PNoy: China tried to block S. Korea from selling jets to PHL

President Benigno Aquino III said that China tried to pressure South Korea to not sell a squadron of brand new FA-50 fighter jets to the Philippines worth P18.9 billion, a report from GMA News TV’s “State of the Nation” program said Friday. But Aquino, after giving the statement during his visit to Busan, South Korea for the 25th ASEAN Republic of Korea commemorative summit, did not elaborate further. The purchase is part of a five-year, 75 billion-pesos ($1.68 billion) modernization program, which is seen to improve the Philippines’ capability to defend its maritime borders against the creeping expansion of China in the South China Sea. But defense officials in February denied that the purchase is specifically in response to the tensions between the two countries. The Philippines is also currently in the middle of an arbitration case with China before the Permanent Court of Arbitration in The Hague, which it filed in January 2013. During his visit, Aquino inspected the prototype models of the lead-in fighter jets, which are said to be at par with America’s F16 fighter planes. “The last time kasi we had fighters in the inventory that was in 2005. So by next year isang dekada na ang dumaan,” Aquino said. The first batch of fighter jets will be delivered to the Philippines in 2015 while the final batch will be delivered in 2017 for a total of 12 jets. Special task group formed to probe ambush on Iligan solon

The Philippine National Police has formed a special task group to investigate an ambush that wounded Iligan Rep. Vicente Belmonte and killed three people in Laguindigan town in Misamis Oriental Thursday afternoon. Police Regional Office 10 spokesman Superintendent Bernard Mendoza said this aims to coordinate findings and actions on the case, radio dzBB’s Tuesday Niu reported early Friday. Regional police head Chief Superintendent Isagani Genabe Jr. also ordered all town police stations in the province to conduct checkpoint operations against the perpetrators. On Thursday, three people were killed while three others were injured in an ambush on Belmonte’s convoy just as it was leaving the Laguindigan Airport.  In an interview on dzBB Thursday, Mendoza said sketchy initial reports indicated that the congressman and his party had just left the airport and were at the crossing leading to Iligan when the ambush occurred. He said at least two armed men in a van blocked their path and opened fire. The van—reportedly with a yellow license plate—was burning when it was located near the airport, he added. Meanwhile, Mendoza said they are still not discounting the possibility that a personal grudge could be the motive for the ambush. Belmonte had told GMA News TV’s QRT that he believes the ambush was politically motivated. NDRRMC: Damage from Ruby up to P3.339B

Reuters/Erik De Castro The total Typhoon Ruby (Hagupit) damage estimate rose to P3.339 billion as of Thursday night, the National Disaster Risk Reduction and Management Council said. In its 8 p.m. update, the NDRRMC said the estimate was for southern Luzon, Bicol, Western Visayas and Eastern Visayas and it included P1.426 billion in infrastructure and P 1.912 billion in agriculture. The NDRRMC also said the death toll rose to 19 while the number of affected included 694,277 families or 2,915,262 people. Of these, 186,694 families or 868,264 people are being served inside and outside 3,003 evacuation centers. The NDRRMC added that 8,694 houses were destroyed while 39,087 were damaged. The two leaders were expected to discuss ways to develop bilateral cooperation, South Korea’s presidential office said. South Korea and the Philippines established diplomatic relations in 1949. A close ally of the United States, the Philippines dispatched 7,420 soldiers to South Korea during the war. South Korea held a welcoming banquet for southeast leaders to celebrate the regional gathering on Thursday. The banquet is the first official event of the two-day summit. South Korean President Park Geun-hye said the summit will help to boost ties. “This commemorative summit is meaningful because it comes at a point where South Korea and ASEAN celebrate 25 years of friendship and will serve as the foundation to step up relations,” Park said. The leaders are set to discuss ways to improve strategic partnerships at a meeting on Friday (December 12). WATCH: In Christmas message, CJ Sereno asks judiciary to uplift Filipino lives

Be true in your actions, and dedicate your talents to uplift the lives of Filipinos. This was the gist of Chief Justice Ma. Lourdes Sereno’s Christmas message to the judiciary, posted on the Supreme Court website Thursday.  “Ang buod ng Pasko ay ang pagdiriwang sa pag-alay ng buhay. Ialay natin ang sarili, ang hirap at ginhawa, ang kalungkutan at saya, at ang kahinaan at lakas, para sa Diyos na siyang bukal ng kabutihan at sa taumbayang uhaw sa katarungan at katotohanan,” Sereno said. She also called on the judiciary to dedicate their talents for the country, and to fulfill their promise to live simple lives. Roxas orders Napolcom to define powers of PNP officer in charge

Interior Secretary Mar Roxas has ordered the National Police Commission to define the powers of an acting police chief, following the suspension of Philippine National Police chief Director  General Alan Purisima and the retirement of his supposed successor. Purisima’s six-month suspension and the retirement of Deputy Director General Felipe Rojas last week left Leonardo Espina, deputy chief for operations, as officer-in-charge of the PNP. The appointment raised questions as to what Espina’s functions will cover. “The Napolcom will soon issue a statement to determine the extent of powers of him as officer-in-charge,” Roxas, who as DILG secretary has direct supervision of the PNP, said Thursday. He said Espina could carry out duties that come with the position, particularly with concerns on law enforcement, like the bombing of a passenger bus in Bukidnon province. He said can send additional intelligence personnel to the area or replace the provincial director if the need arises. “The power of an OIC is very wide to respond on the principal mandate of anti-criminality,” Roxas said as he assured the public that the PNP will not be crippled by the suspension. The Office of the Ombudsman ordered Purisima’s preventive suspension last week in connection with a supposed anomalous contract the PNP entered into with a courier service in 2011. Purisima’s suspension comes without pay amid administrative investigation, it said. Palace: Bukidnon bus bombing to be fully probed; victims to be assisted

A Malacañang official assured the public on Wednesday that deadly bus explosion in Bukidnon will be fully investigated. At a press briefing, deputy presidential spokesman Usec. Abigail Valte condemned the incident, and said authorities are already hunting down those behind the bombing. “The AFP [Armed Forces of the Philippines] is now supporting the PNP [Philippine National Police] as to finding the perpetrators of this act,” Valte told reporters. “To my knowledge, there are no groups yet—at least as far as I was informed—that have claimed responsibility; but, certainly, the full investigation is already underway,” she added. An improvised explosive device went off inside a Rural Transit Mindanao bus located in Maramag town late Tuesday afternoon, killing 11 people and hurting 21 others. On Wednesday, the military reduced the number of fatalities to 10. The number of wounded persons was placed at 31.      Military spokesman Col. Resty Padilla said the bus explosion might be a terrorist act, but Bukidnon Gov. LP officials on Grace Poe’s rise in survey ranking: Too early to tell

Officials of the ruling Liberal Party on Wednesday downplayed the results of the latest Pulse Asia survey showing Interior Secretary Manuel “Mar” Roxas II slipping from second to sixth place, saying trends are still bound to change with 18 months to go before the 2016 elections.  House Speaker Feliciano Belmonte Jr., LP vice-chairman, said that while the party is happy that Senator Grace Poe, an administration ally, is gaining ground in the survey, there remains a possibility the results will change as the presidential polls draw closer. “Definitely, Sen. Grace Poe is the big winner in this particular survey, but we have to remember that this survey is done four times a year,” Belmonte told reporters in a chance interview. Asked if Poe’s improved rating in the Pulse Asia survey will prompt LP officials to court her to join the party, Belmonte said: “It’s too early to make a conjecture regarding something that will happen one and a half years from now.” For his part, Western Samar Rep.
