By Cielito M. Reganit President Rodrigo R. Duterte holds a meeting with local officials at the 104th Brigade Camp in Isabela City, Basilan on July 21. (MNS photo) MANILA (PNA) — Two partylist lawmakers on Monday called for a review of the party-list system law instead of its abolition, as they cited the numerous accomplishments of “true” partylist groups in previous Congresses. Reacting to President Rodrigo Duterte’s call for the abolition of the partylist system under a proposed federal government, Magdalo Partylist Rep. Gary Alejano and Akbayan Partylist Rep. Tom Villarin said it would be more prudent for a review or investigation on the party-list system law in order to institute needed reforms. Although he does not support the abolition of the partlylist system, Alejano said “I agree that the party-list law should be amended to weed wealthy opportunists out of the system.” “The Supreme Court aptly stressed that the party-list system is a tool for social justice. To abolish it completely without conducting a comprehensive study of its implementation is to deprive the marginalized, the underrepresented a voice in the highest lawmaking body of the Republic,” he said. “It is a well known fact that there are many well-meaning party-list groups that have successfully and actively pursued the interests of the sector they represent in Congress,” Alejano said. A comprehensive review of the implementation of the 21-year old law may help in preserving the “true” intention of RA 7941, he said. “I propose studying the background of the different Read More …

WASHINGTON, DC – Filipino-American community members and veterans’ rights advocates gathered on 28 July 2016 at the Romulo Hall of the Philippine Embassy for a Talakayan on the Filipino World War II Veterans Parole Program. In July 2015, the White House released the report “Modernizing and Streamlining Our Legal Immigration System for the 21st Century” that announced the parole policy, which is intended to enhance the ability of eligible individuals to provide support and care to their aging veteran family members who are US citizens or lawful permanent residents. Since 08 June 2016, the US Citizenship and Immigration Services (USCIS) has started to allow certain Filipino World War II veteran family members who are beneficiaries of approved family-based immigrant visa petitions an opportunity to receive a discretionary grant of parole on a case-by-case basis, so that they may come to the United States as they wait for their immigrant visa to become available. “This is a victory for us and it matters for our veterans and for their families. It matters for Filipinos and Filipino-Americans and it matters for Americans who know that their country is trying to do right in the face of historic injustice,” said Atty. Marita Etcubañez, Director of Strategic Initiatives in the Asian Americans Advancing Justice (AAAJ), the largest legal and civil rights organization for Asian Americans, Native Hawaiians, and Read More …

Goldberg said though five locations for U.S. military facilities in the Philippines have been identified in the EDCA, the security deal agreed between two allies remain to be for the strengthening of their relations. He said, the EDCA should be seen in terms of the mutual security relationship between the U.S. and the Philippines, wherein the Armed Forces of the Philippines can be modernized and will be able to conduct joint operations with their American counterparts as treaty allies. It would also pre-position U.S. military assets for humanitarian assistance and disaster relief, he said. “People should understand that that’s the basis for our relationship, and that this is not aimed at China or any other claimants on the South China Sea issue. That should be resolved in a diplomatic and legal fashion,” he said. The Supreme Court upheld the legality of EDCA in January and dismissed appeals to reverse the ruling on Tuesday this week, a few hours before U.S. Secretary of State John Kerry arrived in Manila. By Christopher Lloyd T. Caliwan Philippine National Police Chief Director-General Ronald dela Rosa answers questions during a press conference at Camp Crame, Wednesday. Three high-ranking PNP officials allegedly involved in illegal drugs tagged by President Duterte reported to Dela Rosa to clear their names. (MNS photo) MANILA (PNA) – As part of its intensified anti-drug campaign, the Philippine National Police (PNP) on Thursday said it will look into affluent people and celebrities involved in illegal drugs. Southern Police District (SPD) Acting Director Sr. Supt. Tomas Apolinario said from the PNP’s anti-drug operations also aims to curb the prevalence of party drugs such as ‘ecstasy’. He recalled the five fatalities at the Closeup Forever Summer concert in Pasay City last May 21 who used methylenedioxymethamphetamine (MDMA) and alcohol. MDMA, commonly known as ecstasy, is a psychoactive drug used primarily as a recreational drug. Desired effects of MDMA include increased empathy, pleasure, and heightened sensations. With the incident, Apolinario said party and concert organizers are now coordinating with the police to ensure that their events will not be used as a venue for illegal drug trade as these are usually attended by wealthy youth and celebrities. Despite the deployment of civilian-clothed and uniformed policemen during concerts or parties, Apolinario admitted that is difficult to track down people who used drugs before going to an event. As a precautionary measure, Apolinario said that they will deploy drug-testing kits in the entrance of the event to test the suspicious actions of an individual. Meanwhile, Read More …

Duterte at 4 p.m. Monday. (MNS photo) MANILA (Mabuhay) – Senate President Aquilino “Koko” Pimentel III on Thursday said he saw no reason why the House of Representatives would not pass the proposed Freedom of Information (FOI) following President Rodrigo Duterte’s order to have it implemented in the executive branch. In the Senate, Pimentel was confident that a more refined measure would be approved by the Senate committee on public information. He noted that the FOI bill was the pet measure of Senator Grace Poe, who he said wanted to retain the chairmanship of the committee. It was Poe who initiated that passage of the bill at the Senate but the same measure failed to get the approval of the House during the 16th Congress. “Kami sa Senate, nandyan si Senadora Grace Poe. ‘Yan po ang kanyang pet bill. At pinag-usapan nga namin kahapon din yan na kaya nga gusto nyang maging chairman ng public info committee, ire-refine nya ‘yung kanyang bill and she wants to make sure na kung ano ‘yung porma ‘yung pagkapasa last Read More …
