Marwan's death proof Oplan Exodus not defective, ex-SAF chief Napeñas says

Contrary to the findings of the PNP Board of Inquiry, former Special Action Force (SAF) chief Director Getulio Napeñas Jr. said the plan for Oplan Exodus was not defective. Napeñas said the Mamasapano operation successfully neutralized Malaysian terrorist and bomb maker Zulkifli bin Hir alias Marwan, GMA News’ “24 Oras” reported Sunday.   The dismissed SAF chief also said it is not true that he did not listen to the input from his men. He added the “utmost secrecy and operational security” was the key to the success of the mission. The BOI report said time-on-target coordination “[did] not conform to the established and acceptable operational concepts and protocols of the PNP.”  Napeñas: Artillery could have saved SAF men Napeñas said at a Senate committee hearing that the fallen commandos could have been saved if the Armed Forces of the Philippines delivered the requested artillery support. Based on text messages to then suspended PNP chief Alan Purisima, PNP OIC Deputy Director General Leonardo Espina, and Chief Supt. Noli Taliño, Napeñas at 7:55 a.m. on Jan. 25 told the grid coordinates of the firefight and asked for artillery support. The text messages were obtained by GMA News from a source. Read More …

PNoy not blinded by friendship in assessing Mamasapano operation —Palace

President Benigno Aquino III may not have made strong statements about resigned PNP chief Director General Alan Purisima’s liability in the Mamasapano bloodbath, but Malacañang on Friday said the friendship between the two has nothing to do with the omission. At a press briefing, deputy presidential spokesperson Usec. Abigail Valte also said Aquino is not being blinded by close ties with Purisima in assessing the January 25 carnage that left more than 60 people dead, including 44 elite police commandos. “Nagiging objective naman ang Pangulo sa malalaking issues tulad nito,” Valte told reporters when asked if the President’s friendship with Purisima is affecting the way he looks at the bloody incident. The Palace official also assured the public that Purisima will not be treated with kid gloves when Malacañang reviews the PNP Board of Inquiry (BOI) report on the Mamasapano mission. “Lagi naman pong malinaw ang Pangulo. Doon po tayo pumunta kung saan tayo dadalhin ng ebidensya. So far, wala naman po tayong nakikita na iilagan dahil lang po sa sinasabi ng iba,” Valte said. Earlier in the day, Interior Secretary Mar Roxas said Purisima has the primary liability for the botched police operation, which the former PNP chief supervised despite being under suspension due to graft charges. Purisima’s role President Aquino, however, has yet to make any categorical pronouncement about Purisima’s accountability for the Mamasapano fiasco. Businesses in Central Visayas ‘optimistic’

CEBU. The construction sector was the most bullish for the current quarter, as firms noted favorable business conditions are expected to help sustain demand for construction services for both public and private entities. (Sun.Star File) WHILE most of the country’s businesses were less optimistic for the first quarter of 2015, businesses in Central Visayas that participated in the Bangko Sentral ng Pilipinas’ (BSP) Business Expectations Survey had a better outlook. According to the most recent survey, respondents in other regions, including the National Capital Region, firms were “generally less buoyant” for the first quarter of the year due to the seasonal slack in demand during this period. The report, however, cited the exception of those in Central Visayas, whose respondents were more bullish for both the first and second quarter. “Firms cited the transfer of operations of business process outsourcing (BPOs) to Cebu from other countries and more real estate investments as reasons for their optimism,” the report stated. Samples for the quarterly survey came from a combined list of top 7,000 corporations listed by the Securities and Exchange Commission and the 2013 list of Business World’s top 1,000 corporations by region. For Central Visayas, 389 corporations were in the list while 146 corporations were in the actual sample of the survey. Majority of the firms surveyed came from the manufacturing and trade sectors. The survey was conducted between Jan. 5 and Feb. 10 from 1,523 firms nationwide. Six hundred six companies were based in NCR while the rest were from other Read More …

Walden Bello hits PNoy for fraternity-like style of running govt

Having severed his political alliance with President Benigno Aquino III, outgoing Akbayan party-list Rep. Walden Bello criticized the president anew by likening his governance style to that of leading a fraternity wherein loyalty is what matters. Following his aborted attempt to deliver a privilege speech on his resignation as a House member Wednesday, Bello told reporters he agreed with Senator Sergio Osmeña III’s statement earlier this month that Aquino was a “super hard-headed person.” “He’s (Aquino) a very stubborn President. I think that’s one of his flaws. Another flaw is he’s very loyal to his subordinates, who are either corrupt or incompetent. Parang fraternity ang takbo ng Cabinet. Instead of competence as the primary consideration in rational discussions, it’s loyalty that counts,” he said. While admitting he had mulled on resigning since last year over differences in opinion with the administration on various issues, Bello said Aquino’s decision to hold sacked Special Action Force (SAF) Director Getulio Napeñas for all the errors in the the botched Mamasapano operation was the “last straw” that prompted him to resign as a party-list representative.  “I think [Aquino’s statement] was an act not expected of a President because he was supposed to be part of the planning and execution of the Mamasapano operation. By the practice of command responsibility, he should have taken responsibility for it from the start but we now see that instead of doing that, he’s trying foist responsibility on a ground commander,” he said. Alleged US involvement in Mamasapano ops Read More …
