Library for peace Raised by a Muslim mother and a Christian father, Arizza said her parents have taught her that both religions could co-exist. CHRISTIAN MANINGO / CEBU DAILY NEWS CEBU CITY—A birthday luncheon for a staff member of the Chinese consulate in a restaurant here turned tragic on Wednesday when the husband of a consular officer allegedly shot and killed two of her fellow officers. The motive, however, remained unknown as the suspects—Li Qing Ling, 60, and his wife, Consul Gou Jing—were still in police custody undergoing questioning. Chief Supt. Prudencio Tom Bañas, police director for Central Visayas, told the Inquirer that investigators had difficulty getting the statement because they had to look for an interpreter. The fatalities were identified as Chinese Deputy Consul Sun Shan and finance officer Hui Li. They died while receiving treatment in two different hospitals, said the city’s police director. Chinese Consul General Song Rong Hua was wounded but was in stable condition in a hospital here, Bañas said. Councilor Dave Tumulak, head of Cebu City’s Command Center, said Sun suffered a gunshot wound in the neck and Hui in the head. Bañas said Song made a reservation for a function room at Lighthouse Restaurant on General Maxilom Avenue here to celebrate the birthday of a staff member. Photo from Thai embassy website Thailand’s ambassador to the Philippines said the government’s advisory to Filipino citizens to avoid certain areas of his country’s capital city was “understandable” following the recent bomb attack on Bangkok that killed 20 people and injured scores of others. “That’s understandable to me,” Thai Ambassador to the Philippines Thanatip Upatising told reporters during the foundation day reception of the Association of Southeast Asian Nations (Asean) hosted by the Department of Foreign Affairs on Tuesday afternoon. Earlier that day, the DFA issued a travel advisory placing Thailand under alert level 1 or precautionary status following the bombing at the popular Erawan Shrine in the heart of Bangkok on Monday night. Filipinos were particularly advised to avoid at least 10 areas such as the Rajaprasong intersection, Patumwan intersection, Silom road, Khao San road, Narathiwat intersection, Victory monument, Tuk Chai intersection, Benjasiri Park, Soi Thong Lor and Sukhumvit Road. Philippine Daily Inquirer August 21st, 2015 05:30 AM Facing a mounting passport backlog, the Department of Foreign Affairs (DFA) on Thursday reiterated that passport holders needing to renew their travel document may opt to have the validity of their passports extended, a service which is being offered free of charge until the end of the year. In an advisory on Thursday, the DFA said the free extension would be for one to two years and available to applicants for passport renewal both here and abroad. The applications for extension will be processed and released within the same day, it said. The offer will be available only until the end of this year, the DFA said. The DFA last week admitted having received complaints over the growing backlog in passport processing, which as of last week had risen to 42,230 passports. Santos, August 21st, 2015 05:28 AM Over 160,000 registered overseas voters will not be able to participate in next year’s polls after the Commission on Elections ordered their deactivation from the voters’ list. “For purposes of the May 9, 2016, elections, after updating the voting history of each and every registered overseas voter, there were 163,019 who failed to vote in 2010 and 2013,” according to Comelec Resolution No. 9983, promulgated on Aug. 18. Republic Act No. 10590 provides that the resident election registration boards shall deactivate and remove the registration records of any person who did not vote in two consecutive national elections. The Comelec explained in the resolution that maintaining the registration records of those who failed to vote in two successive elections in the National Registry of Overseas Voters and in the Certified List of Overseas Voters would have an adverse impact on election preparations, budgetary estimations and voter turnout. “It would also affect the accuracy of having real numbers in the registration count for purposes of data collection for future reference,” it added. For one, show up in Congress and engage in debates on the proposed Bangsamoro Basic Law (BBL). British ambassador Asif Ahmad was reacting to news reports that the lack of quorum was impeding the passage of the BBL at the 291-member House of Representatives. “In the United Kingdom, either you agree or oppose something. It is your duty as an elected official to debate and vote. But to hide under a stone is not doing the job that you are elected to do,” Ahmad told reporters during a reception he hosted at his residence on Tuesday night. The House of Representatives is in the process of interpolating the draft BBL, which was based on the peace agreement signed by the Aguino administration and the Moro Islamic Liberation Front. It proposes establishing a new, autonomous political entity to replace the Autonomous Region in Muslim Mindanao. “It is noticeable that many members of Congress are not showing up, which in my view is unacceptable,” Ahmad said. MANILA, Philippines–The owners of AG Finance Inc. are exiting the company they listed two years ago, days after announcing that its original microfinance business would be modified to include mining and smelting. AG Finance said in a stock exchange filing Wednesday its controlling shareholders, chair Tony King and his family, had agreed to sell their 70-percent stake to RYM Business Management Corp. No other details were provided. AG Finance fell 9.55 percent to P7.10 a share on Wednesday after posting sharp gains since the beginning of March this year. “We understand that the agreement is subject to closing conditions customary for share sale transactions, including the conduct of a tender offer to minority stockholders by the buyer,” AG Finance said in its filing. The move comes days after AG Finance announced that it had approved the change in its primary purpose from leasing and finance to that of a holding company. The company also approved to amend its secondary purpose to include “mining and smelting operations.” AG Finance in 2013 raised about P150 million in an IPO. The company provides microfinance and consumer loans mainly for overseas Filipinos. Part of the proceeds funded the company’s professional and skilled overseas Filipino worker loan portfolio expansion program. A portion was also used to repay outstanding loans with China Bank amounting to P37 million. Philippines Vice President Jejomar Binay is planning to visit Mary Jane Veloso, a Filipina on Indonesia’s death row, on the sidelines of his visit to Indonesia this week to attend the 60th anniversary of the Asian-African Conference, a senior diplomat from the Philippines has said. Speaking to reporters on Monday, Jesus Domingo, the assistant secretary for the UN and international organizations at the Philippines Department of Foreign Affairs, said Vice President Binay was expecting to use his visit to look for opportunities to save Veloso from the firing squad. “We’ve requested the opportunity to visit her,” he said on the sidelines of the Asian-African Ministerial Meeting on Monday. “Our vice president is hoping for a chance to visit her and to speak with the relevant officials in the Indonesian government to see if there are any other legal remedies that can be tried to secure her a release or at least spare her from the death penalty.” Veloso, who was involved in trafficking 2.6 kilograms of heroin via Adi Sutjipto Airport in Yogyakarta in 2010, is one of a number of foreign nationals to be executed in the near future. THE reclamation activities of China in Panganiban (Mischief) Reef, an area within the Philippines’ exclusive economic zone in the disputed West Philippine Sea (South China Sea), has progressed in a few months, latest satellite images showed. BEIJING—China is rapidly building an airstrip on an artificial island in disputed South China Sea waters, recent satellite pictures show, potentially ramping up tensions with several Southeast Asian neighbors. Fiery Cross was little more than a reef when China began land reclamation works to turn it into an island in late 2014. Now satellite images taken last week by DigitalGlobe and shown on the website of the Washington-based Center for Strategic and International Studies (CSIS) show the runway — estimated at 3,110 meters in total — more than one-third complete, it says. When in operation, it says, it will be able to “accommodate almost any type of aircraft that China would want to land”. “Before this construction China lacked the refueling and resupply capabilities to reach the southern part of the South China Sea,” it added. “While they have not yet been built, Fiery Cross should be big enough to accommodate hangar facilities for Chinese aircraft.” Pictures taken less than four weeks earlier showed two sections of 468 meters and 200 meters were under construction, CSIS said, demonstrating the speed of the works.
