DOJ should keep out of Makati building probe – UNA

Why the sudden change in priorities? For the United Nationalist Alliance (UNA), Justice Secretary Leila de Lima’s sudden interest in alleged overpricing in the construction of the Makati City Hall Building II that a Senate panel is already investigating shows partisanship in government. “No one is above dilaw (yellow),” UNA interim president and Navotas Rep. Tobias “Toby” Tiangco said on Sunday, referring to the campaign color of the administration Liberal Party. He said De Lima’s credibility as Justice secretary has eroded after she expressed openness to participate in the ongoing Senate Blue Ribbon subcommittee inquiry into the Makati building despite the abundance of other controversies that need to be investigated. Tiangco said De Lima appears to be practicing a “double standard of justice” by sitting on investigations regarding the P900-million Malampaya Fund Scam, P10-billion pork barrel controversy and the alleged extortion attempt on a Czech firm for a Metro Rail Transit (MRT)-3 train contract. “We are aware that members of the Liberal Party who were recipients of the Malampaya Fund, PDAF and even DAP, are being shielded from the investigation. This only goes to show that De Lima is not keen in sending to jail allies of the President,” he said in a statement. Jeepney transport groups split on fare cut proposal

With the price of diesel below P40 per liter, a transport group has called for a fare adjustment for passenger jeepneys that will eventually lower the minimum fare to P8. “Nananawagan ako sa mga kaibigan… na magsama-sama na tayo para mabigyan natin ng pamaskong handog ang ating mga pasahero,” Pasang Masda national president Obet Martin said in a report on GMA News TV’s “Balitanghali” on Sunday. However, this suggestion was rejected by other jeepney transport groups. Jeepney drivers and operators have yet to recover from the oil price increase this year, said Liga ng Transportasyon at mga Operator sa Pilipinas (LTOP) president Lando Marquez. “Kawawa na naman itong mga tsuper na hindi nakaka-boundary dahil sa problema sa traffic, nagkakabuhul-buhol, baha kapag umuulan,” he said. “Kung meron man ‘yong nagpapapogi, siguro kailangan magkaintidihan muna, mag-unawaan muna para mapag-usapan,” he added. Other transport groups that rejected the call to make price adjustment were Alliance of Concerned Transport Organizations (ACTO) and the Federation of Jeepney Operators and Drivers Association of the Philippines (FEJODAP). The price of diesel is currently at around P38 per liter following a price rollback over the weekend. A provisional fare increase of P8.5 minimum fare was enacted last June. Palace: DOH ready if Ebola reaches PHL

As nations step up measures to stem the worsening Ebola outbreak, Malacañang assured the public on Sunday that the Department of Health will be well-equipped to handle the dreaded disease if it reaches the Philippines.   “Ang lahat ng mga dapat na paghandaan ay pinaghahandaan ng ating Kagawaran ng Kalusugan at pinapatatag ‘yung ating depensa diyan sa Ebola Virus Disease (EVD) at sa iba pang mga infectious diseases,” Communications Secretary Herminio Coloma Jr said in an interview over state-run dzRB. He said the DOH will implement a multisectoral response plan to fight the virus, should a person in the Philippines become infected. “[Tatlong steps yan]: Una, interim guidelines for disease surveillance, notification and reporting of suspected Ebola Virus Disease cases; pangawala, clinical management including laboratory testing of specimens from suspected EVD cases; at pangatlo, infection control,” Coloma said. VACC files supplemental complaint vs. PNP chief Purisima

The anti-crime group Volunteers Against Crime and Corruption (VACC) has filed a supplemental complaint with the Office of the Ombudsman against Philippine National Police (PNP) chief Director General Alan Purisima. In a phone interview with GMA News Online, VACC head Dante Jimenez accused Purisima of submitting “incomplete and untruthful” Statement of Assets, Liabilities, and Net Worth (SALN). Last September 29, the group filed a plunder complaint against Purisima in connection with his sprawling property in Nueva Ecija and the alleged questionable renovation of the PNP chief’s official quarters inside Camp Crame. Purisima, who faced a Senate investigation last week, denied that he has amassed hidden wealth, linking the accusations against him to unnamed groups and individuals affected by his anti-crime drive. President Benigno Aquino III had repeatedly vouched for Purisima’s honesty as a public official. Supplemental complaint In their three-page supplemental complaint, VACC said Purisima failed to declare in his SALN a 200-hectare land in Palayan City, Nueva Ecija. It added that Purisima has undervalued the fair market value of his properties, including his Toyota Land Cruiser, a condominium unit in Cubao, and lot and houses in San Leonardo, Nueva Ecija. Subcommittee invites VP Binay anew to explain Batangas property

The Senate Blue Ribbon Subcommittee will once again invite Vice President Jejomar Binay to attend its inquiry into allegations of corruption in Makati City after a former ally accused the longtime mayor owning a 350-hectare property in Rosario, Batangas.  “Sa tingin ko dahil sa bigat ng mga pinakita ni (former) Vice (Ernesto) Mayor Mercado, let’s invite VP Binay to answer. We will inform you the date of the next hearing,” Senator Aquilino Pimentel III said before suspending the inquiry. The Senate investigation was initially called to look into the alleged overpricing in the constructio of the P2.7-billion Makati City Hall Building II. The Vice President was first invited to the hearing after Mercado claimed that 13 percent of the cost of every project in Makati went to Binay’s pocket while he was the mayor of the city. Binay didn’t attend the hearing. His son, incumbent Makati Mayor Junjun Binay, who was subpoenaed to attend the inquiry, has since questioned the subcommittee’s jurisdiction. The jurisdictional challenge was junked on Wednesday. Mercado during the hearing on Wednesday presented to the Senate photographs and an aerial video of the Batangas property allegedly belonging to Binay. SC revives case vs. Sulpicio owner over MV Princess of the Stars tragedy

