Speaker denies blocking seizure of Imelda’s paintings

The Marcoses in their past “grandeur” when the late dictator Ferdinand Edralin Marcos was starting to rule the Philippines for 20 years. MANILA (Mabuhay) – House Speaker Sonny Belmonte on Thursday said he had nothing to do with the failure of the Sandiganbayan to seize some paintings from the office of Ilocos Norte Rep. Imelda Marcos. “They came, they saw, they did not get anything. I was informed after the event,” Belmonte said. Asked if he stopped the court personnel serving the orders, Belmonte said: “We did not even know till after the fact. As far as I’m concerned we have nothing to do between Imelda and the [Presidential Commission on Good Government] except to monitor for info purposes.” ABS-CBN visited the office of Rep. Marcos on the 2nd floor of the North Wing of Batasan Pambansa and spotted 6 paintings in the staff area. Marcos, however, declined requests for interviews or to take footage of the paintings. The Sandiganbayan earlier issued a writ of attachment for 24 artworks in Marcos’ possession, which were supposedly acquired with public funds. The PCGG has already seized 15 of the paintings from the Marcos family’s San Juan City residence. On Tuesday, Sandiganbayan sheriffs and agents of the National Bureau of Investigation, along with representatives of the PCGG and Office of the Solicitor General, failed to confiscate the artwork in Imelda’s office due to lack of clearance from the Office of the Speaker. Romulo Barrozo, sheriff of the House of Representatives, placed the nine Read More …

Customs officer dismissed over unexplained wealth

(Bureau of Customs logo) MANILA  (Mabuhay) – A Bureau of Customs (BOC) intelligence officer has been dismissed from her duties by the Office of the Ombudsman over unexplained wealth. The BOC said Marissa Rae Rollo Galang, Intelligence Officer II and acting chief of the BOC-Customs Intelligence and Investigation Service, was proven to have falsified her Statement of Assets, Liabilities, and Net Worth (SALN) to conceal ill-gotten wealth. Galang was dismissed on October 28 for violating the Anti-Graft and Corrupt Practices Act as well as the Code of Conduct and Ethical Standards for Public Officials and Employees. She was indicted on seven counts of perjury and found guilty of serious dishonesty and grave misconduct after investigation showed that her assets, including real estate and personal properties, travels and expenses, did not add up with the income she was earning as a government official. The BOC said that Galang attributed her extra earnings to her sideline as a franchisee of Mitsukoshi products, but she failed to present documents to prove her claim. Mitsukoshi is a major Japanese international department store. Galang was also found guilty of simple dishonesty, as she was found to have falsified her Daily Time Record (DTR) when she was on vacation in the Republic of Palau, as proved by a flight manifest presented to the Office of the Ombudsman. Aside from being dismissed from service, Galang also faced penalties of cancellation of eligibility, forfeiture of retirement benefits and perpetual disqualification for reemployment in the government service. Drilon: ICC is classic public-private partnership

SENATE INQUIRY ON ICC: Senate President Franklin Drilon (left) denies he has anything to do with the bidding for the construction of the Iloilo Convention Center. “To set the record straight, I had nothing to do with the bidding for the project. I did not participate in the constitution of the Bids and Awards Committee. I did not interfere with any part of the bidding process, nor did I nominate or appoint the winning bidder,”Drilon told the Senate Blue Ribbon Committee on Thursday, Nov. 13, 2014. The Senate is conducting an inquiry into the alleged overpricing of the convention center. Also in photo is Senator Teogisto “TG” Guingona III, chair of the Blue Ribbon Committee. (MNS photo) MANILA (Mabuhay) – Senate President Franklin Drilon on Tuesday described as a “waste of time and money” the Senate Blue Ribbon Committee investigation on the alleged overpricing of the Iloilo Convention Center. Drilon said the convention center is meant to boost tourism in Iloilo and would generate jobs for locals. He described the building project as a classic “public-private partnership” since 1.7 hectares of land worth P571 million was donated by Megaworld Corporation. “It was mutually beneficial….there is a commercial gain for Megaworld. It is a classic PPP. They donate something, we build the convention center and they gain from the people attracted to the convention center. It enhances the value of the property,” he said in the interview. “They imposed a condition on the donation. One, it must be used for a Read More …

