3.9M families say they went hungry in Q1 2014 – SWS poll

Some 3.9 million Filipino families said they experienced going hungry in the first quarter of 2014, according to a new survey by pollster Social Weather Station. The 3.9 million families who claimed to have experienced having nothing to eat in the last three months is equivalent to 17.8 percent of Filipino families. The 17.8 percent figure is “marginally lower” than the 18.1 percent in December 2013. Also, the poll found that those who experienced severe hunger, having gone hungry “often” or “always,” rose 0.1 point to 2.8 percent or about 615,000 households. Moderate hunger, or having nothing to eat “only once” or “a few times,” dipped by 0.4 point to 15 percent, or 3.3 million families. The SWS poll was taken from March 27 to 30, and used face-to-face interviews of 1,200 adults nationwide. Sampling error margins of ±3% for national and ±6% for area percentages applied to the survey. By region Regionally, hunger fell by 12.3 points to 12 percent (about 356,000 families) in Metro Manila, and fell by 1.7 points in Mindanao to 18 percent (about 898,000 families). Hunger also fell by 0.8 point to 16.7 percent (701,000 families) in the Visayas. However, hunger worsened by 4.3 points to 20 percent (1.9 million families) in Balance Luzon. Aquino returns from ‘fruitful’ ASEAN Summit

President Benigno Aquino III returned to the Philippines early Monday, after visiting Myanmar to attend the Association of Southeast Asian Nations summit. Aquino arrived aboard a Philippine Airlines flight at the Ninoy Aquino International Airport Terminal 2 at 1:20 a.m., radio dzBB’s Manny Vargas reported. In his arrival statement, Aquino characterized the ASEAN meet as “fruitful,” because of the support given by ASEAN members for a diplomatic solution to the territorial row in the West Philippine Sea. PNoy calls on ASEAN to protect migrant workers, end human trafficking

President Benigno Aquino III, speaking at the plenary session of the 24th ASEAN Summit in Myanmar on Sunday, called on regional neighbors to work together to stop human trafficking and to protect the rights of migrant workers. Aquino said the Philippines looks forward to greater economic development when regional integration comes in 2015. He said, though, that economic development should not come at the expense of the welfare of people in the ASEAN, whether they are tourists, entrepreneurs, investors, or workers. “This is an especially compelling issue for the Philippine government, as we have always sought to protect the welfare of the millions of Filipinos who are today working in other countries,” he said. He urged other leaders at the summit “to commit to completing an ASEAN instrument on the protection and promotion of the rights of migrant workers” before 2015 to ensure decent working conditions for migrant workers in time for ASEAN integration. According to data from the Philippine Overseas Employment Administration, Singapore and Malaysia were among the top 10 destinations for overseas Filipino workers as of 2012. The POEA listed 172,690 OFWs deployed to Singapore that year while 38,407 Filipino migrant workers were sent to Malaysia. VP Binay: Launch of new political party will have to wait

Vice President Jejomar Binay said Sunday that a new political party that he was set to launch on June 12 will have to wait because the country is still focused on the P10-billion pork barrel scam. Binay told reporters that the organization of the new party is already in place, but that the launch will have to be deferred to later in the year. “Ang panahon ngayon ay panahon ng Napoles,” he said, referring to alleged scam mastermind Janet Lim-Napoles. “Mahirap makisiksik pa sa mga ganoong isyu.” Binay refused to say who would be joining him in the new party, the creation of which was announced after the vice president said he was leaving Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban) in February. Binay is president of the United Nationalist Alliance, which comprises PDP-Laban and Manila Mayor Joseph Estrada-led Pwersa ng Masang Pilipino. “Since aalis na si VP from PDP-Laban, walang magiging partner party ang PMP. ‘Yun naman ang itatayo namin,” UNA Secretary-General Toby Tiangco, congressman for Navotas, said in February. Koko Pimentel denies involvement in PDAF scam, warns of 'bogus' Napoles list

Even before any list has been made public, Senator Aquilino “Koko” Pimentel has denied inclusion in the supposed pork scam list kept by embattled businesswoman Janet Lim-Napoles. “Any list which includes my name as a ‘Napoles collaborator’ is a bogus list meant to muddle the present controversy,” the senator said in a statement on Sunday. The same statement was published on the senator’s Facebook page. Napoles, before undergoing surgery at the Ospital ng Makati in late April, met with Justice Secretary De Lima and agreed to “tell all” on the P10-billion pork barrel scam. De Lima has so far kept the list and the details of Napoles’ testimony from the public. However, a report on the Daily Tribune over the weekend claimed former senator Panfilo Lacson has given in to pressure from Malacañang to clean up his copy of the supposed Napoles list to remove the names of the administration’s political allies. Lacson’s “sanitized” list, which the report said has been leaked to another newspaper, supposedly contains the names of Pimentel and his father, former senator Aquilino Pimentel Jr. Lacson has denied the allegation in the Tribune report, which cited an unnamed source. “Official records will show that not a single centavo of my identified PDAF (Priority Development Assistance Fund)  projects has been endorsed for implementation to any Napoles-controlled NGO,” Pimentel said. Former Navy chief is new NDRRMC head

