Solon wants additional financial perks for barangay officials

A lawmaker has proposed granting additional allowances and financial incentives to barangay officials in recognition of their vital function in the enforcement of laws and implementation of government programs. House Bill 5245 filed by Valenzuela City Rep. Sherwin Gatchalian seeks to provide barangay captains honoraria, allowances and such other emoluments not less than P5,000 monthly or as may be authorized by law or barangay, municipal or city ordinance in accordance with the provisions of the proposed legislation. The bill also provides that members of the sangguniang barangay, the Sangguniang Kabataan chairman, the barangay treasurer and the barangay secretary shall receive not less than P3,000 per month in honoraria and allowances, while the barangay tanod and the lupong tagapamayapa shall receive not less than P2,000 per month in benefits. The measure likewise entitles the members of the punong barangay, as well as the barangay treasurer, the barangay secretary, and the lupong tagapamayapa, to a Christmas bonus of at least P2,000 each, the funds for which shall be taken from the general fund of the barangays or from other such other funds appropriated by the national government for the purpose. The barangay officials shall also be entitled to hazard duty pay of P1,000 each during their incumbency; representation and transportation allowances of P1,000; productivity incentive bonus of P1,000 and clothing allowance of P1,000 once a year. Aquino to sign 2015 nat'l budget bill before year-end

President Benigno Aquino III is set to sign the P2.6-trillion national budget before the end of the year to ensure there will be a new spending plan in place on the first day of 2015, Malacañang said Sunday.  “Katulad ng mga naganap noong nakaraang taon ay nilalagdaan po ito bago matapos ang Disyembre para maging epektibo sa unang araw ng 2015. ‘Yan po ang isa pang mahalagang gagampanan ng ating Pangulo sa mga darating na araw,” Communications Secretary Herminio “Sonny” Coloma Jr. said in an interview over dzRB radio. The 2015 national expenditure program, which Congress ratified last week, includes a new definition of savings which lawmakers say complies with the Supreme Court decision on the Disbursement Acceleration Program (DAP). Coloma again defended the budget from allegations it contains billion of hidden pork barrel funds for the executive, saying Congress will not legislate a measure that is unconstitutional.  “Wala pong batayan ‘yung sinasabi nilang ‘yan, maliban na lang po siguro sa pagkakaroon nila ng ibang pananaw hinggil sa istruktura at nilalaman ng pambansang budget,” he said of the “hidden pork” claims.  “Ang batas po ay kinakailangang tumalima sa mga prinsipyo ng Konstitusyon at hindi naman po makatwiran na sabihin na mismong mga mambabatas ang magsasabatas ng labag sa Konstitusyon at ito naman ay ang prinsipyong gumabay sa paghubog at pagbuo ng ating pambansang budget,” Coloma added. Palace: Preparations for papal visit in full swing

Less than a month before Pope Francis is scheduled to visit the Philippines, Malacañang said preparations for the five-day papal visit in January next year are in full swing. “Lahat po ng nararapat ay ginagawa para maihanda ang mga pasilidad, kabilang na ang imprastruktura, para sa pagdating ng Kanyang Kabanalan, Santo Papa, Pope Francis,” Communications Secretary Herminio Coloma said on Sunday in an interview aired at dzRB. Coloma said that infrastructure that will be used during Pope Francis’ visit in Tacloban City and Palo, Leyte are the “highest priority.” This includes the Tacloban airport, and the national highway from Tacloban to Palo.  Coloma assured that electricity during the Pope’s visit will be stable. Cleaning up Bilibid a government priority – Palace

Cleaning up the New Bilibid Prison is a priority for the government, a Palace official said Sunday after guns, drugs, and other contraband items were found during surprise inspections there. “Noon pang unang natuklasan ‘yung pagkakaroon ng mga baril na itinatago sa mga kulungan ng pambansang piitan ay nagbigay na po ng partikular na instruksyon ang ating Pangulo na bigyan ito ng kaukulang pansin dahil mahalaga pong bagay ‘yan,” Communications Secretary Herminio Coloma Jr. said on Sunday during an interview aired over state-run dzRB. Coloma added that the government, led by Justice Secretary Leila De Lima, is continuing its operations against gangs members and leaders found to be living in relative luxury while serving time. “Tinutukoy na ang mga katiwaliang natuklasan hinggil diyan at sinisiyasat po kung ano ang naging partisipasyon ng mga opisyal na mayroong responsibilidad para diyan,” he said. “Ang batid lang po natin ay mataas pong prayoridad ang ibinibigay sa usaping ‘yan at may sense of urgency po ‘yung ginagawa ni Secretary De Lima,” he added.  Last week, De Lima held a surprise inspection at NBP. Holiday travelers reminded: Avoid colorum boats, keep cars roadworthy

