Govt lawyers block Lanete bail plea

The prosecution panel handling the plunder case of Masbate Governor Rizalina Seachon-Lanete blocked her application for bail late Wednesday, saying a hearing has to take place before any bail can be set. “It is only after the prosecution shall have presented its evidence and the court shall have made a determination that the evidence of guilt is not strong that Lanete [ask the court] to fix the amount of bail. Until then, the court is not duty-bound to accede to Lanete’s prayer,” the prosecutors said. In the same comment-opposition, the prosecutors also reminded the court of the criminal information filed against Lanete, and that even prior to a bail hearing, the evidence presented by the Commission on Audit against the former lawmaker appears to be strong. “A very strong case against the accused exists warranting the denial of her prayer that she be freed on bail,” government lawyers said. Meanwhile, prosecutors noted that the severity of the potential penalty of the crime of plunder automatically makes Lanete a flight risk, despite her claims otherwise. “Contrary to the accused’s contention that she is not a flight risk, the severity of the penalty of reclusion perpetua for plunder provides her a great incentive to flee,” they added. Bill seeking compensation for kin of missing emloyees filed in House

A lawmaker has proposed the provision of monthly income benefits to families of employees who are missing and in danger of death due to work-related causes. In filing House Bill 5558, Diwa party-list Rep. Emmeline Aglipay-Villar said families of employees who have gone missing for reasons related to work and under circumstances which makes his or her death likely, are left without any compensation. She said this was in contrast to the State’s mandate of providing benefits to families of employees who died or were disabled while in the course of their duties or employment. The proposed Missing Employees Compensation Act mandates the government to promote and develop a tax-exempt employees’ compensation program for dependents of employees who, in a situation where they are in danger of death due to a work-connected activity, go missing. The bill seeks to ensure that dependents can secure adequate income benefit from the employees’ compensation program even before the missing employees are presumed dead under the law. Guaranteed income Under the measure, families of employees who have gone missing due to work-related causes shall receive a guaranteed monthly income benefit for five years. The bill states that the following conditions must be present to be considered missing employees: their disappearance occurred during the performance of their work; their person or bodies have not been found; and they are not yet legally presumed dead under the Civil Code. PHL braces for typhoon over Easter

Cristoferetti said Maysak “commands respect even from space.” Samantha Cristoferetti via Twitter The Philippines issued warnings of possible landslides and storm surges, with Typhoon Chedeng (Maysak) set to strike eastern coastal areas, where many resorts are located, over the Easter weekend. Chedeng, initially a top-rated category 5 typhoon, has weakened to category 4 as it lost strength over the water. It is expected to further lose strength as it hits the mountains of northeastern Philippines on Saturday or Sunday, the weather bureau said. But authorities are concerned foreign and Filipino tourists spending the long Easter weekend on the beaches along the eastern coasts of the main Luzon island may ignore warnings. The typhoon is expected to make landfall within 72 hours. The Easter holidays began on Thursday in the Philippines. “This will bring waves which our surfers really like. But this is a typhoon we are facing, even if we say it may become just a storm… The waves will be strong and it will be dangerous for our fellowmen in the eastern coasts,” Esperanza Cayanan, an officer at the weather bureau, said in a televised disaster briefing. Senate panels approve benefits for kin of retired, dead Sol-Gen officials

Two Senate committees have approved the proposal to give monthly survivorship benefits to the spouse and children of deceased Office of the Solicitor General officials who has already retired or died while in active service. Senate Bill 2709, prepared by the committees on civil service and government reorganization, and finance, as per Committee Report 116, stated that among the officials that will be covered are Solicitor General, Assistant Solicitor General, Senior State Solicitor or State Solicitor. Under the bill, the surviving legitimate spouse or dependent children of said official shall be entitled to receive on a monthly basis all the retirement benefits that the deceased official was receiving or entitled to receive at the time of death under the provisions of the applicable retirement laws. A ‘dependent’ means a legitimate, illegitimate, or legally adopted child who is chiefly dependent with the deceased official, is not more 21 years old, unmarried and not gainfully employed, or if such dependent, regardless of age, is incapable of self-support because of mental or physical defect. It added that the surviving legitimate spouse or dependent child shall continue to receive such retirement benefits during one’s lifetime or until the surviving legitimate spouse remarries or the dependent child marries. It further said that if the surviving legitimate spouse is receiving benefits under existing retirement laws, the surviving legitimate spouse or dependent child shall only be entitled to the difference between the amount provided for in the proposed law and the benefits they are already receiving. Come home on Friday: DILG asks Pinoys to rethink travel plans as Chedeng threatens

The Department of the Interior and Local Government Secretary Mar Roxas encouraged those who are going out of town to reconsider their travel plans, especially if their destination is one if the areas that will be  affected by Typhoon Chedeng during the long weekend. “Please adjust your travel plans… Tatama siya sa may Isabela-Aurora-Northern Quezon areas anytime between Saturday evening and Sunday morning. Mag-ingat po tayo,” he said. The DILG secretary also urged those who are already in these areas to return home by Friday before Chedeng is expected to make its landfall. According to PAGASA’s 11 a.m. weather bulletin, the typhoon is estimated to make landfall over eastern coast of Aurora or Isabela by late Saturday to early Sunday. “We can’t afford to risk the safety of the residents and an estimated 10,000 tourists in the various towns on the Eastern seaboard,” Roxas said. The DILG has already alerted the different government agencies to relay pertinent information, offer assistance to stranded travelers, as well as to ensure the safety of all people in the identified areas. “Listo lang po lagi tayo, and should you need any assistance, the whole of government is at your service,” Roxas said. Maysak enters PAR; PAGASA alerts Bicol, Samar, Aurora, Quezon