House panel rejects VAT exemption to power producers

President Aquino tours and views the exhibit on the promotion and advancement of solutions and initiatives on energy efficiency during the Energy Smart Philippines (ESPhil) 2014 in Pasay City (MNS photo) MANILA (Mabuhay) – The House of Representatives ways and means committee on Wednesday thumbed down a provision to grant value-added tax (VAT) exemption to businesses that will use their power generating facilities to help ease the looming energy crisis. Instead, the panel amended House Joint Resolution No. 21, a proposal to grant emergency powers to President Benigno Aquino III, to stipulate that the costs for VAT under the Interruptible Load Program (ILP) will be reimbursable. Panel chair Marikina Rep. Miro Quimbo said the committee opposed any kinds of tax exemptions. “It’s contrary to a fiscal policy of having a transparent system. It will distort the market,” Quimbo said. Energy Secretary Carlos Jericho Petilla said the amendment will not dissuade business participants under the ILP because either way, they won’t be incurring costs under VAT. Bayan Muna Representative Neri Colmenares raised concerns on granting a VAT exemption, saying it connotes that the ILP is being used as a business. Petilla gave assurance that the ILP would not be used by businesses to generate profit. Under the ILP, participating businesses will have to use their generator sets while they are deloaded from the power grid during peak hours. The draft resolution said the government was expected to reimburse the business owners of these generators for fuel expenses and “reasonable recovery for Read More …

New lines and engine options for the Ford Explorer

The new Ford ExplorerThe new car was revealed at the LA Auto Show.©Ford Motor Company (Relaxnews) – The Ford Explorer is America’s most popular SUV and to ensure it retains the top spot, Ford has done everything it can to make the new model stand out in terms of features, economy and refinement. In the US, the Ford Explorer is seen as the crossover vehicle: the car that brought SUVs in from the cold of farm and ranch use and into the warmth of the average family’s two-car garage. Since its launch in 1990, it has established itself as America’s most popular SUV — 7 million sales and counting — so when Ford unveils a new model, consumers pay attention. “Explorer helped define how the world thinks about SUVs,” said Raj Nair, Ford group vice president and chief technical officer, Global Product Development. “Explorer is the centerpiece of Ford’s global utility vehicle lineup because it delivers an ideal combination of form and function. The first thing consumers will notice about the new Explorer, unveiled officially at the LA Auto Show this week, is that the vehicle has a very European styling aesthetic. With angular but smooth lines, the new model would look right at home parked next to the equally new Land Rover Discovery Sport. But more impressive is the sheer number of smart features and safety systems that Ford has packed in. The Explorer has front and rear cameras for spotting potential obstacles, plus a new park assist system Read More …

Discharge the second mortgage and keep the house!

Discharging a Deed of Trust in bankruptcy! A second or third mortgage can be stripped off the title of your home, and discharged as unsecured debt in a chapter 13 bankruptcy. Imagine, your house is worth less than you owe, and now you can strip part of what you owe and still keep the property. Yes, it’s true. Liens can be stripped off of the debtor’s assets in Chapter 13 when the property is upside down, and the fair market value does not cover secondary liens. Section 506 of the Bankruptcy Code acknowledges that a lien is only a secured claim to the extent there is value in the asset to which it attaches.  To the extent that the claim exceeds the value of the collateral, that portion of the claim is unsecured. This is really great news. We are stripping liens every day, and returning property value to our clients. Liens secured by vehicles: The most common application of lien stripping is the reduction of car loan liens to the present value of the car.  Thus a lender holding a $12,000 claim secured by a car now worth $10,000 has a secured claim of $10,000 and a unsecured claim for $2,000.  Two thousand dollars of the lien may be stripped off the asset (the car) in a reorganization.  The plan must provide for payment in full of the secured portion of the debt;  the unsecured portion can be paid little or nothing along with other unsecured claims. Giving thanks to people that mattered most and those who made a difference

