MANILA, Philippines—Five policemen belonging to the 29-man Philippine National Police (PNP) delegation to the peacekeeping mission in Liberia last year were honored on Monday for their dedication to their mission in the face of the deadly Ebola outbreak. The policemen, the last to complete the 21-day quarantine at the Armed Forces of the Philippines (AFP) Medical Center, received letters of commendation, United Nations service medals and “Medalya ng Papuri” for their sacrifice and courage. PNP officer in charge Deputy Director General Leonardo Espina, who arrived from Liberia early this month, led the awarding ceremony. The awardees were Senior Supt. Cesar Binag, deputy commissioner of the United Nations Mission in Liberia; Supt. Eduardo Abaday, Supt. Nixon Cayaban, Chief Insp. Emmanuel Caquilala and SPO3 Khynnimer Absari. The Philippines sent 133 peacekeepers from the AFP and the Bureau of Jail Management and Penology to Liberia. They were repatriated ahead of schedule following the Ebola virus outbreak in the West African nation. The first batch of 24 peacekeepers arrived in November and was quarantined for 21 days on Caballo Island on Manila Bay. They were honored by the PNP earlier this month. “These police peacekeepers are the new heroes of the country for their sacrifice and dedication,” Espina said. The prosecutors’ manifestation would be filed on Jan. 5 but Suarez disclosed it at a news conference after Jabalde addressed a petition filed by Pemberton’s lawyers to set aside and dismiss the murder charge. Lawyer Gerry Gruspe, RTC Branch 74 clerk of court, said Jabalde may resolve Pemberton’s petition to review the case on Tuesday. Laude’s lawyers said that asking Jabalde’s inhibition from the case would be another matter for the court to address as the government starts the countdown to the year to resolve the case as required by the Visiting Forces Agreement. MANILA, Philippines—The Department of Transportation and Communications drew two offers for its first transportation hub public private partnership (PPP) deal to be located in southern Metro Manila even as most of the potential bidders snubbed the P2.5-billion project. Transportation department spokesperson Michael Sagcal said the two companies that submitted offers for the Integrated Transport System-Southwest PPP were MWM Terminals, led by Megawide Construction Corp., and Gotianun-led Filinvest Land Inc. The two were among 16 companies, including conglomerates San Miguel Corp., Ayala Corp. and Megaworld Corp., that acquired bid documents but did not submit any offers on the Dec. 22 deadline. The project, which was rolled out in December 2013 but has suffered several delays, is being implemented using a single-stage process. This means qualification, technical and financial proposals are submitted at one time and will be evaluated within the next two months. A dual-stage structure means these are submitted and evaluated separately. “Although we would have preferred to have more groups participating in the bid, we are nevertheless satisfied to have two established and reputable companies competing for the project,” Sagcal said. MANILA, Philippines–Japanese firms operating in the Philippines are bullish of their prospects for next year as more than half of those recently polled by the Japan External Trade Organization (Jetro) have expressed their intention to further expand their businesses in the country. The latest survey of Jetro also showed that about 71 percent of the respondents expect to post a “surplus in their operating profits” in the Philippines this year. This was based on Jetro’s 2014 Survey on Business Conditions of Japanese-Affiliated Firms in Asia and Oceania, which was conducted between October and November this year. It covered 4,767 Japanese-affiliated firms operating in 20 countries and regions in Asia and Oceania, including the Philippines. In a statement, Jetro noted that the number of Japanese-affiliated firms in China that were planning to expand dropped below 50 percent for the first time since the survey began in 1998. In contrast, about 60 percent of the Japanese firms operating in the Asean said they would expand over the next one to two years. In countries like Cambodia, India and Bangladesh, there was expression of interest to expand business, marking a high response rate more than 70 percent. “The proportion in the Asean exceeded that of China in 2012, and since then, the difference has widened to 13.8 points. CEBU CITY, Philippines—Gotianun-led Filinvest Land Inc. (FLI) unveiled on Tuesday a revised master plan for the P25-billion mixed-use estate “City de Mare,” its largest real estate development in this city located on reclaimed land at the city’s east coast called South Road Properties (SRP). In a briefing on Tuesday, FLI chief executive officer Josephine Gotianun-Yap said capital spending for the 40-hectare mixed-use estate had been jacked up from an earlier budget of P15 billion to keep up with “urban trends” as well as to incorporate more office space given the stronger-than-expected demand from the business process outsourcing industry. The estate was previously intended to be mainly for residential development, targeted to bring to Cebu’s property market 14,000 to 16,000 new residential units. About 70 percent of the estate is still earmarked for residential development but around 10 percent will now be devoted to office development. The remaining 20 percent will be for retail development, opening up about 55,000 square meters of retail space out of which 36,000 sqm will be the net leasable area that could add to FLI’s portfolio of assets with recurring income. Just across the “City de Mare” estate is a separate 10-hectare property where FLI is developing the “Il Corso” seaside leisure and retail strip.
