House education panel calls for more measures to address labor impact of K to 12

Government agencies dealing with the labor impact of the Kindergarten to Grade 12 on college level enrollment were challenged on Tuesday to come up with more options aside from tasking college professors to teach in senior high school. CHED, DOLE and the Department of Education should come up with a better alternative than asking professors to teach in senior high school, committee chair Pasig Rep Roman Romulo said “Hindi rin naman fair na kumikita ka ng malaki tapos bigla na lang bababa ang sweldo mo dahil sa K-12. kailangang magkaroon ng lunas [ang problema] para hindi maapektuhan ang pamumuhay ng mga teachers,” he said in a press conference after the hearing. Romulo made the statement after professors from several higher education institutions brought to the attention of the House committee on higher and technical education their fears on their possible displacement from colleges and universities because of the K-12 program. Based on the data from the Commission on Higher Education (CHED), a total of 86,001 faculty members in private HEIs are at risk of being displaced when grades 11 and 12 start in 2016. In a statement issued Monday, CHED Chair Patricia Licuanan said Filipino will still have a place in the new curriculum since courses under the GEC may be taught in either English or Filipino, as stated under CMO 20-2013. Licuanan said among the remedies being discussed include the assignment of disciplinal courses to former GE faculty, the deployment of some higher education faculty to senior high school, Read More …

June about to end with only 1 typhoon; 2 or 3 were expected

The month of June is about to end, but so far only one typhoon (Typhoon Ester) has passed through the Philippine Area of Responsibility, a “24 Oras” weather report on Tuesday said. This is less than PAGASA’s previous estimate of two to three cyclones that could probably pass through PAR this month, said Nathaniel “Mang Tani” Cruz, GMA’s resident meteorologist. “Kakaiba pa nga ang Ester dahil sa may West Philippine Sea (South China Sea) ito nabuo di tulad noong karaniwang [bagyo] na sa Pacific Ocean nagmumula,” Cruz added. The reason why there are no low pressure areas (LPAs) or cyclones forming from the western Pacific Ocean as of late is because there are no forces causing air convergence in the ocean, Cruz also said. However, PAGASA said that since the Intertropical Convergence Zone (ITCZ) is once again active in Southern Mindanao, it could possibly trigger the formation of an LPA in the next days, he reported. Rain may be experienced in Davao and SOCSARGEN on Wednesday, data from The Weather Company showed. Meanwhile in Visayas, the eastern section may experience some rain, said Cruz. Habagat winds weakened, but some rain will still be experienced in the northern and western sections of Luzon. In Metro Manila, chance of rain remains high in the afternoon and in the evening. —Kim Luces/NB, GMA News

EU backs DENR in campaign for lead paint-free schools

The Department of Environment and Natural Resources (DENR) and the European Union (EU) on Tuesday signed a “solidarity statement” that indicated their commitment to push for lead and mercury-safe schools. In a signing ceremony conducted at Commonwealth Elementary School in Quezon City, Environment Secretary Ramon Paje said the statement also showed the stakeholders’ agreement to promote and uphold lead and mercury safe schools, specifically “by using lead safe paints and by switching to mercury-free alternatives towards a toxic-free, zero waste educational system.” The statement was signed by Paje and EU Ambassador Guy Ledoux. Also in attendance were senior officials from the Department of Education (DepEd) and the Department of Health (DOH) , as well as 200 kids, parents, local government officials, doctors, and environmentalists. The efforts to eliminate lead especially from paint products is part of the P80-million Asian Lead Paint Elimination Project, being implemented in seven countries in Asia including the Philippines. The project is funded by the EU. Other beneficiaries of the project are Bangladesh, India, Indonesia, Nepal, Thailand and Sri Lanka. The EcoWaste Coalition is the leading project partner in the Philippines. In support of the project, Paje signed in January of this year the Chemical Control Order (CCO) for Lead and Lead Compounds. The CCO set the standard content of lead for locally produced paints at 90 parts per million (ppm), the current standard for lead decorative paints in the United States. The CCO also “strictly prohibits the use of lead and lead compounds in the Read More …

OFWs from Libya want new overseas jobs or wait for crisis to pass – DOLE chief

By Tina G. SantosPhilippine Daily Inquirer 9:31 pm | Tuesday, June 24th, 2014 MANILA, Philippines—Most of the overseas Filipino workers (OFWs) who returned to the country from strife-torn Libya have asked for job referrals from the government, Labor Secretary Rosalinda Baldoz revealed on Tuesday. Most of the OFWs were seeking assistance to be deployed to other countries, Baldoz said. On the other hand, there were at least 28 returning OFWs who sought for livelihood assistance from the Overseas Workers Welfare Administration (OWWA), an attached agency of the Department of Labor and Employment. Thirty-seven returning OFWs asked for transportation fares to be able to return to their provinces, three sought legal assistance, and two requested scholarship grants for their dependents. “There are many others, however, who were repatriated, are just waiting for the crisis to subside because they really want to go back to Libya and their employers also want them back,” noted Baldoz. Meanwhile, two batches of OFWs from Libya arrived Monday in two separate flights. Baldoz instructed OWWA  to extend assistance to the repatriates. Returnees were offered temporary shelter at the OWWA Halfway Home and were  briefed on the government’s Reintegration Program for OFWs, specifically the “Balik-Pinay, Balik-Hanapbuhay” program. Under the “Balik-Pinay, Balik-Hanapbuhay” program, the DOLE conducts skills assessment, business counseling and entrepreneurship development training to interested returning OFWs, after which, they are granted the ‘starter kits’ as a source of self-employment. Palace to Lani: PNoy will deliver SONA even without you

