President Benigno S. Aquino III delivers his departure statement during the send-off ceremony at the Departure Area of the Ninoy Aquino International Airport (NAIA) Terminal II in Pasay City on Saturday (May 10, 2014) to join fellow Association of Southeast Asian Nations (ASEAN) Leaders in attending the 24th ASEAN Summit in Nay Pyi Taw, Republic of the Union of Myanmar. “Moving Forward in Unity to a Peaceful and Prosperous Community” is the theme for this year’s ASEAN, highlighting the importance of a united ASEAN. (Photo by Lauro Montellano, Jr. / Malacañang Photo Bureau) MANILA (Mabuhay) – President Benigno Aquino III has expressed confidence that the recently signed Enhanced Defense Cooperation Agreement (EDCA) with the United States will stand legal scrutiny even if it is challenged before the Supreme Court. “Will it stand scrutiny? Yes. Will there be people who will try to derail it? Yes, also. But we are reasonably confident that anybody looking at it objectively will be able to say that we have met all the stipulations in the Constitution,” Aquino told reporters Sunday after the Association of Southeast Asian Nations Summit in Myanmar. He issued the statement after groups and individuals, among them Bayan Muna Partylist Rep. Neri Colmenares, said they will be challenging EDCA before the SC. Aquino, however, said the panel which negotiated the agreement consistently reported to him and ensured that the deal adheres with the Philippine Constitution. EDCA was signed two weeks ago, hours before US President Barack Obama arrived in the Philippines Read More …

ASEAN shows rare united front vs China

By Martin Abbugao NAY PYI TAW, Myanmar) President Benigno S. Aquino III links arms with his counterparts in the Association of Southeast Asian Nations (ASEAN) for the traditional group photo opportunity during the 24th ASEAN Summit Plenary at the Jade Hall of the Myanmar International Convention Center here on Sunday (May 11). (MNS Photo) NAYPYIDAW, May 12, 2014 (AFP) – Southeast Asian leaders have expressed “serious concern” over worsening territorial disputes in the South China Sea, presenting a rare united front against an increasingly assertive Beijing. Vietnam and the Philippines led a successful push for the Association of Southeast Asian Nations to deliver a thinly veiled rebuke to China over the standoff in waters home to key shipping lanes and thought to contain huge energy reserves. But a defiant Beijing said Hanoi’s efforts to enlist the support of its neighbors in the row were “doomed to fail”. The 10-nation ASEAN, in a statement released on Monday after a summit on Sunday, called for a peaceful resolution to the maritime rows, which flared up this month after China moved an oil drilling rig into waters also claimed by Hanoi. “We expressed serious concerns over the ongoing developments in the South China Sea,” said the joint statement from the summit in Myanmar, without explicitly pointing the finger at Beijing. ASEAN called on all parties involved to “exercise self-restraint, not to resort to threat(s) or use of force, and to resolve disputes by peaceful means in accordance with the universally recognized principles of Read More …

VP Binay camp: High survey ranking may trigger demolition job

“I will be the next president” is perhaps what Philippine’s Vice President Jejomar Binay is telling U.S. President Barrack Obama as he welcomes the U.S. president upon his arrival at an airport in Manila April 28, 2014. (MNS photo) MANILA (Mabuhay) – Vice President Jejomar Binay may be the early top choice for president in 2016, but his camp will not celebrate just yet. In a statement Thursday, Binay’s spokesman, Joey Salgado, welcomed the recent Pulse Asia survey results showing Binay’s huge lead among other possible contenders for the next presidential race, but with caution. “Alam namin na may balak ang ilang grupo na patindihin ang paninira kay Vice President at sa kanyang pamilya. Maaaring ang resulta ng survey na ito ang maging hudyat ng kanilang demolition job kay Vice President Binay,” Salgado said. A Pulse Asia survey conducted last month among 1,200 Filipino voters showed that 40 percent of Filipinos will choose Binay as president if elections were to be held now. The vice president has a significant lead among other potential presidential candidates, with the second placer, Senator Grace Poe, getting the nod of 15 percent of the survey respondents. Interior Secretary Mar Roxas, who has earlier been identified by administration officials as the ruling Liberal Party (LP)’s bet for the 2016 presidential race, came in fifth place, with the support of 6 percent of the respondents. Malacañang, for its part, clarified that President Benigno Aquino III has yet to announce his bet for 2016. It likewise reiterated Read More …

