Vice President Jejomar Binay’s wife, former Makati mayor Elenita Binay, will file grave abuse charges against the Ombudsman’s Office of the Special Prosecutor for supposedly “reviving” graft cases against her. Mrs. Binay’s lawyers are preparing the charges against the special prosecutor for “harassment” and for showing “undue haste” in filing the graft cases, the vice president’s spokesman Joey Salgado said in a statement Monday. “We had hoped that given the highly-charged political atmosphere… the Ombudsman’s Office of the Special Prosecutor would have shown greater prudence to avoid allegations that it is persecuting those who are not allies of the administration,” Salgado said. Mrs. Binay is facing graft and malversation cases before the Sandiganbayan Third Division for the purchase of allegedly overpriced beds for the Ospital ng Makati during her incumbency. The vice president’s wife, who served as Makati mayor from 1998 to 2001, is also facing separate graft cases before the anti-graft court’s Fourth Divison for alleged anomalies in the bidding for furniture for the Makati City Hall in 2001. Tens of thousands of students in the central Philippines began the school year on Monday in steamy tents and other makeshift classrooms, seven months after Super Typhoon Haiyan devastated the region. The government said it had hoped to rebuild or repair 20,000 classrooms before students returned, but new regulations requiring higher building standards so schools withstand future typhoons led to delays. “These are the birth pangs of making sure that resiliency… would be the basis for better structures,” presidential spokesman Edwin Lacierda said in Manila. “In the meantime, the students will be studying in structures which are not yet resilient, but we hope for their understanding.” At the Panaluran Central School in Tacloban, a coastal city which bore the brunt of the typhoon, hundreds of sweat-soaked children crammed into three temporary classrooms made from steel frames and corrugated iron sheets as the temperature outside hit 30 degrees Celsius (86 Fahrenheit). “It is pitiful to see them packed like sardines,” said housewife Gina Villamor as she anxiously waited for her children, aged 6 and 10, to finish their first day at school. “It is so hot in there. The security situation in Libya has deteriorated in the past days after a former military general and troops loyal to him launched an attack against militiamen in Benghazi City. Heavy fighting has been reported in the city by Aljazeera news agency as the two sides clashed. Mercy Dayawan, 40, an employee of a resort in Sabah, Malaysia, was kidnapped by armed gunmen along with one Chinese tourist last April 2, 2014. They were rescued May 30, 2014, by police authorities. Jose said that there were suspicions Dayawan was involved in the case, “but she has been cleared of any involvement in the case by the Malaysian police.” “Based on statements by the Malaysian authorities, there was no ransom paid,” he said. When asked by reporters whether the DFA would file a request to have the textbook changed, DFA spokesperson Charles Jose would not give any comments. Instead, he just cited the growing demand for Filipinos anywhere in the world. “In this age of globalization, Filipinos are everywhere,” Jose said. “They are needed and welcome in where they can contribute,” he said. The text book showed a sketch of a dark-skinned woman saying, “I am Filipino. I am a domestic helper in Hong Kong.” Other sketches in the text book showed a white man saying, “I am British. The recruitment agency, identified as Chanceteam International Services, Inc., gave the worker a “sales staff” and “servant” visa POEA Administrator Hans Leo Cacdac said in the statement that the worker admitted she will be going to Dubai, UAE to work as a domestic helper but a representative from the agency instructed her to show the “sales staff” visa when she arrives at the airport but to present the “servant” visa to her employer. “The worker narrated that when she reported to the recruitment agency the day following her failed departure, the agent instructed her to tell the POEA officers that the ‘servant’ visa was obtained on her behalf by her cousin in Dubai but she absentmindedly brought it to the airport,” the statement said. It includes technical advice and training on how to make the local business environment more competitive, attractive to investments and conducive to jobs creation. The House committee on overseas workers affairs recommended the strengthening of the Migrant Workers Act to put in place measures that would allow the government to repatriate overseas nationals in order to curb abuses against overseas Filipino workers. Committee chair and Akbayan Rep. Walden Bello said the committee was not satisfied with the way the Department of Labor and Employment (DOLE) and the Department of Foreign Affairs (DFA) handled their investigations into the issue, charging that the agencies gave the officials concerned mere “slaps on the wrist” or moved to ensure that they would not be held accountable for their actions. One recommendation is for the DFA and the DOLE to ensure there would be treaties or agreements between the Philippines and other countries to enable the Philippine government to forcibly repatriate Filipino nationals alleged to have committed crimes abroad against fellow Filipinos.
