VP Binay explains backing out of Trillanes-led mutiny in 2007

Vice President Jejomar Binay disclosed Thursday the reason he backed out from the mutiny led by then Navy officer, now senator, Antonio Trillanes IV against the administration of President Gloria Macapagal Arroyo in 2007. Binay said he decided not to join the protest action because the agenda of those pushing for it were not fully disclosed to them.  “Alam mo si Mr. Trillanes, napakasinungaling na tao n’yan. ‘Yon e hindi na ako sumama. Pero hindi lang ako, ha? Kami nila Bro. Mike ay hindi na sumama no’ng bandang huli kasi maraming agenda na hindi naman sinasabi ro’n sa mga sumasama,” he said in a radio interview. He did not elaborate who he meant by “Bro.Mike.” In November last year, when Binay backed out of his scheduled debate with Trillanes, the senator lashed out at the vice president describing him as a man who cannot keep his word. Trillanes said Binay, then mayor of Makati City, backed out at the last minute from participating in the protest action that led to the failed Manila Peninsula siege. He said Binay was with them when they were still planning the protest march.  The senator blamed Binay for not making good on his promises of gathering people, which led to the failure of their protest action and the senator’s continued detention. Well-wishers reminded: NAIA 3 is for passengers only Jan. 15, up to noon of Jan. 19

Well-wishers, be reminded: The Ninoy Aquino International Airport (NAIA)’s Terminal 3 will be closed to non-passengers on Jan. 15 and up to noon of Jan. 19, in connection with Pope Francis’ visit to the Philippines. The Manila International Airport Authority said the NAIA-3’s arrival and departure lobbies will be closed to non-passengers on these dates and times. “The NAIA Terminal 3 arrival and departure lobbies will be closed to non-passengers the whole day of January 15 and from midnight to noon on January 19, 2015,” it said.  Pope Francis is due to arrive on Jan. 15. He will take part in activities in Metro Manila and Leyte and depart for the Vatican on Jan. 19. Last Monday, the MIAA reminded passengers with flights at the NAIA on Jan. 15 and 19 that they may have to show up more than three hours ahead of schedule. “Since departure flights will proceed on the 15th and the 19th, (Manila International Airport Authority general manager Jose Angel) Honrado reminds passengers with departing flights on these days to be at the airport much earlier than the usual three hours advice for them not to miss their flights,” the MIAA said. “It would be best for passengers to make their way to the airport way ahead before the roads within the NAIA complex start to close at 3p.m. on January 15 and at 7 a.m. on January 19. DOTC chief Abaya skips House hearing on MRT, LRT fare hikes

Transportation Secretary Joseph Emilio Abaya was a no-show at the House transportation committee’s hearing Thursday on the fare increase for the Metro Rail Transit (MRT) and Light Rail Transit (LRT). According to Transportation Undersecretary Jose Perpetuo Lotilla, Abaya asked to be excused from attending the hearing because he is busy with preparations for the papal visit next week. “The secretary [is] very much involved in the preparations for the papal visit . Because of the meetings for this, he asked to be excused from the hearing,” he said. This did not sit well with Bayan Muna Rep. Neri Colmenares, who said Abaya should be present at the hearing to explain the DOTC’s bases for hiking fares. “Secretary Abaya has been all over the place in the media explaining the fare hike but he is not here to answer our questions,” he said. Colmenares said the timing of Abaya’s absence is suspect since meetings related to the preparations for the papal visit could have been done on another day. Buhay party-list Rep. Lito Atienza said Abaya’s presence was important because he was the signatory in the documents related to the MRT and LRT’s operations, such as the concession agreement the government signed with MRT Corporation, the private operator of the MRT-3. Ex-UP president Nemenzo 'stabilized' but still 'critical' at PGH intensive care

Doctors at the Philippine General Hospital have “stabilized” former University of the Philippines president Francisco Nemenzo, who is being treated for bacterial meningitis. PGH information officer Abner Henson told GMA News Online in a phone interview that Nemenzo is still confined in one of the rooms of the PGH intensive care unit, where his leading attending physician said Nemenzo is in “critical and guarded” condition. In a medical bulletin posted on the website of UP Diliman’s Department of Political Science, where Nemenzo is professor emeritus, Dr. Agnes D. Mejia said “the next few days or weeks are crucial” for the 18th UP president. Dr. Mejia said Nemenzo “is being given antibiotics, insulin, intravenous fluids, anti- convulsants and other supportive treatment including tube feeding and ventilator support.” Mejia, who is dean of the UP College of Medicine, also noted that because Nemenzo “is a diabetic and elderly, his immune system is weakened; thus, all appropriate interventions to help him fight the infection are being applied.” Only immediate members of his family are being allowed to visit Nemenzo at this time.  Nemenzo was UP president from 1999 to 2005 and before that he also served as faculty regent, chancellor of UP Visayas, and dean of the UP Diliman College of Arts and Sciences. — ELR, GMA News

