More …

VP Binay’s daughter, other UNA stalwarts to remain in House majority

Veteran singer Jim Parades (4th left in front) leads other protesters as they march around the financial district of Makati on Wednesday to stop Vice President Jejomar Binay from running for the presidency. The group cites allegations of corruption against Binay makes him unfit for the job. (MNS Photo) MANILA (Mabuhay) – At least for now, members of the United Nationalist Alliance (UNA) will stay with the majority coalition in the House of Representatives even with the resignation of its standard bearer, Vice President Jejomar Binay, from the Cabinet. The Vice President’s daughter, Makati City Rep. Mar-len Abigail Binay, said she will only bolt out of the administration coalition if House Speaker Feliciano Belmonte Jr. asks her to do so. “Kung hingin ni Speaker, aalis ako. Kung hindi, ba’t ako aalis?” she told reporters in an interview Tuesday. Binay, an UNA stalwart, is one of the deputy majority leaders in the House. With the exception of UNA interim president and Navotas City Rep. Toby Tiangco, all of UNA’s remaining nine members are with the majority coalition. The younger Binay said that while UNA is not allied with the administration, its members can remain part of the majority coalition in the House because of the prevailing party dynamics in the chamber. To illustrate the unique setup in the House, Binay said Taguig City Rep. Lino Cayetano chose to become part of the Minority bloc even if he is a member of the Nacionalista Party, which is allied with the administration. “Kahit Read More …

Poe no underdog, negative campaign backfired – Pulse

Senator Grace Poe (left) reverses roles with news photographers, taking the picture of newly elected Press Photographers of the Philippines officers shortly after their oath taking Monday at the Senate. Poe led the oath taking as chairman of the Committee for Public Information and Mass Media. (MNS Photo) MANILA (Mabuhay) — Senator Grace Poe is no underdog and the attacks raised by her critics ahead of the 2016 polls may have worked to her advantage, Pulse Asia president Prof. Ronnie Holmes said Monday. Holmes said that questions and comments on Poe’s residency were made at a time when the latest Pulse Asia survey was being conducted. The responses made by Poe at the height of the issue, Holmes said, even led to the topic of a foundling’s chance at winning the presidency. “What came to the national vocabulary is a concept of being a foundling, which is quite personal one and goes beyond politics,” said Holmes. Holmes explained that results of surveys in previous elections suggest that “negative campaigning” does not always work. While there are no measured relations on these factors, Holmes said that this would “definitely” court sympathy for Poe and turn into voting support. “While we have not measured this in relation to let’s say in this recent event, as a political scientist I can say that that would definitely court some sympathy and for that matter that sympathy may translate into voting support,” he said. While Poe’s qualifications have been attacked months before the 2016 polls, Read More …

New Canadian citizenship rules now in effect

By the time subscribers read this article the laws pertaining to Canadian Citizenship will have changed. While the Canadian government has hinted long ago of changes to key components of Canadian Citizenship eligibility, the exact time of implementation was unknown. The timing of the changes was crucial for many as new rules will no doubt leave many permanent residents in the dark. As well, those who were turning 55 years of age were hoping the delay would take longer but again, the new regulations will leave many disappointed. Current Canadian citizens will also be breathing a sigh of relief as the new rules have imposed an added “intention” element for those who are already Canadian Citizens – this is unprecedented. It will be interesting to see if the courts will see any of the rules as unconstitutional but for now the new laws are official. The strict rule regime, according to Canada Immigration, “will deter citizens of convenience – those who become citizens for the sake of having a Canadian passport to return to Canada to access taxpayer-funded benefits that come with citizenship status, without having any attachment to Canada, or contributing to the economy.” Past Laws: Any application received by Canada Immigration before June 11, 2015 will be assessed under the old laws (no information has been reported on retroactivity). The old laws were: To be eligible, permanent Residents were required to remain in Canada for at least 1095 non-continuous days (3 years) within the last 4 years from date of application Permanent Read More …

‘Fitness’ foods stimulate more eating, less exercise

Marketing can make some less than healthy foods seem like they could be good for you, and potentially cause you to eat more and exercise less a new study warns. ©Aleksandrova Karina/shutterstock.com Tuesday June 23 2015 (Relaxnews) – Foods like Clif Bars and Wheaties cereal are packaged to evoke connotations of promoting fitness, however, a new study says this sort of packaging actually encourages eating too much, undermining weight control. “Unless a food was forbidden by their diet, branding the product as ‘fit’ increased consumption for those trying to watch their weight,” write authors Joerg Koenigstorfer and Hans Baumgartner. “To make matters worse, these eaters also reduced their physical activity, apparently seeing the ‘fit’ food as a substitute for exercise.” In the study, the research team recruited 536 participants who were considered “restrained” eaters, who, conscious of their weight, were constantly trying to eat right. They gave them trail-mix style snacks some of which were “fitness branded” – with a picture of a pair of running shoes on the package – and others were simply marketed as trail-mix. The research team asked participants to pretend they were at home eating an afternoon snack and gave them eight minutes to taste the product and say whether or not they liked it. In another experiment, they were given the chance to exercise as vigorously as they wished on a stationary bicycle after having consumed their trail mix. For the most weight-conscious in the sample, the labeling took its effect, leading them to Read More …

Google clocks up its millionth autonomous driving mile

“Along the way, we’ve navigated more than 200,000 stop signs, 600,000 traffic lights, and seen 180 million vehicles-with several thousand traffic cones, some fluttering plastic shopping bags, and a rogue duck thrown in for good measure,” said Google’s co-founder Sergey Brin of the achievement. (Relaxnews) – Google has hit a significant milestone. Its self-driving cars have now covered over 1 million fully autonomous miles. Google only started grappling with the problems involved with self-driving vehicles in 2009, but has already officially covered more autonomous test miles than any single car manufacturer. All of which is making the company very positive and confident in its belief that the self-driving car is going to become a reality on real-world roads very shortly. “We’re taking this million mile milestone as further proof that fully self-driving vehicles will become a reality, and we’re looking forward to finding out where the next million miles will take us,” said Brin. Last month Google announced it had covered over 1.7 million miles in total driving with its specially adapted fleet of Toyotas and Lexus cars – which start out life as regular cars before being retrofitted with sensors and cameras – not by the battery powered pod prototypes that it hopes to one Read More …
