Senator Teofisto Guingona III, chairman of the Senate Blue Ribbon Committee, poses questions to Janet Lim-Napoles, alleged pork barrel scam mastermind during the hearing on Thursday (Nov. 7, 2013) at the Senate building in Pasay City. (MNS photo) MANILA, (Mabuhay) – A Commission on Audit official on Thursday admitted not seeing documents to show that Senator Ramon Bong Revilla Jr and his staff directly received kickbacks from Janet Lim-Napoles, but maintained the senator’s actions endorsing NGOs were “irregular.” “No, we don’t have (but) he (Revilla) endorsed NABCOR as one of the implementing agencies. He endorsed the NGO to be a partner in the implementation of the project, and he assigned his legislative staff lawyer (Richard Cambe) as his representative,” Susan Garcia, COA assistant commissioner, told the Sandiganbayan First Division during Revilla’s bail hearing. She was the director of the COA Special Audit Office which conducted the audit on the Priority Development Assistance Fund when the scam was exposed. The other implementing agencies endorsed by Revilla were Technology Resource Center and National Livelihood and Development Corporation. The endorsed NGOs were Masaganang Ani Para sa Magsasaka Foundation Inc., Social Development Program for Farmers Development (SDPFFI), Agri & Economic Program for Farmers Foundation. During the hearing, Associate Justice Rodolfo Ponferrada asked Garcia if Revilla’s acts were wrong. The COA official replied that the NGOs should have been selected through a public bidding. “NGOs are not mentioned in the General Appropriations Act. Japanese androids take us closer to ‘Blade Runner’ future

Honda North America shows off their new Asimo RobotHonda’s ASIMO was introduced to much fanfare in 2000 as a multi-functional mobile assistant which resembles a shrunken spaceman.©AFP PHOTO / Timothy A. CLARY (TOKYO–AFP) – A future in which it is difficult to tell man and machine apart could soon become reality, scientists say, after recent robotic breakthroughs in Japan. But as the once-fantastical idea of wise-cracking android sidekicks takes form in laboratories — and the gap between humans and robots narrows — society faces ethical and legal complications as yet undreamed of, they warn. “Already computers have surpassed human ability,” leading Japanese roboticist Hiroshi Ishiguro told AFP. “Robots will be very clever soon.” Science fiction’s rapid slide towards science fact owes much to the likes of Ishiguro, who has an android copy of himself that he sends on overseas business trips in his place. “It saves me time,” he smiled. “The upper torso and lower torso you can pack in two big suitcases. The head is very fragile — it goes as carry-on baggage.” Robots already perform a wide variety of tasks in Japan: they cook noodles, help patients undergo physiotherapy and have been used in the clean-up after the 2011 nuclear meltdown at Fukushima. South Korea deploys jellyfish-terminating robots, while a robot with artificial intelligence able to analyse market trends has become a company director in Hong Kong. One day, predict future-gazers, robots will perform all kinds of household chores, monitor the sick, and even serve up cappuccinos. – Read More …

Julia Barretto to change surname ‘to prevent confusion’

Julia Barretto (MNS Photo) THE camp of Julia Barretto clarified that the young actress’ decision to change her surname has nothing to do with the failure of his father, Dennis Padilla, to provide them financial support, but just “to prevent confusion”. Padilla became emotional when asked about his daughter’s decision to change her surname from “Baldivia,” his real family name, to “Barretto,” the surname of her mother. Padilla recalled that it was only last month when he started acting on rumors that Julia has a pending petition in court to change her family name. He went to Quezon City Family Court and discovered that the petition was actually filed in August 2013. “Sometimes I would think na hayaan na lang kung ayaw nilang gamitin yung family name ko. Tapos later on, close friends and family, sabi sa akin, ‘Dennis, ilaban mo ‘yung family name mo kasi tatay ka niya, dugo ka niya”, Dennis said. The actor-comedian said he understands the decision of Julia or her mother, Marjorie Barretto, to drop his family name as he admitted that he failed to provide for his children’s financial needs due to his irregular work in showbiz. “May karapatan sila na alisin kasi marami din naman akong pagkukulang. Ever since na nag separate kami [Marjorie], naging unstable yung career ko, political and showbiz, nag lie low ang career ko. Hindi dahil sa kagustuhan ko pero ganun talaga ang daigdig ng showbiz,” he said. “Itong past three years, hindi na talaga ako nakakapagbigay. I explained Read More …

Charlene maintains marriage with Aga ‘stronger’

Charlene Gonzales and Aga Muhlach (MNS Photo) MANILA (Mabuhay) — Charlene Gonzales is unaffected by rumors on the dissolution of her marriage with actor Aga Muhlach. “We’re very happy. We’ve been married for 13 years. And we just get stronger and stronger,” said Charlene. Rumors of the celebrity couple’s split surfaced in May, with a blind item insinuating that it was caused by Aga’s alleged affair with a 20-year-old dancer. On May 28, Aga seemed to dispel notions of their supposed marital woes by sharing on Facebook a video of what he described as his wife’s 13th wedding anniversary surprise for him. As if to drive the point further, he also said, “We’re all good, no worries.” The couple, who are both noticeably less visible on TV these days, was subject to another rumor recently, with Aga having supposedly died. The news spread via Facebook and according to Charlene, they simply laughed it off. “You can’t believe everything that you hear… Buhay na buhay siya (Aga),” she said, relating that she, as with their twins Atasha and Andres, are actually already preparing for Aga’s birthday next month.