Miriam Santiago still has most number of bills and resolutions filed

Despite her failure to attend most of the Senate sessions and hearings due to her battle with lung cancer, Senator Miriam Defensor Santiago was able to file the most number of bills and resolutions among her colleagues. Santiago has filed a total of 1,007 bills and resolutions, as of December 17, the last session day of Congress in 2014. She was followed by Sens. Jinggoy Estrada with 604 bills and resolutions; Sen. Antonio Trillanes IV with 307; Sen. Lito Lapid with 219; and Sen. Joseph Victor Ejercito with 217. Estrada is facing plunder charges in connection with the pork barrel scam and detained at PNP Custodial Center since June 2014. Senators Juan Ponce Enrile and Ramon Revilla Jr. are also facing plunder raps and are likewise detained in Camp Crame. Amid the absence of some of its members, the Senate, since the 16th Congress convened in July 2013, was able to approve 44 proposed measures of national importance – of which 17 were signed into law in 2014 and four in 2013. In July 2014, Santiago announced that she has stage IV lung cancer. Through the help of oral chemotherapy or targeted treatment, she said in October that 90 percent of her cancer cells have already been killed as she expressed optimism to attend the Senate session. Trillanes: Agencies probing VP Binay for graft in housing projects

Government agencies are investigating Vice President Jejomar Binay of unduly making money from the government’s housing projects, Sen. Antonio Trillanes IV has said. “Ang impormasyon diyan ay yung mga mass housing projects ay binibigay niya sa mga favored contractors na nang arrangements with Pag-IBIG,” Trillanes said on GMA News’ “24 Oras” on Tuesday. “Bagong anumalya ito,” he added. Trillanes accused Binay, the chair of the Housing and Urban Development Coordinating Council, of getting a huge share from the profits of Pag-IBIG’s housing contractors. “Pag komisyon, you get the percentage which is less than half. Pero pag partnership, or at worse, kung dummy lang, you get th bulk of the profits,” Trillanes said. Trillanes initiated the Senate investigation on alleged graft committed by Binay when he was mayor of Makati. The Vice President has denied the allegations. The HUDCC oversees the government’s housing agencies including Pag-IBIG, or the Home Development Mutual Fund that offers more affordable housing loans to its members. Senate to probe lifestyles of the rich and convicted inside Bilibid

Senator Antonio Trillanes IV has sought a probe on the alleged special treatment of high-profile inmates and their illegal activities inside the New Bilibid Prison (NBP). In Senate Resolution 1088 filed on January 5, 2015, the senator said he wanted to review the current correctional system that tolerated special treatment to inmates “with the end view of enacting remedial legislation that would prevent the recurrence of similar incidents.” “It is apparent that NBP personnel committed violations against their mandate when they allowed the entry of prohibited items and the construction of high-end ‘kubols’ inside the NBP as these did not just appear in an instant,” Trillanes said in a press statement Tuesday. He said the first step to reform the correctional system is to identify and hold accountable the NBP personnel and other involved government officials who are responsible for the proliferation of contraband items. On 15, 19, and 22 December 2014, surprise inspections were conducted in the NBP’s Maximum Security Compound, which houses convicted drug lords and notorious robbery gang leaders. Bilibid inmates’ kin sue De Lima for alleged rights violations

Relatives of the high-profile inmates removed from the New Bilibid Prison (NBP) following a surprise raid last month have filed a human rights violation case against Justice Secretary Leila de Lima. In a six-page letter addressed to Commission on Human Rights (CHR) chair Loretta Ann Rosales, the families of Noel Martinez, Willy Sy, Michael Ong and German Agojo questioned the inmates’ transfer from the NBP to the National Bureau of Investigation (NBI) compound in Manila. Martinez, Sy, Ong and Agojo were among the 19 inmates transferred to the NBI facility after a December 15 raid on the national penitentiary yielded illegal and prohibited items such illegal drugs, firearms, money, jewelry and gadgets. According to the families of the four inmates, De Lima ordered the transfer “without any declaration as to her basis and authority in their selection, and in a manner similar to a warrantless arrest.” They were represented by lawyers Ferdinand Topacio, Joselito Lomangaya and Edzon Cristian Lauang. Manila to close roads around Pope Francis’ home in Manila

The City Government of Manila will close roads around the Apostolic Nunciature, Pope Francis’ official residence during hist visit to the Philippines, GMA News’ “24 Oras” reported on Monday. The report said Taft Avenue will be closed from the intersection on Quirino Avenue to the intersection of on Dagohoy street. Leon Guinto Street will be closed as well. Only residents and their vehicles will be allowed to enter the road. “Yung mga nakatira dun na walang garahe…. lahat ‘yun ay kukunin ng MMDA at ng city government,” Vice Mayor Isko Moreno said. Moreno and some barangay officials on Monday discussed security measures for the visit of Pope Francis. He ordered strict monitoring of the communities near the Apostolic Nunciature. Papal visit security measures falling into place – aviation officials

Airport authorities have been strengthening  security measures in preparation for the papal pisit, GMA News reported via its “24 Oras” early evening newscast on Monday.  Public works crews started to remove the Circulo del Mundo rotunda in front of the Ninoy Aquino International Airport Terminal 3 in Parañaque City in preparation for the Papal Visit on January 15-19.  The structure which cost P50 million was originally planned to be taken down by the Department of Public Works and Highway in preparation for the construction of a skyway in NAIA.  No-fly zone   Aviation authorities have other security measures for the papal visit. NAIA runways will also be closed when the aircraft with Pope Francis on board lands and takes off at NAIA. The Civil Aviation Authority of the Philippines has already issued a Notice to Airmen about the implementation of no-fly zone effective on January 15 and 19 over NAIA during the Pope’s arrival and departure and on January 17 over Daniel Z. Romualdez (Tacloban) Airport from 6 a.m. to 9 p.m. No-fly zones will also be in effect over other areas such as Rizal Park, University of Sto.
