On eve of CPP anniversary, AFP renews call for NPA rebels to end armed struggle

On the eve of the 46th anniversary of the Communist Party of the Philippines (CPP), the Armed Forces of the Philippines on Thursday renewed its call for the group and its armed wing, the New People’s Army, to end armed struggle, saying they have been harmful to the very communities they purportedly wish to help. “The senseless attacks perpetrated by the NPA against peaceful communities and infrastructure projects have caused more suffering and denied the people of development in the countryside. We must reflect why we have allowed ourselves and our communities to endure forty six years of bloody violence and senseless deaths among fellow Filipinos,” military information chief Lt. Col. Harold Cabunoc said in a press release. The CPP-NPA is still waging a protracted war in the Philippines, which is considered as the longest running insurgency in Asia. The military estimates the CPP-NPA membership at about 4,000. But Cabunoc enjoined the CPP to lay down their arms to foster peace in the country. “We can have the choice between a better life for ourselves and our children by embracing peace or continued violence and poverty through bloody armed conflict. The door for reconciliation and healing remains open to all our misguided brothers who want to embrace peace,” he said. “It has been proven that nobody is a real winner in bloody armed conflicts. Chaplain says another convict’s NBP studio yet to be touched

Some inmates at the New Bilibid Prison (NBP) are puzzled because the holding area or kubol of convicted kidnapper Jaybee Sebastian was not raided by the National Bureau of Investigation (NBI). NBP chaplain Msgr. Roberto Olaguer said some inmates have raised questions on why Sebastian’s kubol was not included during last week’s raid, according to GMA News “24 Oras” report on Wednesday. Sebastian was convicted of kidnap for ransom and hijacking and is the leader of the Sigue Sigue Commando. He was jailed at Manila City Jail and Bicutan before being transferred to the NBP maximum security compound. Olaguer said the maximum security compound is divided into two sides and the portion where Sebastian stays has yet to be inspected. “Yung carcel side, ito laging napupuntirya, ito ‘yung lugar nila (Herbert) Colangco.. ito ‘yung ni-raid; yung side ng presidio na nandun si JB (Sebastian), ang tanong ng mga tao bakit hindi pinuntahan ‘yan?” Olaguer said. Luxury items were found in Colangco’s kubol during the raid, including music equipment in a recording studio. NBI report on Bilibid’s wealthy inmates due in three months

The National Bureau of Investigation’s (NBI) probe on the anomalies in the New Bilibid Prisons (NBP) will be finished in three to four months, Justice Secretary Leila De Lima said on Wednesday. In a report of Radyo DZBB reporter Tuesday Niu, De Lima was quoted as saying that the NBI’s probe on various anomalies in the NBP will be completed in the first quarter of 2015, as the Bureau already have its initial findings. De Lima said to be included in the NBI’s investigation report are recommendations on actions that must be implemented by the NBP and the Bureau of Corrections (BuCor). On December 15, in a surprise inspection of the maximum security compound of the NBP, De Lima together with agents of the Philippine National Police (PNP) and the NBI, found several rooms or kubol with luxury amenities such as a sauna, jacuzzi with a television screen, a 50-inch flat screen TV, a split-type aircon, a home theater system and an LCD projector. One cell was also found to have a recording studio, complete with a stage and sound system for live performances. Expensive items such as shoes, sunglasses, watches, gadgets and even sex toys were also discovered in some of the kubols, along with suspected packs of shabu. LP leaders not giving up on Mar Roxas

Ranking officials of the Liberal Party continue to keep their faith in Interior Secretary Manuel “Mar” Roxas II even though he continues to lag behind in voter preference surveys. House Speaker Feliciano Belmonte, LP’s vice chairman, said Roxas’ surge in the latest Social Weather Stations (SWS) survey can only bode well for his presidential bid in 2016. “I think he will prevail once the public realizes the gravity of the issues,” he said in a text message Wednesday. The SWS survey, conducted from Nov. 27 to Dec. 1, placed Roxas among the top three contenders respondents most favored to succeed President Benigno Aquino III. Binay remained the frontrunner in the SWS poll, with 37 percent of the respondents naming him as the best leader to succeed Aquino. Sen. Grace Poe placed second with 21 percent while Roxas was in third place with 19 percent. LP Secretary General Western Samar Rep. Mel Senen Sarmiento also expressed optimism Roxas’ numbers will climb further if he decides to formally throw his hat into the presidential race. “Mar has the track record and integrity to ensure continuity of what PNoy has started. Rekindle goodness, DepEd chief asks teachers, students in Xmas message

As it feted them for overcoming threats this year, the Department of Education at Christmas urged teachers and students to “rekindle” the goodness amid the darkness of uncertainty. DepEd Secretary Armin Luistro said many in the academic community had given much of themselves, even going beyond the call of duty. “This Christmas, I wish for all of you to rekindle that goodness inside and magnify it. Remind others, by way of gratefulness, that they too have been beacons of good in your lives.  Find peace knowing that in your own little way, you have contributed a great deal of good in a world bereft of it,” he said. Look: Pinoys sleep on airport floor waiting for trips

