MANILA, Philippines – The Department of Finance has welcomed a suggestion floated by the Bureau of Internal Revenue (BIR) to set a minimum price on cigarettes to create a fairer marketplace and curb smoking amid the widespread availability of discounted tobacco products. Finance Undersecretary Jeremias N. Paul Jr. said the idea of setting a standard minimum price for all cigarettes is something that the agency would look at as the government pursues its anti-smoking campaign. Paul said the proposal, which would require legislative action, could be an effective policy tool that can support the beneficial health impacts of the sin tax law, which raised taxes on tobacco and alcohol products beginning January 2013. “We’re okay with it. In fact, the industry is open to it. But its still too early to discuss the minimum potential revenue from this [measure] because we’ll have to wait for the review to be completed. There are technical details that we need to look at,” Paul said. By introducing a flat rate minimum price for all tobacco products, consumers will not get to buy at a lower price from the amount set by the state. This will cause the quantity demanded to decline, especially among consumers with lower income. Ensuring high prices of tobacco products are proven ways to discourage the use of tobacco and coerce smokers to kick the habit. Inflation figures released by the National Statistics Office for April have shown a much higher level compared to the 3.9 percent posted the previous month. While it’s true that this 4.1-percent increase is still within the projected band of between three to five percent that had been forecasted by the National Economic and Development Authority (NEDA), it should set off some worrying by our government. In recent weeks, prices of food (including rice, pork, beef and vegetables), electricity, and fuel have been rising. It’s been awhile since Filipinos have seen this kind of price instability of so many basic commodities at about the same time. And after having enjoyed a long period of relative stability in inflation rates, one can’t help fear that a bubble is just about to burst. Global trend The World Bank, too, has expressed concern about rising food prices in the global market which has been attributed to droughts in some parts of the world, political and economic stress in some major food producing countries, and the rising demand by China. In a recent report, the Bank said that world food prices increased by four percent from January to April compared to the same period last year, putting an end to relatively stable food pricing across the globe that started in August 2012. I remember I met a young executive once while I was out on a dinner with friends some long time ago. One of our conversations led to his past employers, and my, I was so astonished to hear that many of his past employers –including the latest one- all happened to be my friends. That night, when I went home, my mind was racing. Why? This young executive was already well connected and worked with so many of my friends already. Isn’t that amazing? Now, fast forward to present day, what if the reason why he worked with so many of my friends already is because there is an acute shortage of valuable workers like him for the office place? I don’t think that there aren’t enough jobs; there aren’t enough good, talented and qualified people for companies to hire. MANILA, Philippines – Increasing pressure on inflation may finally prompt the Bangko Sentral ng Pilipinas to raise key policy rates next month, Singapore-based DBS said. “As early as the next policy meeting, we may see a 25bps (basis point) rate hike in the key overnight borrowing rate. Clearly, the central bank is a little concerned with regards to rising inflationary pressures in the economy,” DBS said in a research note. The Monetary Board, during its policy meeting on Thursday kept key policy rates steady but hiked the Special Deposit Account rate by 25 basis points to 2.25 percent. Monetary authorities stressed the inflation path remains within the three to five percent target range although they hiked the forecast average for the year to 4.4 percent from 4.3 percent. Upside risks to inflation include the potential impact of El Niño on food and utility prices, as well as the pending power rate adjustments. “Indeed, we see a good chance for CPI inflation inching just above the five percent mark in 3Q14, which is the upper limit of the central bank’s three to five percent comfort zone,” DBS noted.
