(MNS photo) MANILA (Mabuhay) – Funding for proposed projects under the fiscal year 2017 Bottom-up Budgeting (BuB) Program will total P35 billion, up by P10.3 billion from this year’s BuB budget, the Department of Budget and Management (DBM) said on Tuesday. Funds amounting to P19.7 billion – or more than 50 percent of the total – will be downloaded to beneficiary local government units (LGUs). “These are cities and municipalities that have complied with the good governance conditions set in the implementing guidelines of the program. These requirements include compliance with the Good Financial Housekeeping component of the Seal of Good Local Governance and implementation of Public Financial Management (PFM) improvement measures,” the department noted in a statement. Under BuB, LGUs and civil society and community organizations jointly identify priority poverty reduction programs and projects to be included in the proposed national budget. “For 2017, funding for BuB programs – specifically those that LGUs can implement –will be released directly to local governments. We are moving from agency-implemented BuB projects to more performance-based direct downloads to LGUs. Of course, the release of these funds will depend on the performance of the LGUs,” said Budget Secretary Florencio B. Abad said. “Altogether, our goals are three-fold: to include citizens in local budgeting, to strengthen LGU capacity and accountability, and to Read More …

The survey covered 4,000 registered voters nationwide, with an error margin of plus minus 1.5 percent, meaning Duterte established a clear lead over the other presidential candidates. Jewel Mische (MNS photo) It started with a simple message. On an online website, former actress Jewel Mische read the testimony of a Michigan-born American named Alister Kurzer about the beauty of keeping one’s virginity until marriage. “I only signed up [for the website] just because I was curious,” admitted Mische. “And then I saw his testimony. It moved me, I messaged him, and that started everything.” For Mische, she could not have asked for a better husband. She said that Kurzer, who had no idea she was a celebrity, is her dream man and more. Mische praised the American for being brave enough to admit that he was a virgin and that she fell in love with him because of his stern faith in God. “He was very bold in saying, ‘I want to stay pure for my future wife. And if you don’t appreciate that then you’re not my future wife.’ …I could just feel the conviction in every word that he said,” Mische said. Asked about how he managed to keep his “purity” before marriage, Kurzer said that one only needs to stay true to the boundaries and guidelines one has set for his or her own life. “As a guy, you really want to set a path you want to walk on and not step off to the left or to the right. And I really thought about my future wife and I really wanted to make her happy,” he said. Mische and Kurzer married back Read More …
