Apec meet starts next week in Clark

MANILA, Philippines—Senior officials of member-countries of the Asia Pacific Economic Cooperation (Apec) will kick-start its first meeting at the Clark Freeport Zone next week to tackle developments, challenges and opportunities in the service industries. In a statement, the Department of Foreign Affairs (DFA) said on Friday that the Apec Senior Officials, in partnership with the Apec Business Advisory Council of the Philippines and the Pacific Economic Cooperation Council, will have a public-private dialogue on services on Feb. 3 at the Clark Freeport Zone as one of the related meetings of the ongoing First Senior Officials’ Meeting (SOM1). “The event is the first in a series of dialogues on services in 2015 envisioned to guide Apec’s public and private stakeholders in examining developments, challenges, and opportunities for the services sectors,” the DFA said. The officials also seek to identify new strategies for building the full potential of the services sectors in the region. It intends to generate policy options towards removing barriers to services trade and develop an innovative approach in pursuing the services agenda of Apec, while fostering collaboration among economies. PH a ‘crying baby’ for opposing China island-building, says state media

China’s official news agency on Friday likened the Philippines to a “crying baby” for seeking international support against island-building in disputed waters by Beijing, denouncing its efforts as “pathetic”. The caustic commentary by the Xinhua news agency came two days after foreign ministers from the Association of Southeast Asian Nations (ASEAN) voiced concern over Beijing’s land reclamation efforts in the South China Sea. Manila — which has challenged China’s territorial claims at a UN tribunal — had urged the 10-country grouping to take a firmer stand against Beijing on the issue. “Only one month after an arbitration farce, the Philippines is putting up another pathetic show in an attempt to lobby international sympathy and support in its territorial spat with China,” Xinhua wrote. “Manila should be fully aware that acting like a crying baby and begging for compassion from the international community would never help justify its claims in the South China Sea dispute,” it said. The dispute “should and could be properly handled only by the parties directly concerned”, it added. China says it controls almost all of the South China Sea, a claim which conflicts with those of ASEAN members Brunei, Malaysia, the Philippines and Vietnam as well as non-member Taiwan. DFA seeking relatives of 63-year-old Filipino stroke patient in China

MANILA, Philippines – The Department of Foreign Affairs (DFA) is seeking the friends and relatives of a 63-year-old Filipino in China who suffered a stroke last November and has been unconscious ever since. “The Philippine Embassy in China is calling out to the family members, relatives, friends, or whoever knows Eddie Cabolosan Moralda who is currently alone in China,” DFA said in an announcement Friday. “Moralda is under the care of a hospital in Beijing, China after suffering a stroke last November 21, 2014. He is still unconscious. Because of his condition, he is experiencing complications in his heart and lungs which could lead to his death if left untreated,” DFA said. Moralda first arrived in China last November 12, 2014 with his business partner, a certain Rowena Villareal, to meet with a Chinese friend to discuss a business they intend to set up in the Philippines. His parents have been identified as Ricardo Moralda and Francisca Cabolosan. His last known address in the Philippines is Barangay (village) Halang, Calamba City, Laguna. Moralda is being fed through tubes and doctors estimate it could take three months for him to recover. PH needs favorable int’l court ruling to force China to back down

FILE PHOTO MANILA, Philippines—The Philippines needs a favorable ruling from an international body to sway world opinion and compel China to back down and respect maritime boundaries in the disputed South China Sea, a senior magistrate said on Thursday. In a lecture at the Ateneo Professional Schools on Thursday, Associate Justice Antonio Carpio pressed for clarity in the protracted conflict as he cited the urgency of settling the dispute amid China’s continuing reclamation activities in the disputed area. The Philippines has filed a case against China before the United Nations arbitral tribunal, seeking to invalidate Beijing’s expansive nine-dash-line claim and stop its incursions into the Philippines’ exclusive economic zone (EEZ). China has ignored the proceedings, and reiterated its “indisputable sovereignty” over the waters. It has continued with reclamation activities in at least five reefs within the Philippines’ EEZ. “We need clarity, that’s why our strategy would be do everything to get clarity through compulsory arbitration or, if not, through compulsory conciliation,” said Carpio, referring to the two possible legal remedies to the dispute. PH, MILF to discuss decommissioning of rebels, guns in Kuala Lumpur