On the last hours before Christmas Day, Filipinos went the extra mile to catch a last-minute trip to the provinces to be with their loved ones. At the Ninoy Aquino International Airport, some spent Tuesday night inside Terminal 3 in hopes of catching their flight, radio dzBB’s Nimfa Ravelo reported. Some even sat on the floor while others slept at a slightly elevated area near the window. Other photos tweeted by dzBB’s Ravelo showed Filipinos crowding Terminal 3 early Wednesday morning. Meanwhile, bus companies were fully booked for the holidays, dzBB’s Ravelo reported. One bus company posted a note at its terminal saying its trips until Dec. 30 are “fully booked.” Available trips are on Jan. 4 at the earliest, the company added. But this did not stop hopeful chance passengers from waiting for a trip. PCSO: Lone bettor bags P32.685m Lotto 6/42 jackpot

A lotto bettor is now P32.685 million richer after bagging the jackpot of the Philippine Charity Sweepstakes Office’s Lotto 6/42 draw Tuesday night. The PCSO said the bettor got the combination of 11-04-09-29-37-24 to bag the jackpot worth P32,685,212. However, as in the past, the PCSO is not likely to name the winner for security reasons. Last Dec. 8, a lotto bettor won the Megalotto 6/45 draw, getting the combination of 17-13-27-08-28-09 to win the jackpot worth P9 million. On Dec. 3, three bettors shared the Megalotto 6/45 jackpot of P47,139,388 after getting the combination of 05-23-28-11-14-09. Last Nov. 24, a lone bettor got the combination of 06-08-11-26-27-29 to win P70,166,400 in the Grand Lotto draw. UNA not longer looking at surveys for VP Binay’s vindication—Tiangco

The United Nationalist Alliance (UNA) has ceased looking at surveys as a source of vindication for its presumptive standard bearer, Vice President Jejomar Binsay, amid the corruption controversies that have been hounding him in recent months. In a phone interview Tuesday, UNA interim president and Navotas City Rep. Tobias “Toby” Tiangco said Binay will remain focused on his job of providing affordable housing for Filipino familieis and attending to the concerns of overseas Filipino workers (OFWs) regardless of his standing in voter preference surveys. The latest Social Weather Station (SWS) survey published Monday in Business World showed Binay remained the top contender for the president, with 37 percent of the respondents saying he should succeed President Benigno Aquino III in 2016. The poll, which was taken from November 27 to December 1, asked respondents, “Who do you think are the good leaders who should succeed Pres. [Benigno III] Aquino as president? You may give up to three names.” Next to Binay, 21 percent believe Senator Grace Poe should be the next president while 19 percent named Interior Secretary Manuel “Mar” Roxas II, the Liberal Party’s (LP) presumptive standard-bearer. Bilibid inmates’ transfer to NBI is legal, says DOJ Sec. de Lima

Justice Secretary Leila de Lima on Tuesday said on Tuesday there is nothing illegal in the transfer of 19 inmates from the New Bilibid Prisons to the National Bureau of Investigation headquarters in Manila. De Lima issued the statement following the filing of separate petitions by three of the 19 transfered inmates, who claimed their constitutional right to security were violated when they were taken out of the national penitentiary. De Lima acknowledged that the transfered inmates have rights but they are limited rights. “Inmates are called persons deprived of liberty…. by virtue of their conviction,” she said. De Lima said the transfer of the inmates has “enough (legal) basis,” adding that the situation was considered “exceptional” because it involved “identified high-risk and high-value inmates.” “May pagka-emergency situation pa nga because all those information and reports include intelligence reports that we have been receiving the past months. So we really need to take a decisive action to remedy the situation,” said De Lima. De Lima stressed that personnel from the DOJ, the BuCor and the NBI are all aware of their mandate, especially under the BuCor Modernization Law. “How can that (transfer to NBI) be illegal when the administration of the correctional systen is under the Department of Justice,” said De Lima. DOLE reminds employers of pay rules for Christmas, New Year

The Department of Labor and Employment (DOLE) on Tuesday reminded employers to abide by the pay rules for Christmas and New Year. DOLE Secretary Rosalinda Baldoz said she reminded the private sector employees to observe proper pay rules and occupational safety standards. “Our employers should share the blessing and joy of the season and, in the interest of our workers’ welfare and protection, pay them correctly during the holidays,” she said. Baldoz issued Labor Advisory No. 16, covering special non-working days on Dec. 24, 26, and 31, and Jan. 2; and regular holidays on Dec. 25 and  30, and Jan. 1. Pay rules for regular holidays (Dec. 25 and 30; Jan. 1): If the employee did not work, he or she shall be paid 100 percent of his or her salary for that day. If the employee worked, he or she shall be paid 200 percent of his or her regular salary for that day for the first eight hours. If the employee worked more than eight hours (overtime work), he or she shall be paid an additional 30 percent of his or her hourly rate on that day. If the employee worked during a regular holiday that also falls on his or her rest day, he or she shall be paid an additional 30 percent of his or her daily rate of 200 percent.
