Significant easing of the extreme congestion at Terminal 1 of the Ninoy Aquino International Airport could come by August, when five airlines transfer their operations to NAIA Terminal 3, the Department of Transportation and Communication said Tuesday. Relief from the stifling heat at Terminal 1 is expected also by August. Last April 16, the DOTC said the Manila International Airport Authority (MIAA) has ordered delivery in August of four new units of air chillers to augment the current three units, which is programmed for replacement with new units by yearend. DOTC spokesperson Atty. Michael Arthur Sagcal said the agency estimates Terminal 1 will be decongested by 3.5 million passengers per year. The facility now handles up to eight million passengers but what designed for only 4.5 million. President Aquino and other government officials have apologized for the lack of airconditioning and other inconveniences at NAIA 1 where rehabilitation works have been underway since last January. “We sincerely apologize to the public for the warm temperature at NAIA T1. We understand how inconvenient it is to endure these conditions inside the airport’s facilities, especially during this peak season. While the airconditioning system is functioning, temperature is affected by rehabilitation works. Senate Minority Leader Juan Ponce Enrile and Senators Ramon Bong Revilla Jr. and Jinggoy Estrada will be automatically suspended if the Office of the Ombudsman formally charges them with plunder, Senate President Franklin Drilon said Tuesday. In a radio interview, Drilon said the three senators being implicated in the alleged pork barrel scam will be temporarily barred from performing their work as legislators in case the Ombudsman files a motion to suspend them before the Sandiganbayan in connection with the plunder case. “Ang suspension po ng public official na nasampahan ng kaso ay automatic po. Ang kailangan lang ay isang motion galing sa Ombudsman… Walang pong discretion ang Sandiganbayan kundi suspendihin ang official,” the Senate leader told radio dzRH. Drilon particulary cited the Supreme Court ruling on a petition filed in 1989 by then-Zambales Governor Amor Deloso, which calls for the “automatic application” of the suspension of a public official facing criminal charges. The Sandiganbayan has denied former President and incumbent Pampanga Rep. Gloria Macapagal-Arroyo’s supplemental motion for bail, dzBB reported Tuesday. The eight-page supplemental motion for reconsideration submitted by Mrs. Arroyo’s camp in February claimed that the former Philippine leader deserves temporary freedom due to her health condition. But Mrs. Arroyo’s lawyers said they have yet to receive a copy of the resolution, adding that they will have to study it first before making their next move. “Narinig ko lang sa balita, pero hindi pa kami nakakakita ng decision. Hindi ko pa alam yung next move namin, if we will appeal the same, or we will let it be,” lawyer Modesto Ticman told GMA News Online over the phone. In their appeal in February, Mrs. Arroyo’s camp said their petition should be taken separately from their earlier bail petitions, which attacked the “weakness and insufficiency of the prosecution’s evidence.” They also said that Mrs. Arroyo is “not a flight risk.” “The possibility of President Arroyo’s escape, bearing in mind her official and social standing and her other personal circumstances, is remote, if not nil,” the motion said. Despite her supposed willingness to divulge everything she knows, Janet Lim-Napoles will still be treated as an accused in the alleged pork barrel scam case, at least for now. “She is considered an accused for now [and the President wants Justice Sec. Leila De Lima to] continue to evaluate the testimony and statements of Ms. Janet Napoles,” presidential spokesperson Edwin Lacierda said during a press conference on Tuesday. Lacierda said that De Lima informed President Benigno Aquino III earlier in the day that Napoles has agreed to bare all the details of the alleged scam, including names of all those involved. But Lacierda said the President instructed De Lima to “listen to the testimony and evaluate.” “We will follow the same position taken by Secretary Leila de Lima… we will be following closely the evaluation and validation of Secretary Leila de Lima and her team,” he said. “There is no presumed conclusion as to can she be a state witness. BAGUIO CITY – A Supreme Court committee probing alleged influence-peddling in the judiciary is already preparing its report on the matter, which is set to be submitted to the en banc in June. At a press briefing here on Tuesday, SC Public Information Office chief and spokesman Theodore Te confirmed that the panel – chaired by Associate Justice Marvic Leonen – is currently in the process of “writing an initial report.” “And it already includes recommendations,” Te said shortly after the high tribunal’s summer session, the last for this year. Te also revealed that