Gloria Arroyo files motion for reconsideration of bail, promises not to flee PHL

Commission on Elections Chairman Sixto Brillantes said former President Gloria Arroyo, seen here with her husband Mike Arroyo (left), and the other elected officials failed to comply with the law by either 1) failing to submit a SOCE 2) failing to sign the submitted SOCE or 3) submitting a signed SOCE that was not in the proper form. MANILA (Mabuhay) − Former President and incumbent Pampanga Rep. Gloria Macapagal Arroyo on Thursday filed before the Sandiganbayan’s First Division a motion for reconsideration of bail. Arroyo, who has been denied bail several times by the anti-graft court due to strong evidence against her in a P366-M plunder case involving funds of the Philippine Charity Sweepstakes Office, reiterated that she was not a flight risk, an issue she first raised in her supplemental motion for bail filed last February. However, that motion was denied, with the court adding that Arroyo’s “[invocation] of additional grounds on a piecemeal basis does not sit well with the Court.” In the motion filed by Arroyo’s camp Thursday, the former leader apologized to the court, noting that her being a non-flight risk was only raised in the supplemental motion since she changed legal counsel recently. Meanwhile, in her new motion for reconsideration, Arroyo and her counsel reiterated that the former President’s public status will prevent her from leaving the country. “The possibility of President Arroyo’s escape, bearing in mind her official and social standing and her other personal circumstances, is remote, if not nil. If [she] is Read More …

(MNS photo) MANILA (Mabuhay) − Labor and Employment Secretary Rosalinda Dimapilis-Baldoz has urged closer cooperation among participating agencies in the JobStart Philippines project in building a strong labor market information system, or LMIS, to achieve the goals of the undertaking. She also said having a strong LMIS will improve accessibility to, and use of valuable labor market information that is key to addressing structural unemployment and jobs-skills mismatch. “Indeed, building on a strong LMIS as a foundation to linking all information and online databases of the government is a good way to capture and present all available statistics and information when it comes to mapping out supply and demand for skills and other relevant information which constitute the labor market,” Baldoz said in her message at the National Consultation Workshop on the LMIS Action Plan, held Monday at the Bayleaf Hotel in Intramuros, Manila. The national consultation workshop, organized by the Bureau of Local Employment, the DOLE’s lead agency in the JobsStart Philippines project, aims to solicit inputs to the LMIS Action Plan and to assess its feasibility. “This consultation is an opportunity to discuss how we can work together to identify key labor market signals and indicators to ensure the seamless flow of LMI both at Read More …

Daniel Padilla and Kathryn Bernardo (MNS photo) Teen star Kathryn Bernardo said she feels both pressured and excited to do the movie “She’s Dating the Gangster” with leading man and rumored boyfriend Daniel Padilla. This is her second movie with Padilla, who is also her leading man in the defunct ABS-CBN series “Got to Believe.” “Every soap, every movie, palagi naman ‘yung may pressure. Pero ngayon, excited talaga ako sa ‘She’s Dating the Gangster’ kasi maganda ‘yung story. Of course, directed by direk Cathy Garcia Molina… ‘yung writer namin ang galing talaga, alam nila kung ano ang maganda,” Bernardo said. “So itong ‘She’s Dating the Gangster,’ nae-excite ako, parang nakaka-pressure ako pero mas excited,” she added. According to Bernardo, she and Padilla have begun shooting scenes for their upcoming movie.