President Benigno Aquino III has appointed retired Navy flag officer in command Alexander Pama as the new head of the National Disaster Risk Reduction and Management Council. In an interview with reporters on Sunday, Defense department spokesman Peter Paul Galvez confirmed that the President appointed Pama as the new NDRRMC chief and concurrent head of the Office of Civil Defense. Pama replaces Eduardo del Rosario, who resigned last month, citing his flagging health. “Upon the submission of a resignation filed by Undersecretary Del Rosario due to health reasons, we forwarded this (recommendation) to the president and the president has accepted it,” Galvez said. Del Rosario’s stint at the NDDRMC saw major catastrophes such as a 7.2-magnitude earthquake that hit Bohol and other parts of Central Visayas and super typhoon Yolanda, the strongest typhoon to ever make landfall. The turnover ceremony will be held Monday, he added. “Alex Pama was selected based on his experience with the Defense department,” Galvez said. Pama, a member of the Philippine Military Academy Class of 1979, retired as Navy chief on December 21, 2012. Palace can use executive privilege to keep Napoles list secret – lawyer

Without  Malacañang’s consent, not even senators can compel Justice Secretary Leila de Lima to divulge the contents of Janet Lim Napoles’ supposed tell-all testimony because she is covered by executive privilege, a veteran lawyer said Sunday. Lawyer Romulo Macalintal said in a statement that, as a Cabinet official, De Lima has to seek Aquino’s permission before revealing the names of supposed conspirators in the pork barrel scam contained in the so-called “Napoles list.” “Since De Lima is the alter ego or ‘the other self’ of the President, compelling her to attend the hearing without the consent of the President is  equivalent to requiring the President himself to appear before Congress in violation of the constitutionally-mandated principle of separation of powers,” he said. Senate President Franklin Drilon said last week that the Senate blue ribbon committee, which conducted an inquiry on the P10-billion fund scam involving several lawmakers’ shares of the Priority Development Assistance Fund, can force the Justice secretary to reveal Napoles’ list of all the individuals involved in the anomaly. Navy verifying reports of Chinese ships off Panatag Shoal

The Philippine Navy is still verifying reports from the US 7th Fleet that two Chinese frigates were spotted in the vicinity of Panatag (Scarborough) Shoal, but added it will likely leave the matter to the Department of Foreign Affairs. According to Col. Edgard Arevalo, commander of the Navy Civil Military Operations group, said the Navy is still waiting for reports “from our end” to corroborate reports that two Chinese ships, one with bow number 572, were spotted by a US helicopter operating off the USS Blue Ridge, the flagship of the 7th Fleet. “We are validating it from our side, kasi ang report nun [nanggaling] sa US 7th Fleet e,” he said. Arevalo said, though, that this would not be the first time that Chinese warships have been seen in or near territory claimed by the Philippines. He added that the Navy defers to the DFA in developments in the West Philippine Sea, the portion of the South China Sea that the Philippines claims. He explained that the “underpinnings” and “repercussions” of the reported sighting of the Chinese ships near Philippine territory falls under the mandate of the Foreign Affairs department. “Hindi tayo sumasagot sa armed forces lang,” he said. Group gives water conservation tips before water levels in dams go critical

Check your faucets and pipes, recycle water for flushing, and organize your laundry schedule. These were among the 24 tips given out by an ecological group as it said people should no longer wait for water levels in major dams to reach critical levels. “We should not wait for the water levels in Angat, La Mesa and other vital dams to reach super critical levels during the long dry spell before we act to conserve water,” said EcoWaste Coalition coordinator Aileen Lucero. Earlier, Angat Dam plant manager Rodolfo German said the dam’s water level has reached 182.2 meters as of Monday morning. German said the dam management may cut off water for irrigation once the water level reaches 180 meters. He added the critical level for drinking water is 160 meters. PH diplomat Buenaflor Cruz, husband facing human trafficking raps in Canada

Canadian federal police said Friday they had brought charges against the diplomat, Buenaflor Cruz, and her husband Robert Cruz for mischief, uttering threats, withholding their nanny’s identification documents and human trafficking. The police cited “third-party allegations” that the nanny was being “exploited… for financial and material benefits” and that the Cruz couple had threatened her “by withholding or destroying her documents,” The Canadian Press, Canada’s national news agency, reported.
