Bill to relax bank secrecy law out next week

(MNS photo) MANILA  (Mabuhay) – The Anti-Money Laundering Council (AMLC) will finalize by next week a draft bill aimed at relaxing the country’s strict bank secrecy law in order to combat money laundering. AMLC member and Insurance Commissioner Emmanuel F. Dooc told reporters Thursday that President Aquino has committed to certify the bill as urgent, although he admitted there may no longer be material time to pass the bill before the change in administration by midyear. Dooc said AMLC met Wednesday night, during which they went through the draft bill. “We should liberalize or relax the bank secrecy law because now it is clear that it is a deterrent or obstacle to address money laundering offences,” he said.  Dooc pointed out the senators’ frustration with key personalities invoking the law amid an investigation of the $81 million stolen from Bangladesh’s central bank that ended up in the Philippine financial system and casinos. All of AMLC members—including its chair Bangko Sentral ng Pilipinas Governor Amando M. Tetangco Jr. and Securities and Exchange Commission Chairperson Teresita J. On February 5, unidentified hackers shifted $81 million from the Bangladesh central bank’s account with the US Federal Reserve to a nondescript bank in Manila, and then to the casinos where the trail went cold. Representatives for casino agent Kim Wong, who is under criminal investigation after a portion of the stolen money was traced to his account, surrendered $4.63 million in cash to the Philippine central bank on Thursday. “He kept his promise to return the money,” Wong’s lawyer Innocencio Ferrer said in a statement. Wong testified at a marathon parliament hearing Tuesday that two high-rollers from Beijing and Macau shifted the $81 million to dollar accounts in Manila’s Rizal Commercial Banking Corp (RCBC). For the past year we have rallied and marched alongside thousands of underpaid workers to make one thing clear: no one should have to try to survive on less than $15 per hour in California. Today, UDW Executive Director Doug Moore stood alongside Governor Jerry Brown as he announced a plan to increase minimum wage to $15 by 2022 and provide IHSS home care workers with paid sick leave for the first time ever. Go said he wants to see Deguito in jail after he was linked to the $81 million money laundering scheme and his accounts frozen. “Siyempre sa ginawa niya sa akin, sa gulo. Go earlier filed criminal charges against the two bank officials after they claimed the businessman received P20 million in cash withdrawn from Go’s account last February 5. He said an independent report of Truth Verifier Systems, Inc. confirmed that his signatures in the withdrawal slip for the P20 million are forgeries. I support him. Losing weight with a high-protein diet can improve sleep quality

While most scientific studies have focused on highlighting the role of sleep in weight-loss diets, professor of nutrition science Wayne Campbell and his team of researchers at Purdue University in the US state of Indiana considered the exact opposite, investigating the effect of a weight-loss diet on sleep quality.  A high-protein diet can improve sleep quality in obese and overweight people, the study found.© AlexPro9500/Istock.com The findings, published in the March edition of the American Journal of Nutrition, show that following a high-protein diet for several months can lead to better sleep in obese and overweight adults. In a first pilot study, the researchers asked 14 overweight participants (11 women and three men) to follow a high-protein diet based on pork and beef or soy and legume products. For the main study, involving 44 overweight or obese volunteers, one group followed a diet with a normal intake of protein, whereas the other group followed a high-protein diet. After a three-week period allowing volunteers to adapt to the diet, participants then consumed 0.8g or 1.5g of protein a day per kg of body mass for 16 weeks. Each month, the researchers evaluated the quality of participants’ sleep by means of a questionnaire. The scientists found that after three and four months, the volunteers with the highest protein intakes while losing weight reported an improvement in sleep quality. “Short sleep duration and compromised sleep quality frequently lead to metabolic and cardiovascular diseases and premature death,” explains Jing Zhou, the study’s first author. DNC Chief Executive Officer Amy Dacey told reporters yesterday (Wednesday in Manila) they have expanded their grassroots outreach to members of the nation’s fastest-growing ethnic group. “We’re looking at how we’re communicating with them…and how they’re getting their information about the party, what we stand for, the general election and our candidates,” Dacey said in a roundtable discussion with the media in downtown Los Angeles. “We’re working on the local level everyday to do that. Peer-to-peer conversation, people hearing from members of their community matters a lot.” Studies show AAPIs will soon outnumber Latinos as the largest immigrant group coming to the United States. While AAPIs are concentrated in California and New York, they are also rapidly growing in the battleground states of Nevada, Virginia, and Florida. That means capturing the Asian American vote is important in the November elections, according to the Asian American Advancing Justice, which is set to release new polling data on AAPIs today (Thursday in Manila).