DAVAO CITY, Philippines–Government and Moro Islamic Liberation Front (MILF) negotiators agreed to meet in Kuala Lumpur on Friday for the signing of the implementing procedures for the decommissioning of firearms and forces the erstwhile rebel group earlier agreed to. Lines of immigrants applying for special driver’s license now a common sight in California DMV branches. SAN MATEO, California — No more pedaling the bicycle or ridesharing with relatives and friends to work or to bring the children to school. This month, the Department of Motor Vehicles started issuing special licenses to people who cannot prove their legal presence in the country. So-called irregular Filipino immigrants are among the people joining the long lines of applicants for a California driver’s license at the Department of Motor Vehicles. Roughly, one in four Filipinos are undocumented in the US, said Joanna Concepcion, of the Filipino Migrant Center, “and it’s important that Filipinos are well-informed about how this new law could benefit them. “ Since January 1, when AB60 — the Safe and Responsible Driver Act — became law, thousands of undocumented immigrants have applied for driver’s licenses. California joins nine other states to grant undocumented immigrants access to licenses but with applicable limitations. Immigrant advocates say some applicants who previously held licenses under Social Security numbers that were not their own have been told they will need to meet with a DMV investigator. Undocumented immigrants who fraudulently obtained a California driver’s licenses before it was legal won’t be able to a new car until state authorities review their driving records. Senate committee cites Junjun Binay, 5 others for contempt, orders arrest

The Senate Blue Ribbon Committee on Monday ordered the arrest of Mayor Jejomar Erwin “Junjun” Binay Jr. and five other personalities after citing them for contempt for their continued refusal to attend the hearing of the Senate Blue Ribbon Subcommittee on the alleged overpriced Makati City Hall Building II and other alleged anomalies despite the issuance of subpoenas and show-cause orders. Senator Teofisto Guingona, chairman of the committee, granted the recommendation of Senator Aquilino Pimentel III, chairman of the subcommittee, to cite in contempt and order the arrest of Binay, City Administrator Eleno Mendoza, Eduviges “Ebeng” Baloloy, former City Administrator Marjorie de Veyra, Engineer Line Dela Peña, and Bernadette Portallano.  “I am ordering the Senate sergeant-at-arms to serve the detention order,” Guingona said. University of Makati president Tomas Lopez was not included in the order as he submitted a letter manifesting his willingess to attend the next hearing on Thursday. Present at the meeting were Guingona, Pimentel and Senator Antonio Trillanes IV. Binay attended the first hearing and answered the questions of senators but he was absent in the succeeding proceedings. The other Makati officials, on the other hand, were present in the following hearings. Tension eases at clash site in Mamapasano town—AFP

Tension in Mamasapano town started to subside a day after a dawn to dusk firefight between the police and the Moro Islamic Liberation Front (MILF) on Sunday, the Armed Forces of the Philippines has said.  “As of now there are no skirmishes happening in the ground and our effort to extricate all the casualties is ongoing,” AFP public affairs office chief Lt. Col. Harold told reporters on Monday Cabunoc said that as of 5 p.m. on Sunday, the armed groups who were involved in the firefight have already withdrawn from the encounter site. “So far, okay naman (ang situation on the ground). As of 7 p.m. wala nang naririnig na putok,” Cabunoc said. Cabunoc said members of the International Monitoring Team (IMT) and the Coordinating Committee on the Cessation of Hostilities (CCCH) have already arrived in Mamasapano town help ease the tensions by talking to the MILF and BIFF parties. “Of course there are tensions on the ground, (but) we are trying our best to talk to different leaders, the LGUs, the MILF and even BIFF to difuse all tensions and settle the problem in a peaceful manner,” Cabunoc said. Defense Secretary Voltaire Gazmin said the military is now confirming reports that Jemaah Islamiyah leader Zulkifli bin Hir also known as Commander Marwan was killed in a day-long firefight between the Philippine National Police (PNP) and the Moro Islamic Liberation Front (MILF) in Mamasapano town in Maguindanao on Sunday. “Well, we have no confirmation but that was the report we got last night…According to reports they (PNP) were able to neutralize one of them, si Marwan, although ‘yung isa nakawala, ‘yung si Basit Usman,” Gazmin told reporters in Camp Aguinaldo on Monday.
