De Lima to Laude camp: Let prosecutor resolve murder complaint

Justice Secretary Leila de Lima on Friday warned the camp of slain transgender woman Jeffrey “Jennifer” Laude against calling the prosecutor handling the case unfair and biased without basis. De Lima reminded the Laude family and their legal counsel Harry Roque Jr that the murder complaint being handled by Olongapo City prosecutor Emily de los Santos has already been submitted for resolution. “Attorney Harry should be careful in insinuating unfairness on DOJ’s part and imputing bias or partiality on the part of CP (city prosecutor) Millet (de los Santos)… without clear and sufficient basis to back up such claims,” she said. “[De los Santos] should be left alone in resolving the merits of said case,” De Lima added. Prosecutor General Claro Arellano had earlier said there was “no ground for [the] inhibition” of state prosecutor Emily de los Santos as requested by the Laude camp. “No ground for inhibition. Bias [is a] mere allegation,” said Arellano. Roque was earlier quoted in reports as saying that they would ask the DOJ to take De los Santos off the case for allegedly taking orders from the United States government. Roque claimed De los Santos has been hostile to the Laude family since the start of the preliminary investigation in Olongapo City. CA affirms ruling allowing Manila court to push through with Pestaño trial

The Court of Appeals has affirmed its earlier decision allowing a Manila court to continue hearing the murder case against 10 Navy officers and enlisted personnel accused in the death of Ensign Philip Andrew Pestaño in September 1995. In a two-page resolution penned by Associate Justice Ramon Bato Jr, the CA’s former Seventeenth Division denied a motion for reconsideration filed by the accused seeking to reverse a June 17 ruling of the CA siding with the Manila Regional Trial Court. “Acting on the motion for reconsideration… against the resolution of this Court dated June 17, 2014 which denied outright the petition for certiorari on the grounds stated therein, the arguments advanced by the petitioners are the very same arguments in their petition for certiorari, all of which had been duly considered and resolved by the Court,” the CA said. “It would be an exercise in futility to be repeating our discussion thereof,” it added. Pestaño was found dead aboard the BRP Bacolod City docked off Manila in 1995. While a supposed suicide note was found on his body, his family suspected foul play. The ensign’s father Felipe claimed his son had discovered the BRP Bacolod was supposedly used to deliver illegal drugs, logs and firearms. Senate panel to probe AI findings on torture

Senator Aquilino “Koko” Pimentel III has sought an inquiry on the alleged increasing number of torture and ill-treatment in the country particularly during police investigation, as reported by Amnesty International. In Senate Resolution 1049 filed on December 4, Pimentel asked the Senate Committee on Justice to conduct an inquiry and help enact laws which would further prevent torturous activities, provide mechanisms for the effective investigation and restitution of legitimate claims of torture and end impunity. “Sadly, we are faced with a situation where those who are primarily entrusted to enforce the law, serve the people, and protect their welfare may have been the ones who may have violated the laws that they are bound to execute,” the senator said.  Based on the AI report, the Commission on Human Rights in 2013 recorded 75 cases of alleged torture, the highest number of incidents reported in any year so far. In 60 of the cases, police officers were implicated as perpetrators. Of the 28 cases recorded from January to July in 2014, 22 involved police officers. Most victims were from disadvantaged and marginalized backgrounds and those most at risk to be tortured are women, children, repeat offenders, and suspects whose alleged crimes have personally affected police officers. VP Binay to media: Be fair to people accused of corruption

Vice President Jejomar Binay on Friday lamented being the “flavor of the months” as he appealed to the media to give equal treatment even to those accused of corruption. A guest speaker during the National Convention of Government Employees, Binay, now in the center of corruption allegations, said his standard reply to anyone asking how he is doing has been, “Ito, flavor of the months.” Binay, a strong candidate for president in 2016 based on surveys, is being linked to corruption activities starting from his stint as Makati mayor. He is also accused of having hidden wealth, allegedly evidenced by his sprawling property in Batangas province and a log cabin in Tagaytay City. During Friday’s event, Binay reminded Esperanza Ocampo, president of Philippine Government Employees Association, who mistakenly introduced him as “Mahal na Presidente,” to be careful. “Nagkakandabulol-bulol ka sa pagsasalita, alam mo naman kung gaano kalupit ang panahon ngayon,” he said, resorting to metaphor. Ocampo immediately corrected herself, saying it was an honest mistake. Australian, UK nationals in PHL advised to take precautions on Ruby

Australian and British nationals staying in the Philippines were advised Thursday to take precautions amid the threat from Typhoon Ruby (Hagupit). The Australian and British governments issued separate updates to their travel advice for the Philippines. “(Ruby) is expected to bring strong winds, heavy rain and storm surges to coastal areas. Australians in the Philippines should monitor the media for information on the storm and follow the instructions of local authorities,” the Australian government said on its updated travel advice. A National Oceanic and Atmospheric Administration (NOAA) image taken by MTSAT-2 at 0530Z on Tuesday, December 2, shows Typhoon Hagupit moving west at 20 mph southwest of the eastern Caroline Islands in the western Pacific Ocean while strengthening to Super Typhoon status forecast later this week. Survivors of super typhoon Yolanda that killed thousands in the central Philippines last year are preparing for the powerful new storm, as authorities scrambled to find safe evacuation centers. Hagupit is building strength in the Pacific Ocean as it moves toward PHL where farming and fishing communities have yet to recover from the previous devastation. ASEAN prays for PHL as it braces for Ruby

The Association of Southeast Asian Nations on Thursday offered prayers for the Philippines as it braces for Typhoon Ruby (Hagupit). In a post on its Twitter account, the 10-member ASEAN reiterated it is one ASEAN Community. “Our prayers are with the Philippines as the country braces for typhoon Ruby (Hagupit). We are one ASEAN Community,” it said.  The ASEAN’s other members include Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam. Ombudsman orders suspension of PNP chief Purisima over ‘anomalous’ PNP contract

LTFRB has new hotline for five-man complaints desk

The Land Transportation Franchising and Regulatory Board (LTFRB) has a new hotline number for commuters who want to complain against public utility vehicles, GMA News’ 24 Oras reported on Wednesday. The new hotline number, 459-2129, is the agency’s way to improve their service. Commuters interviewed by GMA News claimed that the agency did not respond to their text messages or calls to the LTFRB hotline. There are only five staff members of the LTFRB public assistance and complaints desk, including those who is tasked to answer the phone. “Sabihin na natin kulang kami sa staff… Hindi lang siguro sa budget kasi sa government kapag magdadagdag ka ng isang plantilla position ihahain mo pa ito sa DBM (Department of Budget and Management), inaabot pa ng ilang taon bago maibalik kung napaboran o hindi,” LTFRB public assistance and compaints desk head Arnel del Rio said.
