Pinay reporter wins AFP’s Kate Webb Prize

Patricia Evangelista (Photo courtesy of Patricia Evangelista Facebook page) MANILA (AFP) – Multimedia journalist Patricia Evangelista has won the Agence France-Presse Kate Webb Prize for her compelling reporting on conflict and disaster in her native Philippines, AFP announced Friday. The award recognizes exceptional journalism in dangerous or difficult conditions, and Evangelista, 28, produced an impressive body of work on two of the Southeast Asian nation’s most brutal events of 2013. Evangelista spent a month reporting from fishing and farming communities devastated by Super Typhoon Haiyan, the most powerful storm ever recorded on land that killed more than 7,000 people in November. She travelled to the disaster zones of the central Philippines only weeks after returning from covering a 21-day stand-off between the military and Muslim rebels in Zamboanga in the south of the country in which more than 200 people died. “Patricia is deserving of this award because, like Kate Webb, she has made it her mission to cover dangerous and difficult stories with a balanced, nuanced eye and astonishing courage,” said Gilles Campion, AFP’s regional director for the Asia-Pacific. “This was exemplified by her coverage of Haiyan’s destruction and the Zamboanga conflict.” Evangelista, who works for Philippine news portal Rappler and Esquire magazine, will receive a 3,000-euro ($4,100) prize. The award will be formally presented at a ceremony later this year. The prize is named after New Zealander Kate Webb, one of AFP’s finest correspondents, who died in 2007 at the age of 64. Pia Cayetano: It‘s about time we question automatic debt appropriation issue in budget

Senator Pia Cayetano (MNS Photo) MANILA (Mabuhay) – The automatic appropriation for debt in the national budget is another issue that may be raised before the Supreme Court, according to administration Senator Pia Cayetano. Cayetano said the Supreme Court‘s decision declaring controversial Disbursement Acceleration Program (DAP) unconstitutional would be a good opportunity to raise the same question on the automatic appropriations in the annual budget being submitted to Congress by Malacañang. “Lagi ko kini-question during the time of debate on the general principles is yung powers ng President to perform legislative function. That‘s on record,” she told reporters in an interview Tuesday. (I always questioned during the time of debate on the general principles the powers of the President to perform legislative function. That‘s on record.) “I‘ve always questioned how come meron tayong (we have) automatic appropriations for our debts and I have also questioned the power of the President to impound.” “Time and again, the response to me by whoever the chairman of the committee on finance was is that it is our practice and we need a law to change it.”She added that it was not only the practice but there were existing laws that allow the automatic appropriations in the budget. And this practice of budget impoundment and automatic appropriation, Cayetano said, are considered constitutional until declared otherwise. “There is a principle that laws are considered constitutional until it is declared otherwise and public officials perform their duties also with the cloak of legality until it is Read More …

‘Bonifacio,’ Robin Padilla’s epic and ambitious film entry

by Walden Sadiri M. Belen Robin Padilla (MNS photo) For the second time in a row, awarded actor Robin Padilla is doing another ambitious film entry for the Ruby Year of the Metro Manila Film Festival scheduled on December 25, 2014. The film is  “Bonifacio, Gusto mo ba siya  Makilala?” Robin’s entry last year was “10,000 Hours,” a controversial and ambitious movie because it’s theme was serious and political for a film festival that caters to the whole family especially the children. Yet, it won most of the awards from the 39th MMFF and did more than what was expected at the box office. With “Bonifacio,” Robin and his producers would like to shed more truth on the life of Andres Bonifacio, the Supremo and founder of Katipunanmovement which sought and fought for our country’s freedom from the Spaniards. A historical biopic, they hope to give the Filipinos a more substantive and refreshing tale of our revolutionary hero. “Money is not an issue here,” expressed Robin. “Me and my producers are people who love the country. We are ready to spend money just to tell the true story of Bonifacio!” Just like Bonifacio, Robin is not just a respected action star, but he has also grown to be known as being revolutionary in the realm of showbiz and in society. He has always been vocal about his sentiments (nowadays via social media like Facebook and Instagram) on various issues from the entertainment industry, politics and society in general. Pretrial conference in Revilla’s ‘pork’ cases canceled

Senator Bong Revilla, shown in photo on his way to be detained on plunder and graft charges, said his lawyer, Sal Panelo, only talked about the rats and roaches in his cell in jest. Revilla’s lawyer has said the senator’s family saw rats “as big as cats” inside the senator’s cell. (MNS photo) MANILA (Mabuhay) – The pretrial conference for Sen. Ramon Bong Revilla Jr.’s plunder and graft cases was canceled after his lawyers contested the fact that the public prosecutor failed to finish marking the documentary evidence against him. “Pina-postpone namin ‘yung pretrial para magkaroon ng time para mag-continue ng marking ng exhibits ‘yung both parties. Kaya na reset ‘yung pretrial to August 27,” Atty. Joel Bodegon, Revilla’s lawyer, told reporters after the hearing. The pretrial hearing was canceled after the prosecution questioned exhibits E, F, G and H proposed by the prosecution. According to Bodegon, the prosecution was remiss in providing descriptions for alleged documents that will prove Revilla’s ill-gotten wealth despite not being in possession of the said documents. “It’s surprising that the prosecution is claiming na wala pa silang copies of the documents but they have descriptions,” Bodegon said during the hearing. But the public prosecutor argued that the evidence is merely part of the report of the Ombudsman and is therefore being processed. According to the Rules of Court, the pretrial is a mandatory part of the trial that opens up the possibility of an amicable settlement or of a submission to alternative modes of Read More …