Maysak approaches PAR. A PAGASA weather forecaster shows a satellite image of Super Typhoon Maysak as it approaches the Philippine Area of Responsibility (PAR) as of 11:00 am on Wednesday, April 1. It will be named Chedeng after it crosses the boundary, and will affect the Philippines come Easter weekend. GMA News Typhoon Maysak finally entered the Philippine Area of Responsibility (PAR) before midnight Wednesday and was locally codenamed Chedeng. State weather agency PAGASA’s 11:30 p.m. advisory said Chedeng will bring heavy to at times intense rainfall within its 150- to 200-km radius. PAGASA said it will raise Public Storm Warning Signal 1 over Bicol and Samar in 18 hours, and “sea travel over these areas will be possibly suspended.” Also, it said Chedeng may make landfall over the eastern coast of Samar, Quezon or Isabela by late Saturday to early Sunday. PAGASA alerted the public against possible flash floods over low-lying areas and landslides along mountain slopes particularly over Aurora-Quezon area. It also warned of possible storm surges and sea surface waves of up to four meters, over the eastern coast of Samar, Bicol and Aurora-Quezon. Thai Deputy PM to visit PHL April 6-7

Thailand’s Deputy Prime Minister and Foreign Affairs Minister General Tanasak Patimapragorn will visit the Philippines April 6 to 7, the Department of Foreign Affairs said Wednesday. In an announcement, the DFA said this will be the Thai deputy prime minister’s first official visit to the Philippines. During his visit, Patimapragorn will meet DFA Secretary Albert del Rosario to “discuss the progress of bilateral relations between the Philippines and Thailand,” the DFA said. “The two ministers will also discuss issues of mutual concern in the fields of economy, trade and investments, agriculture, education, defense, technical cooperation, as well as relevant developments in the region,” the DFA added. Patimapragorn served as the Supreme Commander of the Royal Thai Armed Forces and was appointed Foreign Affairs Minister in September 2014. NBI nabs 62-year-old swindler, readies estafa charges

The National Bureau of Investigation arrested a swindler who dupes people into investing in fake companies supposedly connected with the local government unit of the Autonomous Region of Muslim Mindanao. In the NBI’s entrapment operation for her, the suspect tried to get P200,000. An exclusive report on GMA 7’s “24 Oras” on Wednesday said that 62-year-old Catalina Villamarin used fake documents and introduced herself as a businesswoman who is helping ARMM procure medicines, school supplies, and books.    During NBI’s entrapment operation, she used a supposed bank letter of confirmation where she faked the signature of the bank president.  The bank document stated that the ARMM allocated P1.2 billion for her supposed projects with the local government unit.  She also used the letterhead of the ARMM in the document and faked the signature of Governor Mujiv Hataman.  During the transaction, Villamarin asked for P200,000 from the NBI agent to hasten the process, which prompted the NBI to arrest the businesswoman and her companions.  But she denied the allegations against her.  “Lehitimo ho akong negosyante. Hindi naman po panloloko ‘yan kundi mag-negosyo ho eh,” she told the NBI representatives.  ARMM Manila Liaison chief Jolly Lais said that people like Villamarin are giving the region a bad reputation.  “Ang problema ho diyan, sumasama ang aming image, ‘yung ARMM, kasi ‘yung supplier legitimate eh. Hihingan nila–pambihira manloloko pala ang mga taga-ARMM. LOOK: MRT, LRT, PNR operations sked for the Holy Week 

Metro Rail Transit (MRT), Light Rail Transit (LRT), and Philippine National Railways (PNR) will have limited operations during Holy Week, a report on GMA News TV’s “News To Go” said on Tuesday.    The MRT, which travels along EDSA Taft Avenue to North Avenue, will halt its operations from Holy Thursday until Easter Sunday.  LRT-1, which covers stations from North Avenue to Baclaran, and LRT-2, which runs from Recto to Santolan, will operate from 5 a.m. to 8 p.m. on Wednesday. Both will be closed from Holy Thursday to Easter Sunday.  The PNR, which travels from Manila to Calamba, will be open only from 5:30 a.m. to 12 nn on Holy Thursday. The railway system will be closed from Good Friday to Black Saturday. It will then have limited operations on Easter Sunday.  PNR general manager Engr. Joseph Allan Dilay said that they will also use the long weekend to do some maintenenace work.  “We will likewise take this opportunity, while our operations are suspended, to do some additional maintenance work for our trains and tracks,” he said.  All operations of MRT, LRT-1 and LRT-2, and PNR will be back to normal on April 6, Monday. — Trisha Macas/ELR, GMA News

AFP chief Catapang says 50 percent of BIFF 'neutralized'

Armed Forces of the Philippines chief General Gregorio Pio Catapang Jr. on Tuesday said the military has “neutralized” about fifty percent of the forces of Bangsamoro Islamic Freedom Fighters. In an interview with reporters, Catapang said the rest of the members of the armed group  splintered into small groups to evade the pursuing soldiers. On Monday, the military terminated its “all-out offensive” against the  group. The military offensive has killed 139 BIFF men and wounded 53, while twelve were captured. Catapang said the military is open to talking peace with the BIFF. “Hopefully they can also join us, we are willing to talk to them, if they want to, if they want peace, peace talks we can do that for as long as if they will not anymore harm or disturb the peace in these areas,” he said. Catapang ordered the offensive on Feb. 25, exactly a month after the deadly Jan. 25 Mamasapano incident in Maguindanao, which claimed the lives of 44 Philippine National Police-Special Action Force troopers. The SAF commandos were then on a mission to arrest terrorists Malaysian Zulkifli bin Hir also known as Marwan, Filipino bomb maker and Abu Sayyaf member Basit Usman, and Malaysian bomb maker Amin Baco alias Jihad.