President Benigno Aquino III will push through with his State of the Nation Address (SONA) even with the absence of some personalities, including Cavite Rep. Lani Mercado. Mercado, the wife of Sen. Ramon Revilla Jr., said over the weekened that she would skip the SONA because she expected the President to crow about her husband’s arrest and detention over the P10-billion pork barrel scam. Revilla is facing graft and plunder charges before the anti-graft court in connection with the multibillion-peso scam. “It is a constitutionally mandated event and the President will deliver his State of the Nation Address regardless of reactions of some public officials who seemed to have been affected by the PDAF scam. That is a constitutional mandated event that the President is obligated to deliver,” presidential spokesperson Edwin Lacierda said in a news conference. Lacierda, nonetheless, said Mercado was well within her rights not to attend the SONA. “I think it’s… the right of every person, of every representative or senator to opt to attend or not,” Lacierda said. The Palace official, however, said he didn’t know what the contents of this year’s SONA woud be. “Hindi pa [namin] napag-uusapan yan… [and] the speechwriters have not met with the President on the SONA,” Lacierda said. Mercado said this would be the second time she would skip Aquino’s SONA, which is scheduled July 28 at the House of Representatives’ complex in Quezon City. Palace denies systematic plan to bring down opposition

Malacañang on Monday belied Manila Mayor Joseph Estrada’s claim that there is a “systematic plan” to bring down the opposition following the issuance of arrest orders on two senators considered critics of the administration. “We can also assure Mayor Estrada that the perception that [they] have is entirely inaccurate. There is no systematic plan [against the administration],” presidential spokesperson Edwin Lacierda said during a press conference. “What we have, however, is a plan to bring to court those who have been found to have misused their PDAF… and that would involve and affect anyone who… have misused their funds whether you are friend or foe,” he added. Estrada has accused the Aquino administration of going after opposition personalities one by one after the Sandiganbayan issued a warrant of arrest against his son, Sen. Jinggoy Estrada, in connection with the alleged P10-billion peso pork barrel fund scam. Jinggoy has already surrendered to the Philippine National Police (PNP). Last Friday, an arrest warrant was likewise issued against Sen. Ramon Bong Revilla Jr. also in connection with the pork barrel scam. He, too, surrendered to the PNP. Both Estrada and Revilla, as well as Senate Minority Leader Juan Ponce Enrile, are facing graft and plunder charges in connection with the supposed scam. Enrile is a known stalwart of the United Nationalist Alliance, a party formed by the elder Estrada and Vice President Jejomar Binay. Lacierda, however, said they are not just going after critics of the Aquino administration. “It’s not true that we Read More …

JV Ejercito: No visits to Jinggoy for now

Citing their unresolved rift, Sen. JV Ejercito on Monday said he has no plans of visiting his half-brother, Sen. Jinggoy Estrada, anytime soon at his detention center in Camp Crame. “Siguro in time,” Ejercito told GMA News TV’s “News To Go” in an interview. “Baka hindi pa niya ako gustong makita.” Estrada turned himself in to the police on Monday noon after the Sandiganbayan Fifth Division issued a warrant of arrest against him and several others in connection with the alleged P10-billion pork barrel scam. Estrada is charged with graft and plunder for allegedly pocketing P183.79 million in kickbacks from dealings with fake non-government organizations from 2004 to 2012. The rocky relationship between the two sons of former President and now Manila mayor Joseph Estrada became even more strained after Ejercito signed the Senate blue ribbon committee report on the pork barrel scam probe, which recommended the filing of plunder charges against Estrada and Senators Juan Ponce Enrile and Ramon Bong Revilla Jr. Estrada has earlier admitted he was hurt by his half-brother’s decision to sign the report. Even though they are not on good terms, Ejercito expressed sadness over his half-brother’s predicament, saying he is aware how the pork barrel controversy has affected the senator’s family, “I’m very much concerned… lalo na para sa kanyang pamilya. Alam ko kung gaano kasakit ang pinagdadaanan nila ngayon,” he said. Estrada was previously detained together with his father at Fort Sto. After ‘adjustment period,’ PNP to enforce regulations on Revilla visitors

Lani visits Bong in Camp Crame. Cavite Rep. Lani Mercado and her children arrive at Camp Crame’s Custodial Center in Quezon City on Sunday, June 22, to visit detained Sen. Ramon Bong Revilla Jr. Revilla is one of three senators implicated in the alleged P10-billion pork barrel scam. GMA News Following what it called an adjustment period last weekend, the Philippine National Police will enforce the visitation limits for detained Sen. Ramon “Bong” Revilla Jr. starting this week. The PNP Custodial Center said Revilla’s visitors will now have to abide by the rules allowing visits only on Thursday and Sunday, radio dzBB’s Rodil Vega reported Monday. The report said the PNP stressed the rules apply to all detainees, including Revilla, who was detained at the PNP Custodial Center after he surrendered to the Sandiganbayan last Friday. Revilla surrendered after the anti-graft court issued a warrant for his arrest over graft and plunder charges related to the P10-billion pork barrel scam. Revilla and his co-accused allegedly received P224.5 million in kickbacks from 2006 to 2010 for funding the ghost projects of alleged pork barrel scam brains Janet Lim Napoles’ non-government organizations. The dzBB report said the PNP was relatively “lax” in allowing visitors to Revilla last weekend because it considered that time a period of adjustment. Last weekend, Revilla’s family was allowed to visit him Friday and Saturday, and stay beyond 3 p.m. Sunday. Only lawyers, spiritual advisers and doctors have access to Revilla at any time of the week. Relatives Read More …
