AFP BEIJING — China has again rejected an attempt by the Philippines to challenge its territorial claims over the South China Sea through international arbitration, releasing a lengthy paper a week before a deadline for China to respond to the case. China prefers to settle its disputes with discussions with the countries directly involved. But the Philippines has filed a case with an international tribunal. China’s paper argues that territorial sovereignty is beyond the scope of the tribunal and that China and the Philippines have previously agreed to settle the dispute through negotiations. The Philippines filed the case in January 2013. The tribunal has invited China to respond by December 15. Lieutenant Colonel Harold Cabunoc, AFP Public Affairs Office Chief, said Vinciguera arrived in a “safe location” in Manila after getting travel clearance from military doctors in Sulu. Vinciguera, a 49-year-old photographer, overpowered Abu Sayyaf commander Juhuri Ussin and hacked the militant in the face with a machete which led to his escape. Cabunoc said Vinciguera arrived at Villamor Airbase at 6:20 pm Saturday where Swiss ambassador to the Philippines Ivo Sieber and General Gregorio Pio Catapang, AFP Chief, met him. MANILA, Philippines—The Office of the Solicitor General (OSG) on Saturday defended the Enhanced Defense Cooperation Agreement (Edca) between the Philippines and the United States, asking the Supreme Court to dismiss petitions questioning its constitutionality. In a 32-page consolidated comment filed before noon, the OSG emphasized the legality of the executive agreement, saying that President Aquino entered into the pact as part of his sworn duty to protect the state. “The President, through the DND (Department of National Defense), entered into the Edca to perform his primary constitutional duty to promote national security interests. SANYA, China—Despite the difficulties brought about by the tensions between the Philippines and China, Filipino singers are making their mark in this seaside city, regaling guests of hotels and resorts with their style of entertaining they call harana. Cherry Navajas, 33, and Percival Golla, 39, have been working as entertainers in China for more than a decade. “We entered China on a tourist visa, which was later converted to a working visa. It was easier back then,” said Navajas, who first arrived in Beijing in 2003. “Today, it’s a bit more difficult to get a working visa,” she said. According to Golla, the killing of Hong Kong tourists during the Quirino Grandstand hostage-taking incident in August 2010 and the disputes over territories in the South China Sea may have somewhat contributed to this difficulty. “Sometimes, we also encounter guests who associate us with these issues because we’re Filipinos,” he said. “People here are really updated with the news abroad,” Navajas said, recounting an experience she had with one of the guards at a resort. “He told me, ‘You Filipinos better stop claiming our islands!’” she recalled, laughing. “I stood my ground and said I had nothing to do with the issue,” she said. “Some Chinese employees also defended me and asked him to stop harassing me,” she said. Mercado, honorary consul general in Dallas, Texas, in a statement. Mercado, who also serves as president of the Philippine-American Chamber of Commerce of Texas, said there was “a large concentration” of Fil-Am health professionals working at the Texas Health Presbyterian Hospital and other medical facilities in the Dallas area. She said they were closely monitoring the situation and were in contact with the Fil-Am staff and the hospital management. Mercado’s statement came amid reports that as many as 100 people may have had contact with the Ebola victim, Thomas E. Resty Ogsimer, executive secretary of the CBCP’s Episcopal Commission on Migrants and Itinerant People, came on the heels of reports that hundreds of poor families living in government-built bunkhouses in Palo, Leyte, would be relocated to sites away from the Pope’s route so he would not see their condition. “I think that [Pope Francis’] primary purpose is to reach out to the victims so that they may feel that the Church is standing by them after all the trials they have been through,” said Ogsimer in an article posted on the CBCP website. Packing winds of 90 kilometers (56 miles) per hour, Fung-Wong had dumped up to 60 centimeters (24 inches) of rain as it tracked north-northeast, the bureau said. “As heavy rains could trigger landslides, people should stay away from the mountainous areas,” a weather forecaster from the bureau said as the authorities evacuated more than 1,200 residents from areas prone to mudslides. FILE Photo The group had written Foreign Secretary Albert del Rosario, asking him to bring back the special lane and take into consideration the situation of overseas Filipino workers (OFWs). Alfredo Palmiery, president of the Federation of Manpower Exporters Inc., said the processing of OFW passport applications would now take as long as 45 days. “If this is not immediately addressed, many of our OFWs are bound to lose confirmed job contracts, thereby depriving them of job and income opportunities,” Palmiery said in the letter to Del Rosario. He noted that most employers of OFWs did not like to wait long for their workers and often canceled job contracts already offered. Palmiery said OFWs were willing to pay an “expediting” fee if the special lane is restored. He said the DFA’s Office of Consular Affairs removed the special lane four months ago, taking the recruitment industry by surprise. In a television report, Duterte said that Filipinos who were recruited by ISIS have left the country in July. The Davao City mayor also said that he does not condemn the decision of those who joined ISIS as long as it would not wreak havoc in the country. Duterte’s confirmation reinforced the claim of former President Fidel V. Ramos who recently said in a TV interview that about 100 young Filipinos are training with the terrorist group. However, the Armed Forces of the Philippines (AFP) dismissed the claim of Ramos, citing an AFP military intelligence report that revealed that no Filipino rebels were seen training with ISIS. The AFP later said that Duterte’s claims are unverified. “We haven’t covered any valid intel or any valid information,” Lieutenant General Eduardo Año, 10th Infantry Division (ID) Commander, said. “We have not reported any of the local jihadists leaving the country.” On Friday, the Bangsamoro Islamic Freedom Movement (BIFM), a militant Muslim organization, said that it has formed an alliance with ISIS.
