Govt seeks pardon for Pinoy couple sentenced to death in Malaysia

(LANGKAWI, Malaysia) President Benigno S. Aquino III joins fellow regional leaders during the 26th ASEAN Summit Closing Ceremony at the Grand Ballroom 3 of the Langkawi International Convention Centre on Monday night (MNS Photo) MANILA (Mabuhay) – The Philippine government has repeatedly appealed to Malaysian authorities to release on humanitarian grounds a Pinoy couple sentenced to death in Sabah for drug smuggling, the embassy said Tuesday. Timhar and Nurie Ong were arrested in August 2005 after authorities found 333.66 grams of methamphetamines hidden in a shoebox during a raid in the hotel in Kota Kinabalu where they were staying. Sabah and Sarawak’s High Court convicted the couple of drug smuggling and sentenced them to life imprisonment in November 2006 but raised the sentence to death penalty in October 2009. According to the couple, the prohibited drugs were left with them by a Filipina they met at the airport. The embassy said the appeal was contained in two letters, one of them, dated September 2010, by President Benigno Aquino III addressed to Agong (Malaysian King) and Prime Minister Datuk Seri Najib Tun Razak. A follow-up letter, this time by Ambassador Eduardo J. Malaya and addressed to the Governor of Sabah, was sent in 2012, the embassy said. “Those appeals are currently under consideration by the Sabah Pardon Board, which is chaired by the Governor of Sabah,” the embassy said in a statement. “The grant of clemency or pardon is purely discretionary on the part of the Pardon Board, and in most Read More …

DBM belies Lacson claims on lump-sum funds, DAP in 2015 budget

President Benigno S. Aquino III congratulates Presidential Assistant for Rehabilitation and Recovery former Senator Panfilo Lacson after administering the oath in a ceremony at the President’s Hall of the Malacañan Palace on Tuesday (December 10). The “rehabilitation czar” is the man in charge to oversee the overall efforts being undertaken by the national government in reconstructing the areas destroyed by super typhoon Yolanda in the Visayas region. (MNS photo) MANILA (Mabuhay) – The Department of Budget and Management (DBM) has belied former Senator Panfilo Lacson’s claims that this year’s budget contains over P400 billion in lump-sum funds, and a new version of the partially unconstitutional Disbursement Acceleration Program (DAP). In a statement, the DBM said the 2015 spending plan contains “fewer” lump sums—or budget items that have not been itemized—compared to previous years. “Mr. Lacson’s doomsday assertions on lump sums and the supposed resurrection of DAP under the 2015 budget are inaccurate. A careful reading of the National Budget would prove that quickly enough,” the DBM said in its media release. The agency even said that it is “unclear” how Lacson arrived at the P424-billion lump-sum figure he presented during a speech before accountants on Monday. The former senator earlier said these funds were found in the budget 11 government agencies. “We must not mislead the public by implying that lump sums in the budget are tantamount to fund irregularity. It’s true that most budget items ought to be disaggregated, exactly as we have done,” the DBM said. “But it’s Read More …

Lacierda lashes out at VP Binay anew, calls him liar

Vice President Jejomar Binay delivers his speech during the launching of the United Nationalist Alliance as a political party on Wednesday at the Makati Coliseum. Binay lambasted the Aquino administration anew and promised alternatives offered by his party. (MNS photo) MANILA (Mabuhay) – Presidential spokesman Edwin Lacierda on Saturday lashed out anew at Vice President Jejomar Binay, calling him a liar for his supposedly contradictory statements about the Aquino administration. Lacierda, speaking on state-run dzRB radio, also accused Binay of conduct unbecoming of an official who was treated well by President Benigno Aquino III. “(Mr. Vice President), are you lying then or are you lying now? which is which?” he said, referring to Binay’s criticisms against the Aquino administration – after five years of serving in the Aquino Cabinet. “(It is) very unbecoming of a public official to speak ill of the President who has treated him very well in the highest possible manner,” he added. He also questioned Binay’s absence in Cabinet meetings and other government work in the last five years. “Where were you in the last five years? … Where were you in Cabinet meetings? Where were you in all five years in government?” he said. Lacierda also contested claims by the Binay camp that the Vice President was never treated as an ally. He said Binay was given the respect due his position. He said Binay, “for all intents and purposes, (had) been treated as the second highest official in the land.” For Binay to speak Read More …