All is not lost for the families of the 300 passengers who died in the 2008 sinking of MV Princess of the Stars off Romblon. This, after the Supreme Court reversed its earlier decision upholding two rulings by the Court of Appeals absolving Edgar Go, Sulpicio Lines Inc’s owner and vice president for administration, from any criminal liability arising from the sea tragedy. The high court granted the appeal filed by the government through the Office of the Solicitor General, reviving the case against Go. In its resolution dated August 18 but released to the media only on Wednesday, the SC Second Division ordered the reinstatement of the petition against Go, who was likewise ordered to submit his comment on the petition within 10 days from notice. Aside from the OSG, which represents the Department of Justice (DOJ), the families of the victims, through the Public Attorney’s Office, also filed a separate motion for reconsideration. “Acting on the Office of the Solicitor General’s motion for reconsideration of the Resolution dated 2 July 2014 which denied the petition for review on certiorari, the Court Resolved to… grant the motion for reconsideration,” read the resolution that was signed and promulgated by lawyer Lourdes Perfecto. List of flights canceled due to bad weather on Oct. 8

Heavy rain over parts of the country forced the cancellation of some domestic flights, the Department of Transportation and Communications said. An initial list tweeted by the DOTC on Wednesday afternoon included two flights by Cebu Pacific. These include: 5J-523: Manila to Naga 5J-524: Naga to Manila State weather agency PAGASA earlier warned of rain over Metro Manila, Calabarzon, Mimaropa, Bicol region, Visayas, Zamboanga Peninsula, Northern Mindanao, ARMM and SOCCSKSARGEN. Ex-Binay ally: Overpricing in Makati meant to cover unpaid bill in Batangas property

The padded construction costs of Hilmarc’s Construction Corporation’s projects in Makati City were caused by the unpaid multimillion-peso improvements in the 350-hectare property in Rosario, Batangas, allegedly belonging to Vice President Jejomar Binay, a former close ally told the Senate Blue Ribbon Subcommittee on Wednesday. Former Vice Mayor Ernesto Mercado said Elenita Binay, the Vice President’s wife and a former Mayor of Makati, ordered Hilmarc’s to build developments in the Batangas property but failed to pay the company for its services.                                                                         “Ang aking nababasa kaya nagkaroon ng sobrang overprice sa bawat building na ginagawa ng Hilmarc’s (Construction Corporation) sa Makati, nao-obliga ho na yakapin ni Engineer (Nelson) Morales at Engineer (Efren) Canlas na i-add on ang walang tigil na pagpapagawa ni Dra. (Elenita) Binay dyan sa lugar na yan maski ayaw ni Engineer Canlas sana,” Mercado said during inquiry. Canlas is the chairman of the board of Hilmarc’s. Morales, now deceased, was the city engineer of Makati. Ochoa's legal team denies thwarting Korean fugitive's deportation

Executive Secretary Paquito Ochoa Jr.’s legal team on Tuesday denied thwarting the deportation of a South Korean national who had allegedly embezzled funds from a firm in Korea. In a statement, Assistant Secretary Jed Eva III said the Office of the Executive Secretary’s legal office had in fact junked Ja Hoon Ku’s plea against his deportation., “Mr. Ja Hoon Ku filed an appeal with our Legal Office questioning the deportation order issued by the Bureau of Immigration, and he was allowed to stay in the country while his appeal was being reviewed. The appeal has since been denied,” Eva explained. Earlier news reports had said Malacañang supposedly ordered the South Korean national’s release upon orders from Ochoa. Last March, the Supreme Court (SC) halted a Manila court’s earlier ruling that ordered the Bureau of Immigration to release Ku, and transfer him to police custody. Parents’ group calls for review of K to 12 program

A group of concerned parents on Tuesday called on lawmakers to revisit some provisions as well as the implementation of Republic Act 10533 or the Enhanced Basic Education Act of 2013, commonly referred as the K to 12 Law. In a seven-page position paper, the group Parents for Children’s Education (PACE) said it found some provisions of the RA 10533 inconsistent with how K to 12 was being implemented by some schools. “Given all the current circumstances such as offsetting, hurrying in infrastructure and facilities, teacher and personnel retraining, re-labeling of programs, calls for deferment or suspension, and confusion among parents and schools in the K to 12 curriculum, the provision pushes urgency and priority to revisit the law, this time involving more sectors including the parents and those who have had an actual and hands on experience,” the group’s position paper said. No consultation? The group said that contrary to what was required under the law, no proper consultation with parents was conducted prior to the implementation of the K to 12 program. The group further claimed that until now, majority of the parents remain clueless about the K to 12 program and its implementation. “The manner on how consultation was conducted appeared to be doubtful. All encounters are closed to consultation, particularly if the intentions of the parties are already expressed,” the group said.