A couple of years ago, a dear friend and former media colleague, Dave Casuco, who suddenly passed away this year, included this writer in  his poignant Thanksgiving article thanking me for our “five-o’clock let’s beat the happy-hour rendezvous at Glendale Americana’s Cheesecake Factory” so this time, I’d like to honor him by thanking him for teaching me how to be tolerant of people’s idiosynchrasies and forgive those who have trampled on our righteous ways, for in their simple-minded ways, some virtue of goodness might come along the way. I am thankful for being part of the BMI Communications Group, whose achievements are reflected in its hardworking staffers’ work ethics as well as the familyatmosphere that abound, which makes the work environment all the more pleasureable making each one an integral part of its success.. I am thankful to know a media colleague and friend, Lydia Solis, whose integrity I admire among the superlatives of virtue in her, including the superb handling of our Press Club treasury during the succesful four-years of my term as President, highlighted by our donation of $9,000 to the Typhoon Sendong victims back home. I am thankful to Dindo Reyes, entertainment editor/writer and former producer of the Miss Asia USA Beauty Pageant whose knowledge and support were there when we needed him most on some of our production endeavours. I am thankful in cherishing childhood memories with old  friends from my hometown, (Arlene Vallesteros, Nanette Jongco and Princit Tinio) who all remain to be in touched via facebook and electronic communication systems. by Joseph Doratan The Affordable Care Act (ACA) has defined an affordable health plan as one that you  pay 8% or less of your income to have. To ensure that you have an affordable plan, Covered CA even provides premium assistance in their plans or put you under Medi-Cal if you are low income. The discussion below would be irrelevant if you are disqualified by income or uninterested with premium assistance; surely though, you can still have ACA plans. Whose income? The right answer is the income of the taxpayers and their dependents, whether they file an income tax return or not AND whether they want a health insurance or not. For example, a husband may be in Medicare and hence does not want a health insurance from Covered CA, yet his income must also be known in the health insurance application. A related note about couple is that they have to file their tax as ‘Married Filing Jointly’ to be eligible for premium assistance. What is income? For most people, that would be the adjusted gross income (AGI) found in the 1040. AGI can be just the gross income for most wage earners. Or AGI can be just the net income of the self-employed. In reality, other incomes like distributions from IRA or pensions, unemployment income go into the AGI as well. Deductions like IRA contributions, student loan interest can be used to reduce the AGI. For the purpose of determining Covered CA or Medi-Cal income eligibility, Modified AGI Read More …

Garin may have to wear protective gear during budget debates next week

Pinoy-health-workers-ebola-prep-protestNews/NationTitle: Filipino health workers seek adequate response for Ebola.Health workers wearing Ebola protective gear protested at the Department of Health (DOH) headquarters on Wednesday. Protesting in solidarity with health workers from the US and other countries, the workers denounced government’s inadequate preparations against the threat of the Ebola virus. (MNS Photo) MANILA (Mabuhay) – Acting Health Secretary Janette Garin may have to wear a protective gear when she goes to the Senate next week during the budget deliberations of the agency’s proposed 2015 budget. This, after acting Senate Minority Leader Vicente Sotto III expressed concern over the presence of Garin at the Senate session hall. Department or agency heads are required to be at the chamber during budget deliberations. “It has been the practice of the Senate that we take up the budget of a department or agency if the agency or department head is present. When do you plan to take up the Department of Health budget?” Sotto said at the start of the Senate plenary budget deliberation. Responding to Sotto’s query, Sen. Francis Escudero, chairman of the Senate finance committee, said the DOH budget is set to be discussed on November 24, Monday. “Uunahan ko na po kayo, kung gusto nyo magsuot siya [Garin] ng protective gear para maprotektahan tayo, hindi po ako mago-oboject,” Escudero said in jest. Sotto’s concern came following the recent visit of Garin and Armed Forces chief Gen. Gregorio Pio Catapang Jr. to the Filipino peacekeepers from Ebola-hit Liberia under quarantine on Caballo Island.