the committee will be submitting the report to the high court en banc in June when session resumes after the magistrates take a month-long “decision writing recess.” The investigating panel had earlier invited one of the alleged “fixers” previously known only as a certain “Ma’am Arlene,” later identified as Arlene Angeles Lerma, to help shed light on the controversy. “Ma’am Arlene,” described in earlier news reports as the judiciary’s version of alleged pork barrel scam mastermind Janet Lim-Napoles, first came into national consciousness through Jarius Bondoc’s column in the Philippine Star last year. Cabinet Secretary Jose Rene Almendras on Tuesday denied that he went to Hong Kong with Manila Mayor Joseph Estrada, who organized the trip to apologize for the 2010 Manila hostage crisis. “No I am here in Manila and just had meetings,” Almendras told GMA News Online in a text message, denying several reports that said he went to Hong Kong with Estrada and Philippine National Police chief Director General Alan Purisima. Almendras, however, did not respond after he was asked whether he will follow Estrada or meet the families of the hostage victims. A Palace source, however, said without elaborating that Almendras will fly to Hong Kong for a separate meeting. Hong Kong has been demanding an apology from President Benigno Aquino III for the botched rescue attempt of Hong Kong hostages in a bus in the Luneta. Aquino has steadfastly declined to apologize, saying that would create a legal liability and citing Filipino fatalities in China for which China has not apologized and paid compensation. Eight tourists from Hong Kong were killed during the hostage crisis perpetrated by a dismissed policeman. While the approval and trust ratings of President Benigno Aquino III dipped, that of Vice President Jejomar Binay and Senate President Franklin Drilon went up, a recent survey by Pulse Asia showed. In a media release Monday, Pulse Asia said Binay and Drilon experienced gains in their national approval ratings and overall trust ratings. A survey conducted from March 19-26, 2014 showed Binay’s approval rating went up by seven percentage points from 80 percent in December to 87 percent in March while his trust rating went up by nine percentage points from 77 percent in December to 86 percent in March. On the other hand, after a big dip in his ratings last year, Senate President Franklin Drilon came back with a 15-percentage-point increase in both his approval and trust ratings. Drilon’s approval rating went up from 43 percent in December to 58 percent in March while his trust rating rose from 40 percent in December to 55 percent in March. In September last year, Drilon’s ratings were pulled down by the pork barrel scam which hounded the Senate. Drilon was dragged into the controversy after he admitted meeting businesswoman Janet Lim-Napoles, the alleged mastermind in the scam, at a party. He denied having any transactions with her. Senator Miriam Defensor Santiago on Monday asked the Senate blue ribbon committee to continue its probe on the alleged pork barrel scam to hear the testimony of Jessica “Gigi” Reyes, former chief of staff of Senate now Minority Leader Juan Ponce Enrile. In a letter, Santiago asked Senate blue ribbon chairman Teofisto Guingona III to invite or even summon Reyes, who returned to the Philippines from the United States last Saturday. Santiago added that the Senate committee can still continue its probe on the alleged anomaly, although Guingona already released a draft panel report recommending plunder charges against certain personalities, including Enrile and Reyes, earlier this month. “I believe that the testimony of Atty. Reyes would serve to round off and clarify certain aspects of the partial report, and that the committee findings could be the proper subject of an addendum or similar subsequent report on Atty. At least two more people were reported killed in a fire and a drowning incident during the Holy Week, the National Disaster Risk Reduction and Management Council said Monday. In its 7 a.m. update, the NDRRMC said one person was killed in a fire that occurred at Block 71 in Lot 8, Phase 2A in Mabuhay Homes in Brgy. Darangan, Binangonan, Rizal. The NDRRMC said the fire started at about 8:53 p.m. Thursday and reached the first alarm before it was put out at 9:30 p.m. It estimated the damage to property at P100,000. But it was not until 10:40 p.m. that the body was found at the fire scene. Meanwhile, the second fatality was a drowning victim identified as Jeffrey Borreo, who drowned at the Sta. Emmanuel “Manny” Pacquiao will pay a courtesy call on President Benigno Aquino III in Malacañang on Monday. State-run Philippines News Agency on Sunday cited a text message from the Palace to reporters indicating the courtesy call will be at 1 p.m. at the Palace’s Music Room. On April 13, Pacquiao regained the World Boxing Organization (WBO) Welterweight title from Bradley via unanimous decision.
