General alarm: Battle brews over veterans' affairs

The government-owned and controlled Veterans Federation of the Philippines is opposing a supposed attempt to by the Philippine Veterans Affairs Office to take it over. “PVAO has no authority to do that,” retired brigadier general Rodrigo Gutang, who called the move alarming, told GMA News Online in a phone interview. The VFP is the umbrella organization of all veterans’ groups in the country and Gutang is the secretary of the Cavalier Association of Veterans, one of the VFP’s member organizations. Gutang likewise questioned the creation of the Veterans Affairs Management Division that is tasked with directly monitoring the activities and assets of the VFP. “The government does not spend any money for VFP. We receive no appropriation from Congress. Hindi kailangan i-take over,” Gutang noted. He added that Defense Secretary Voltaire Gazmin is using the new VFP constitution approved last year to confuse their members. No takeover Meanwhile, retired lieutenant general Ernesto Carolina, PVAO administrator, denied the reported takeover. “[The takeover] is not true,” Carolina said in a phone interview. He explained that the Defense secretary is merely doing his job. “By law, VFP is under the supervision and control of the secretary of National Defense,” he explained. He noted that the PVAO, specifically the Veterans Affairs Management Division, is an instrument that the DND uses to monitor the transactions of the VFP and check for abuse. “Many, many years napabayaan. Comelec may hold biometric registration for senior citizens, PWDs at malls

The Commission on Elections is looking at conducting biometric registration at select malls to make it easier for senior citizens and persons with disabilities to register for the 2016 elections. “Currently, voter’s registration and validation for senior citizens and PWDs are done in Comelec offices but we have received many requests that the voter registration be also conducted in malls, especially in SM, for convenience and that is what we are looking at,” poll commissioner Grace Padaca said in a statement. She said the Comelec hopes to register at least a million senior citizens and PWDs. Padaca said the commission is still waiting to see how well senior citizen and PWD registration is going, but added “many PWDs and senior citizens would prefer it at SM malls because of accessibility.” The Comelec is currently conducting a nationwide registration of voters for the 2016 elections until October 31, 2015. — JDS, GMA News

CBCP head pushes rosary campaign for conversion of pork barrel scam ‘culprits’

The head of the Catholic Bishops’ Conference of the Philippines on Saturday urged Filipino faithful to pray an extra rosary from May 31 to August 15 for the “conversion” of personalities involved in the P10-billion pork barrel scam. CBCP president and Lingayen-Dagupan Archbishop Socrates Villegas also encouraged youths to receive communion frequently during these days to “offer prayers for the culprits.” “I request all our Catholic faithful to pray an extra rosary from May 31, Feast of the Visitation until August 15, Solemnity of the Assumption, and offer it for the conversion of the culprits in the pork barrel scam, for the courage of the witnesses and the healing of our country,” Villegas said on his Facebook page Saturday morning. He also said the youth and children should receive Holy Communion frequently during these days of prayer. They should likewise “offer prayers for the culprits, the witnesses and our government,” he added. “Let us overcome evil by the power of good,” Villegas said. A rosary, which recalls events in the lives of Jesus Christ and his mother Mary, involves meditating on five Mysteries. Praying the rosary usually includes sets of one Lord’s Prayer, 10 Hail Marys, and a Glory Be. Washington diocese gives $201k for Yolanda victims

The Catholic diocese in Washington D.C. over the weekend turned over some $201,000 (about P8.79 million) for victims of super Typhoon Yolanda (Haiyan). Representatives of the diocese turned over the amount to Manila Archbishop Luis Antonio Cardinal Tagle during his visit there, the Philippine Embassy in Washington said. “Diocese of Washington turns over $201,000 to Cardinal Tagle to help typhoon victims in the Philippines,” the embassy said on its Twitter account Sunday night, PHL time. Figures from the National Disaster Risk Reduction and Management Council showed that as of April 3, Yolanda left 6,293 people dead, 28,669 injured and 1,061 still missing. It said Yolanda affected 3,424,593 families or 16,078,181 people in 12,139 barangays in 44 provinces, 591 towns and 57 cities. The NDRRMC said Yolanda caused P39,821,497,852.17 in damages, including P19,559,379,136.11 in infrastructure and P20,262,118,716.06 in agriculture. During the weekend, Tagle attended Sunday Mass at the Cathedral of St. Matthew the Apostle at 1725 Rhode Island Avenue in Washington D.C. FDA warns vs. cracked vials in some batches of anti-cancer drug

The Food and Drug Administration over the weekend cautioned the public against buying certain batches of Bortezomib, a medicine for a type of cancer,  that it said may have health implications due to cracked vials. In a public health warning, the FDA warned against Velcade 3.5 mg Lyophilized Powder for Injection IV/SC Batches 102424, 102430, 102501, 102502 and 102648 FDA head Kenneth Hartigan-Go said these batches had been reported from US and German markets to have cracked vials. “Consumers and health practitioners are advised to inspect all vials of the subject product for any crack or damage before use,” he said. Those who happened to buy batches of the product that present such defects may report to FDA via report@fda.gov.ph or to Janssen Pharmaceutica via +632 824 8968 or Janssendrugsafety_Phil@its.jnj.com. Suspected adverse reactions experienced from the product should be reported immediately to FDA by visiting www.fda.gov.ph. Whistleblower's affidavit tags Abad, Revilla Sr.

