MANILA, Philippines – UCPB Savings Bank (USB), the thrift unit of United Coconut Planters Bank, posted a strong 36 percent growth in net income last year to P404 million from P297 million in 2012. USB president and CEO Joseph Justiniano attributed the earnings growth to the bank’s more aggressive stance towards marketing commercial and consumer loan products. Total loans climbed 26.42 percent from P6.8 billion in 2012 to P8.6 billion in 2013. He said USB achieved these results in 2013 “amid noted trials and challenges in the banking industry.” USB’s non-performing loan ratio, the proportion of soured loans to total loans, stood at a low three percent. Total capital adequacy ratio (CAR), a measure of a bank’s financial strength, was at 26.61 percent, way above Bangko Sentral ng Pilipinas’ 10 percent minimum requirement. MANILA, Philippines – The government has signed a $150-million loan agreement to partly fund this year’s general budget requirements particularly for fiscal centralization reform program. In a statement, the Department of Finance said the loan was obtained from Agence Française de Développement (AFD), a French development finance institution. Finance Secretary Cesar V. Purisima signed the agreement with French Ambassador Gilles Garachon and AFD Country Director Luc Le Cabellec in the presence of European Ambassador Guy Ledoux and National Treasurer Rosalia V. De Leon. The European Union is extending about P300 million (4.8 million euro) worth of loan to strengthen the national Disaster Preparedness Audit (DPA) framework to be implemented by the Department of Interior and Local Government. This project aims to improve local government performance in institutionalizing disaster preparedness policies and monitoring disaster preparedness response, and strengthen the public finance management at the local level. MANILA, Philippines – The Department of Agriculture (DA) has imposed provisional anti-dumping duties on Turkish flour, having found positive cases of dumping by importers. “The Department of Agriculture found, after preliminary determination, an affirmative finding of dumping on the petition filed by PAFMIL for the imposition of anti-dumping duty against imported wheat flour originating from Turkey,” said the DA in an order published yesterday. Agriculture Secretary Proceso Alcala signed the order last Monday, the order becomes and is effective 15 days from date of publication in two major newspapers. To be imposed in addition to the seven percent regular import duty on flour is a provisional duty of 35 percent on hard flour used for making bread, 39.26 percent on biscuit bread, and 35.21 percent on soft flour which is used for pastries and cookies. The provisional import duty would be imposed for four months while the Tariff Commission conducts a formal investigation to determine if a permanent anti-dumping duty should be imposed. Rychtar has alleged that Vitangcol is the mastermind of an attempt to extort $30-million from Czech company Inekon Group, which was interested in the contract to supply and maintain the EDSA MRT. “Pinag-aaralan na po ito ng mga abogado natin. Such cross-border kidnappings have become more common recently with militants from the lawless southern Philippines travelling to nearby Malaysia, where there are many dive resorts popular with foreign tourists. Nabil Talahi Idjiran, a member of the Abu Sayyaf group who took part in one such raid on Malaysia’s Sipadan island, was arrested in the southern Philippine port city of Zamboanga, said Colonel Andrelino Colina, head of a special anti-terror task force. “He was one of the members of the group that kidnapped them (the 21 hostages),” Colina told AFP. Idjiran also took turns guarding the hostages who were taken across the sea border to the remote Philippine island of Jolo, he added. Photo from http://pcoo.gov.ph MANILA, Philippines – Amid the perception that the defense pact between the Philippines and the United States was being rushed, Malacañang denied any knowledge if the Enhanced Defense Cooperation Agreement (EDCA) will be ready in time for United States President Barack Obama’s visit to the Philippines. “We have no information on any signing activity,” Communications Secretary Herminio Coloma Jr. said in a press briefing on Wednesday. The spokesperson said the agreement, which already went through eight rounds of bilateral talks, is still being discussed by the US and Philippine governments. “In the last update I gave you last Monday, I told you that inter-agency vetting is still ongoing—that’s for the Philippine side,” Coloma told reporters. The EDCA will allow US military rotational presence in the country and access to the facilities of the Armed Forces of the Philippines. The defense pact, which builds on earlier treaties, is supposed to be mutually beneficial to the two countries. Critics, however, are wary that it will become a lopsided deal, especially since details of the agreement have yet to be released to the public. As an executive agreement, it will not need approval of the Senate, though many lawmakers are questioning its constitutionality. In a report by ABC action news, Josephine Austria was killed by her 24-year-old boyfriend, Alexander Richardson, around 1 a.m. on Sunday (Monday in Manila). The report said that Austria, Richardson and several guests were at the couple’s house at 2300 block of Hillcreek Circle East for a birthday party. Then Richardson shot Austria. Austria was rushed to hospital where she was declared dead on arrival. “At some point that morning, Richardson went down to a gas station on McMullen Booth Road to tell someone that he had shot his girlfriend,” the report said. Richardson is currently under the custody of the authorities charged with second-degree murder. “Police are still working to get more information on what led to Austria’s death,” it added. The SC said that there is no valid and convincing reason to grant the petition to use a laptop in answering the Bar Examinations. “The Court resolved, upon the recommendation of the Office of the Bar Confidant, to deny the present petition of Cora C. Amarga for permission to use a laptop for answering the 2014 bar examinations, there being no valid and convincing reason to grant the same,” said the resolution signed by en banc Clerk of Court Atty.
