Death toll from TS Mario rises to 17

The death toll from Tropical Storm Mario (Fung-Wong) climbed further to 17 as of Thursday, the National Disaster Risk Reduction and Management Council said. In its update posted on its website Thursday evening, the NDRRMC identified the most recent fatality as Tessy Aragon, 59, of Malanday in Marikina City. Aragon died from drowning, the NDRRMC said. The NDRRMC also said 16 were injured while four are still missing. The agency said Mario has affected 419,592 families or 1,904,537 people in 1,698 barangays in 27 provinces in Ilocos, Cagayan Valley, Central and Southern Luzon, Bicol, Central Visayas, cordillera and Metro Manila. Of these, 13,996 families or 59,307 people are staying in 265 evacuation centers. Damage  Damage was estimated at P1,514,531,230.46, including P585,207,721.02 in infrastructure and P929,323,509.44 in agriculture. Some 1,839 houses were destroyed while 3,858 were damaged in Ilocos, Central and Southern Luzon, and Cordillera. Meanwhile, 56 roads and two bridges are still not passable in Ilocos, Cagayan valley, Central Luzon, Calabarzon, Bicol, Central Visayas, Cordillera and Metro Manila. Longer jail time sought for gov’t officials transferring ill-gotten property

Stiffer fines and a longer prison sentence await any government employee who helps a public official transfer properties acquired through ill-gotten wealth, under the amendments proposed by two lawmakers to Republic Act 1379 or the law forfeiting these possessions in the State’s favor. House Bill 4732, filed by Reps. Rufus Rodriguez and Maximo Rodriguez Jr., seeks to strengthen the powers of the State in the recovery of ill-gotten wealth amassed by public officials or employees by providing the Office of the Ombudsman the necessary powers to run them. Under the proposed measure, any public officer or employee who will transfer or convey any unlawfully acquired property after the amendments to RA 1379 take effect shall be imprisoned for a term of not less than one year and one day but not more than six years, or be slapped with a fine not exceeding twice the amount of the property transferred or conveyed, or be penalized with both. The government employee who connived with the official proven to have acquired properties through ill-gotten wealth also faces perpetual disqualification from public office, and confiscation or forfeiture in favor of the government of any prohibited interest. HB 473 likewise proposes that the same penalties be imposed upon any person who shall knowingly accept such unlawful transfer or conveyance, with the transport being deemed void ab initio or from the start. PNoy to address PHL territorial row with China on US trip

President Benigno S.C. Aquino will discuss the Philippines’ territorial dispute with China during his five-day US visit after rallying European support for the use of international arbitration to resolve the issue, Manila’s top diplomat in the US said Sunday. According to Philippine ambassador to the US Jose Cuisia, Aquino will tackle the subject in his scheduled speeches at Harvard University’s John F. Kennedy School of Government in Massachusetts and at Columbia University in New York. “The reason the President is very confident to speak about it [is] not only because he knows the issue very well, but [because] we have very strong grounds for advancing our position,” Cuisia said in a press statement issued by the Presidential Communications Operations Office on Sunday. The Philippines and China have a long-standing territorial dispute over several islands, islets, and atolls in the West Philippine Sea (South China Sea), which were believed to be rich in natural resources. The tension escalated in April 2012, when Manila and Beijing became locked in a standoff at Scarborough Shoal (Panatag Shoal) after Chinese vessels prevented Philippine authorities from arresting Chinese fishermen allegedly poaching in the shoal. Lawmakers want application period for Martial Law victims extended to May

On the 42nd anniversary of the declaration of Martial Law, party-list lawmakers have urged Congress to extend the deadline – from November 2014 to May next year – for the filing of claims by victims of human rights violations during the Marcos regime. Akbayan party-list Reps. Ibarra Gutierrez and Walden Bello have filed Joint House Resolution No. 16 prolonging the period for the filing of claims to cope with the large number of victims seeking reparation and recognition under Republic Act 10368, or the Human Rights Victims Reparation and Recognition Act of 2013. The law recognizes  as conclusively presumed human rights violation victims (HRVVs) claimants of the class suit and direct action plaintiffs of cases filed in Honolulu and other US courts against the late President Ferdinand Marcos, and those recognized by the Bantayog ng mga Bayani. In a statement on Sunday, Gutierrez said Congress’ adoption of the joint resolution will ensure “the struggles of the people who have fought the Marcos dictatorship are given due recognition and the full opportunity to secure their rightful place in our history.” The draft Joint House Resolution 16 seeks to give human rights violation victims, their legal heirs or representatives are given a six-month extension from November 10, 2014 to file an application for compensation with the Human Rights Victims’ Claims Board (HRVCB). Pinoys in Boston welcome PNoy ‘home’

President Benigno Aquino III arrived in Boston, Massachusetts late Saturday evening (Sunday morning in Manila) to begin his four-day working visit to the US after concluding his four-nation Europe trip. Boston is known to be “home” to the Aquinos as the late Senator Benigno “Ninoy” Aquino Jr, the President’s father, spent his days of exile in the quaint American town during Martial Law. Ninoy was with his family then and President Aquino himself spent some of his formative years in Boston. According to a press release from the Presidential Communications Operations Office (PCOO), national president of the Philippine Nurses Association of America Leticia Hermosa admitted that she turned “very emotional” upon learning that PNoy will visit Boston. She added that the Filipino community there has been waiting for the PNoy’s visit since Ninoy’s assassination. Hermosa fondly recalls Ninoy’s passion for serving the Philippines. Also, she told the PCOO: “It’s very, very emotional for me because when Benigno, the father, went home. He really has very, very strong feelings about doing a good job in the Philippines. Where was Bongbong Marcos when martial law was declared in 1972?

Senator Ferdinand “Bongbong” Marcos Jr. was just 15 and in school in the United Kingdom when he received a call that martial law was declared in the Philippines in September 1972. But unlike many Filipinos, he had nothing to worry about as it was his namesake and father, then President Ferdinand Marcos, who declared Proclamation 1081 which put the entire country under his rule.  ‘Martial law’ did not ring a bell in the young Bongbong Marcos’ mind back in 1972. Lone bettor wins nearly P23 million in Lotto 6/42

A lone bettor won nearly P23 million Saturday night in the Philippine Charity Sweepstakes Office’s Lotto 6/42 draw. The PCSO said the bettor got the combination of 29-24-01-02-08-20 to win the night’s jackpot of P22,946,228. But no one got the Grand Lotto combination of 26-50-42-37-30-33 to win the night’s whopping jackpot of P244,663,008. As in past cases, the PCSO is not likely to name the winner for security reasons. Last Aug. 23, a lone bettor got the Lotto 6/42 jackpot with the combination of 16-28-13-15-09-08, which was the key to the jackpot of P22,760,804. Last May 22, a lone Super Lotto 6/49 bettor won P98,612,308 with the combination of 31-35-04-06-30-03.
