Vice President Jejomar Binay’s wife, former Makati mayor Elenita Binay, will file grave abuse charges against the Ombudsman’s Office of the Special Prosecutor for supposedly “reviving” graft cases against her. Mrs. Binay’s lawyers are preparing the charges against the special prosecutor for “harassment” and for showing “undue haste” in filing the graft cases, the vice president’s spokesman Joey Salgado said in a statement Monday. “We had hoped that given the highly-charged political atmosphere… the Ombudsman’s Office of the Special Prosecutor would have shown greater prudence to avoid allegations that it is persecuting those who are not allies of the administration,” Salgado said. Mrs. Binay is facing graft and malversation cases before the Sandiganbayan Third Division for the purchase of allegedly overpriced beds for the Ospital ng Makati during her incumbency. The vice president’s wife, who served as Makati mayor from 1998 to 2001, is also facing separate graft cases before the anti-graft court’s Fourth Divison for alleged anomalies in the bidding for furniture for the Makati City Hall in 2001. Senator Antonio Trillanes IV will run for a higher position in the 2016 elections but did not disclose which position he is eyeing. “Kung anong posisyon yun specifically, we will abide by the Nacionalista Party,” he said in a “24 Oras” report aired on Saturday. He said that former senator Manuel Villar Jr., party president, has said the NP will make that decision in December. Trillanes is serving his second term at the Senate. A former Navy officer, Trillanes ran for the Senate in 2007 while detained over his participation in mutinies against the administration of President Gloria Macapagal-Arroyo. In 2010, President Benigno Aquino III signed a proclamation granting him and other members of the Magdalo amnesty for joining the 2003 Oakwood Mutiny, February 2006 Marine standoff and the 2007 Manila Peninsula incident. Malacañang on Saturday welcomed the “release” on Friday of a Filipina resort worker and a Chinese tourist who were abducted from Sabah last April. Presidential Communications Operations Office head Herminio Coloma Jr also said the release indicates the Philippines’ cooperation with its neighbors is bearing fruit. “Ikinalulugod natin ang balitang iyan. Hindi tayo tumitigil sa paglaban sa aksyon na ganyang kriminalidad na nakakaapekto sa imahe ng ating bansa,” Coloma said on government-run dzRB radio. He also lauded the cooperation between Philippine and Malaysian forces in resolving “cross-border” issues such as international crimes. “Maaring matukoy dito ang mainam na pakikipag-ugnayan ng ating bansa at kapit-bansa tulad ng Malaysia at Indonesia sa pagresolba ng ganoong usapin,” he said On Friday evening, Malaysian media reported Marcelita Dayawan, 40, and Gao Hua Yuan, 29 – were rescued Friday morning. The report said the two were rescued from Jolo at 10:30 a.m., then brought to the east coast of Sabah. Sabah Police Commissioner Datuk Hamza Taib said both victims arrived there 4:30 p.m. On the other hand, the report did not say if the armed men behind the abduction were indeed from the Abu Sayyaf. The Philippines on Saturday reaffirmed its solidarity with the World Health Organization in observing “World No Tobacco Day” to promote health and wellness. Presidential Communications Operations Office head Herminio Coloma Jr. said the occasion should bolster public awareness of the health risks associated with tobacco use. “The Philippines joins the World Health Organization (WHO) today, 31 May, in observing ‘World No Tobacco Day’ that seeks to promote the reduction of tobacco consumption as a vital health and wellness measure. This observance heightens public awareness on the health risks associated with tobacco use and advocates the adoption of effective policies to reduce tobacco consumption,” he said in a statement. On the other hand, he noted the WHO commended the Philippines as one of the countries in the world that pushed for reforms in the government’s health agenda by enacting the Sin Tax Law. The law, Republic Act No. 10351, restructured taxes on alcohol and tobacco products, with the proceeds going to the government’s health program. Also, Coloma said the Southeast Asia Tobacco Control Alliance (SEATCA), the tobacco control coalition in the ASEAN region, recognized President Benigno Aquino III and the Departments of Health and Finance for passing and implementing the law. Malacañang on Saturday expressed confidence the Commission on Audit will not compromise fairness in validating the so-called “Napo-list” even if its head Grace Pulido-Tan is among the candidates for Supreme Court justice. Presidential Communications Operations Office head Herminio Coloma Jr. said that while Tan is a presidential appointee and wants to be a SC justice, the COA is independent of the Executive Department. “Pansinin natin na ang tinutukoy na ahensya, ang COA, ay isang independent constitutional body ng ating pamahalaan. Ganyan ang nature ng COA, ayon sa mga humubog ng Saligang Batas. Kailangan independent ito mula sa ehekutibo,” Coloma said on government-run dzRB radio. “Dapat lang siguro kilalanin ang institutional integrity ng COA na hindi nababahiran dahil sa pagkakaroon ng appointing power ng pangulo,” he added. He also said it would not be fair to conclude that Pulido-Tan would be less than objective in scrutinizing the “Napo-list” in exchange for a shot at being the replacement of retired SC Justice Roberto Abad. Besides, he said it is the independent Judicial