Sen. Teofisto Guingona III, Chairman of the Blue Ribbon Committee, questions Agriculture Secretary Proceso Alcala during the inquiry Thursday on the alleged P10-B Priority Development Assistance Fund scam involving the Janet Lim-Napoles group at the Senate Session Hall in Pasay City.(upper photo power point presentation by Senate. (MNS photo) MANILA (Mabuhay) – A Sandiganbayan Justice asked the prosecutors about alleged pork barrel scam mastermind Janet Lim-Napoles’ sworn affidavit during the pre-trial of Senator Ramon “Bong” Revilla Jr.’s plunder case on Wednesday. Associate Justice Rafael Lagos said he did not see among the documents of evidence Napoles’ affidavit that she executed in her bid for immunity, which was later junked by the Ombudsman. The prosecuting panel, led by Joefferson Toribio, said it has yet to receive a copy of Napoles’ affidavit. “There was also no mention of it during the investigation,” Toribio said. Napoles’ affidavit was executed long after the plunder complaint was filed before the Ombudsman. At that time, Napoles’ lawyer Stephen David stood up and said he invoked his client’s right to self-incrimination. But Lagos said the court was not asking him. In attendance for the pre-trial was Revilla, who looked cheerful in his pink polo as he talked to his lawyers before the session opened. When his son Cavite Vice Governor Jolo Revilla arrived in the middle of the pre-trial, Revilla lightened up. Jolo sat close behind his father. At times, Jolo leaned toward his father and talked to him, both smiling. But when the Justice asked for Read More …

(MNS photo) MANILA (Mabuhay) – The National Commission for Culture and the Arts should revisit its rules and processes in selecting and conferring awards to avoid incidents such as the rejection by President Benigno Aquino III of Nora Aunor’s nomination as National Artist, a senator said late Tuesday. “What I would suggest to the NCCA, kung lagi naman ganun, and then revise na lang naming yung rules kasi kung nagiging issue yun for the President and for that matter sa future President, we might as well adopt, amend our rules or change our rules,” Senator Pia Cayetano, who sits as a member of the NCCA in choosing the National Artist, told reporters. Aquino earlier said Aunor’s name was omitted from the final list of personalities to be conferred the National Artist award because of her history with illegal substance. The President said he does not want to give the message that using illegal drugs is acceptable. He said Aunor was convicted of illegal drug charges but the actress’ lawyer denied this. Pope to visit PHL disaster victims

Cardinal Tagle with President Benigno Aquino III (MNS Photo) MANILA (AFP) – Pope Francis is to visit the Philippines, Asia’s bastion of the Catholic faith, in January 2015 to comfort victims of disasters including Super Typhoon Haiyan, local church leaders said Monday. Specific details of the trip were not released, but Manila’s Archbishop Luis Tagle said the pope viewed Asia as crucial in spreading the faith. Tagle said the pontiff had told him during a recent meeting at the Vatican that “Asia is important for evangelization”. “The Christian population of Asia may be numerically small but it is significant,” he quoted the pope as saying. The planned visit comes as the Philippines struggles to recover from a series of disasters in 2013 that claimed thousands of lives. In November, Super Typhoon Haiyan – the most powerful storm to make landfall in history – left about 8,000 dead and millions homeless, devastating communities across the central Philippines. A month earlier, a 7.1-magnitude earthquake destroyed many historic churches and killed more than 200 people, also in the central region. “Our compassionate shepherd comes to show his deep concern for our people who have gone through devastating calamities,” said Socrates Villegas, head of the Catholic Bishops’ Conference of the Philippines. “Pope Francis comes to revive our drooping spirit and to lead us to greener pastures,” he told reporters. The visit would be the fourth by a pope to the Philippines, where more than 80 percent of the 100 million-strong population are Catholics. Tagle Read More …

JV admits fault, willing to reimburse DAP funds

Senator Jinggoy Estrada shows some documents during his privilege speech on the controversial Priority Development Assistance Fund (PDAF) issue at the Senate on Wednesday (March 12, 2014). (MNS photo) MANILA July 9 (Mabuhay) – Senator Joseph Victor “JV” Ejercito admitted he made a mistake in accepting some P10 million in disbursement acceleration program (DAP) allocations without asking where the funds were sourced. He said he is willing to return the money out of his own pocket. Ejercito said he got the P10 million while he was still a congressman. The additional fund was on top of the regular P70 million yearly allocation he got as lawmaker. “At that time, when you were in Congress, whatever you are getting you will always be grateful because you have something to bring back to your constituents. Being a neophyte, I was really excited,” Ejercito said. However, he also admitted he did not bother to check or investigate where the funds would be sourced. “Normal talaga, you don’t ask…I did not bother to ask. That would be my fault,” he said. With the allocation, however, came a set of rules. The DAP funds could only be used for projects under the National Dairy Authority and the Technology and Livelihood Resource Center (TLRC). Ejercito said the funds were used for a milk program for schoolchildren and training. The senator said he is willing to return the money out of his own savings if asked by a court. “If the courts find me in violation or Read More …
