According to the Asia Maritime Transparency Initiative (AMTI), a Washington-based think tank, and a part of the Center for Strategic and International Studies (CSIS), China has upgraded its facilities in Panganiban Reef (Mischief Reef), Fiery Cross Reef, and Subi Reef.