Avoid taking colorum vessels and make sure your vehicles are roadworthy. These were among the pieces of advice transport officials offered to Filipinos joining the exodus to the provinces for the Christmas and New Year holidays. On Sunday, the Philippine Coast Guard reminded people going to the provinces by boat to steer clear of colorum bancas. Such vessels are likely not registered and have no guarantee of safety, radio dzBB’s Mao dela Cruz reported. For its part, the Land Transportation Office reminded motorists to keep their vehicles in top shape. This is to avoid accidents on the road as many people flock out of town, radio dzBB’s Manny Vargas reported. LOOK: Police release Pemberton mug shots

The Olongapo City police on Saturday officially released the mug shots of US Marine Lance Corporal Joseph Scott Pemberton, who was charged with murder for the killing of transgender woman Jeffrey “Jennifer” Laude.  Source: Philippine National Police GMA News’ Rida Reyes also tweeted a photo of a police crime lab data sheet showing the US Marine’s fingerprints. On Friday, Pemberton appeared before the Olongapo City regional trial court over murder charges lodged against him, but was not arraigned. He was brought there under heavy security, in a convoy that left his detention facility in Camp Aguinaldo before dawn Friday. PHL orders crackdown on privileged jailbirds

Philippine authorities have given privileged inmates in the country’s main prison until Christmas Eve to turn over their hidden guns, drugs and other contraband or the notorious facility will face a major shakedown. Justice Secretary Leila de Lima issued the ultimatum after two surprise searches of the Bilibid prison this week uncovered a horde of prohibited items including firearms, drugs, stashes of US dollars — and even a Jacuzzi and a stripper bar. Revelations that drug lords have been “living like kings” in luxury cells have shocked the Philippines, a nation used to tales of official corruption. “Before Christmas, they should produce the contraband because we believe there are still illegal drugs and items kept hidden,” de Lima said after leading the second search on Friday. “I told  them to produce that, otherwise I will really… turn the facility upside down,” she told reporters. Flanked by heavily-armed troops, de Lima led the searches of the luxurious special apartments of convicted drug lords in a sprawling suburban Manila complex built for 8,900 inmates but currently housing 23,000. “I am disgusted, even beyond disgusted,” she said after the raids, which uncovered secret panels leading to hidden rooms. Palace: Aquino studying recommendation to pardon elderly inmates

Malacañang on Saturday assured the public it is studying a recommendation to grant executive clemency to elderly inmates. Presidential spokesman Edwin Lacierda said the office of the Chief Presidential Legal Counsel is studying the matter and will come out with its recommendations. “Hintayin natin ang magiging pagsusuri rito ng ating Chief Presidential Legal Counsel sa Office of the Executive Secretary,” he said on government-run dzRB radio. “Let’s wait for the recommendations to be made,” he added. A report on The Philippine Star said Public Attorney’s Office head Persida Acosta asked President Benigno Aquino III to grant pardon to elderly and ill inmates. She was quoted in the report as saying most of the convicts are seriously ill, and that they are hoping Aquino will consider. Ombudsman to probe into Bilibid controversy

The Office of the Ombudsman has created a panel to investigate the alleged special treatment of some rich inmates at the New Bilibid Prison in Muntinlupa City. A highly-placed source told GMA News Online on Saturday that the Ombudsman ordered the investigation after a series of surprise inspections yielded contraband in the national penitentiary’s maximum security area. Justice Secretary Leila de Lima had led the surprise inspections at the NBP this week. On Friday, at least three officials were relieved from their posts after the inspections. Among those relieved were NBP superintendent Roberto Rabo, assistant director for operations Celso Bravo, and Davao Penal Farm superintendent Venancio Tesoro, who was former NBP head. Named OIC NBP superintendent was Richard Schwarzkopf; while Superintendent Rachel Ruelo, head of the Women’s Correctional, was tapped to replace Rabo. Meanwhile, Superintendent Geraldo Padilla will replace Tesoro as head of the Davao Penal Farm. — Amanda Fernandez/LBG, GMA News

Palace: No discussion yet on who will replace retiring Comelec chief

There is still no discussion—at least officially—at this time on who will replace Sixto Brillantes Jr., who is due to retire as Commission on Elections chairman in February, Malacañang said Saturday. Presidential spokesman Edwin Lacierda downplayed reports that Justice Secretary Leila de Lima is being eyed as a potential replacement for Brillantes. “Wala akong narinig na official diyan. We cannot confim that. There’s no discussion yet as to who will be recommended as the next Comelec chair,” he said on government-run dzRB radio. Besides, he said anyone who will be named will have to go through the confirmation process. So far, he said the Palace has no nominee for the post. “The President has not informed us of his choice,” he said. Brillantes, along with Commissioners Elias Yusoph and Lucenito Tagle, are to retire in February 2015.