and Bar Council that would decide if Pulido-Tan is deserving of being included in the short list to be submitted to President Benigno Aquino III. Drivers of public utility jeeps were reminded Saturday to give students a 20-percent fare discount, when school starts this coming Monday. Land Transportation Franchising and Regulatory Board chairman Winston Ginez issued the reminder in an interview on dzBB radio. But Ginez also said the fare discount applies only from Mondays to Fridays when there are classes. Ginez also warned drivers against immediately charging the new fares that the agency approved on Friday for Metro Manila and Central and Southern Luzon. The LTFRB had approved a 50-centavo minimum fare hike for jeeps effective June 14. On the last weekend before the start of school, health authorities warned parents and students against buying lead-tainted watercolor paints. The Food and Drug Administration said it found samples of the tainted watercolor products from bookstores in Manila and Makati Cities. “Lead has tendency to accumulate slowly in the body when ingested over prolonged period of time. Lead may be deposited in the bones and teeth, and can be found in blood. Chronic lead poisoning can cause nervous system toxicity and renal tubular dysfunction leading to irreversible interstitial nephrosis with progressive renal impairment and hypertension. Lead can also depress blood synthesis and shortens the life span of erythrocytes or red blood cells, causing a hypochromic microcytic anaemia,” it said. It said the lead-tainted samples were bought from Merriam Webster Bookstore along Carvajal St., Binondo, Manila and VMZ Bookstore at Guadalupe Shopping Center in Makati. Laboratory findings showed lead beyond the maximum tolerable limit of 90 parts per million on the sample of Artex Fine Water Color manufactured by Venus Commercial Co. in Malabon City. According to the FDA, the yellow water color paints of the watercolor set taken from the Binondo bookstore contained 3,342.41 ppm. On the other hand, the sample from the VMZ Bookstore had 5,089.42 ppm. “Upon verification, the FDA database revealed that the watercolor paint products do not have market authorization from the FDA,” the FDA said. Members of the Cabinet on Friday signed a P105-billion rehabilitation and recovery master plan for areas hit by Typhoon Yolanda last year. The master plan was the result of consolidated proposals from the provincial governments of Cebu, Samar, Eastern Samar and Leyte, GMA News TV’s “State of the Nation with Jessica Soho (SONA)” reported Friday evening. Proposals from other provinces in Eastern Visayas struck by Yolanda such as Aklan and Iloilo will also be included in the masterplan soon, the report added. The master plan was signed in Cebu City by Presidential Assistant for Rehabilitation and Recovery (PARR) Panfilo Lacson, Budget Secretary Florencio Abad, Social Welfare and Development Secretary Dinky Soliman, Public Works and Highways Secretary Rogelio Singson, Socio-economic Planning Secretary Arsenio Balisacan, Interior and Local Government Secretary Mar Roxas and representatives from the Department of Trade and Industry. Among the subjects covered by the masterplan are the rebuilding of destroyed infrastructure, livelihood programs and relocation of the displaced residents. According to the Department of Social Welfare and Development (DSWD) there about 3,000 families still living in a tent city in Tacloban. Soliman said they will begin constructing nipa huts next week to transfer at least 700 families from the tent city. Sigfrid Fortun, lead defense counsel in the Ampatuan massacre trial, has withdrawn as lawyer for suspect Zaldy Ampatuan, a former governor of the Autonomous Region in Muslim Mindanao. A reliable source told GMA News Online that Fortun informed Judge Jocelyn Solis-Reyes of the Regional Trial Court Branch 221 in Quezon City about his decision through a “motion to withdraw as counsel” filed on Thursday. The source said Fortun did not indicate in his motion his reason for ending his legal services for Ampatuan. The source added however that while Fortun has withdrawn as Zaldy’s lawyer, he will remain as the legal counsel for the two other principal accused in the multiple murder case: Zaldy’s brother Andal Jr. and their father clan patriarch Andal Sr. The Ampatuans are accused of plotting what would turn out to be the worst single-day election-related violence in Philippine history. A total of 58 people, including 32 journalists, were allegedly killed on Nov. 23, 2009 by members of the Ampatuan clan and members of their private army. Undelivered books, under-equipped canteens, and emotional trauma plague public schools around the Philippines even as a new school year nears. Grade 9 students may face the first few weeks of the school year without books, Mark Salazar reported on “24 Oras” Friday. Teachers fear the situation may turn out as it had when the K-12 system was first implemented, when they had to photocopy books for their students. “Late. Kung hindi man, natapos ang Grade 7 ng walang module. Nung inimplement ito nung Grade 8, ay natapos ang second quarter, saka lang dumating ang modules intended for first and second quarter. Samantala, yung third and fourth quarter, walang nagamit na module ang mga bata,” said Louie Zabala, president of the Manila Public School Teachers Association. Antonia Lim, who leads the Alliance of Concerned Teachers in the Central Visayas, said, “Yung Grade 7, talagang walang aklat sila sa lahat ng subjects.