An affidavit of one of the whistleblowers in the pork barrel scam appeared to corroborate alleged pork barrel scam mastermind Janet Lim-Napoles’ allegation that Budget Secretary Florencio Abad was one of her first conspirators in Congress when he was still Batanes congressman. According to a report on GMA News “24 Oras”, an affidavit executed in November 2013 by former Napoles employee Merlina Suñas indicated that Abad was one of the House members that transacted with Napoles between 1997 and 1999. Under Napoles’ scheme, lawmakers get fat kickbacks from Napoles after they channel their priority development assistance fund allocations to her fake non-government organizations. “Noong 1997 to 1999, isa si Cong. Abad, ngayon ay Secretary ng Department of Budget and Management,” read Suñas affidavit in response to a question on the identities of the congressmen to whom she was referring. Abad has previously denied transacting with Napoles and claimed that he is being implicated in the pork scam to destroy the credibility of the Aquino administration. Suñas’ November 2013 affidavit also identified the Sen. Ramon Revilla, Sr., as the first senator Napoles dealt with in connection with the pork barrel scam. “Una naming naging client si former Senator Ramon Revilla Sr. Si Sen. Revilla Sr. pinakilala sa amin si Atty. Richard Cambe, isa sa mga staff niya na humahawak ng kanyang PDAF,” Suñas said in her affidavit. US Pacific Command chief backs PHL on code of conduct 

The commander of the United States Pacific Command has indicated support for the Philippines’ call for a binding code of conduct among parties in the disputed territories in the South China Sea, GMA News “24 Oras” reported on Friday. “The US position has been, you need a baseline to maintain the status quo, which was in the DOC (Declaration on the Conduct of Parties in the South China Sea) and not to move forward from that until there’s been a legal ability to look at this,” said US Navy Admiral Samuel Locklear III in one of the sessions of the just-concluded World Economic Forum on East Asia. The report quoted Locklear as saying complications in the disputed territories would have been prevented if a binding code of conduct had already been adopted. China in 2002 signed a non-binding declaration with ASEAN member-countries including the Philippines, indicating among others that the parties agree not to build structures in the disputed areas to prevent increasing tension in the region. However, China has recently undertaken reclamation work in the Johnson Reef or what the Philippines calls the Mabini Reef.   The Philippines on Friday urged neighboring countries to hasten the adoption of a Code of Conduct  that will serve as a rules-based guiding principle for countries regarding their activities in the disputed areas west of the archipelago. PNoy to ASEAN biz execs: 'We are now Asia's bright spot' 

President Benigno Aquino III on Wednesday encouraged business leaders from southeast Asian to  countries to take advantage of the Philippines’ “economic upswing” and bring in more investments to the country. Aquino also called on the members of the ASEAN Business Club to “expand” their connections and “form stronger relationships” with their Filipino counterparts while in the country for the World Economic Forum on East Asia. “May I invite you then to consider joining us, working with us even more in harvesting the opportunities and potential in our country today?” Aquino said during his speech at the courtesy call of ABC in Malacanang. “With the Philippines on an economic upswing and integration of ASEAN on the horizon, we are poised on the edge of even more meaningful progress, progress that we can realize today in this visit and what I will trust will be many more visits to come,” he said. Retired general in overpriced helicopter case allowed to travel

The Sandiganbayan has allowed a retired police general charged in connection with the 2009 sale of secondhand helicopters to the Philippine National Police to travel abroad. The Sandiganbayan Fifth Division granted retired Police Director Luizo Ticman permission to travel to Australia from May 28 to June 7 to attend the Rotary International Convention, which will be held at Sydney Olympic Park. Ticman is an incumbent Rotary District Governor. Ticman was one of 22 officials charged in connection with the transaction, in which two secondhand Robinson R44 Raven 1 helicopters from Manila Aerospace Products Trading Corporation (MAPTRA) were priced as brand-new and sold to the PNP. The choppers were supplied to MAPTRA by Lionair Inc., supposedly acting on the orders of then-First Gentleman Jose Miguel “Mike” Arroyo. In its resolution granting Ticman’s motion, the anti-graft court said it allowed Ticman to make the trip since he faithfully complied with the court’s conditions in his earlier travels. Palace denies PHL, Vietnam scheming vs. China

Viet leader arrives in PHL to meet PNoy, attend WEF. Vietnamese Prime Minister Nguyen Tan Dung waves during his arrival at the NAIA on Wednesday, May 21, for a working visit to the country. The Vietnamese premier will meet President Benigno Aquino III “to discuss matters of mutual concern, including cooperative activities in defense, tourism, and trade and investment,” Malacañang said. He will also attend the 23rd world Economic Forum on East Asia. Danny Pata Malacañang on Wednesday denied that the Philippines and Vietnam were coming together against China even after both countries experienced what they believe were territorial violations by the giant neighbor in disputed waters of the South China Sea. Presidential Spokesperson Edwin Lacierda made the remark hours before the scheduled meeting between President Benigno Aquino III and Vietnamiese Prime Minister Nguyen Tan Dung. “That’s not the proper context to it. The Prime Minister is also here for the WEF [World Economic Forum],” presidential spokesperson Edwin Lacierda said during a press conference.
