Gov’t pursues complete takeover of MRT3

MANILA, Philippines – The Department of Transportation and Communications (DOTC) is pursuing the complete government takeover of the owner of the facilities of the Metro Rail Transit line 3 (MRT-3) amid the opposition of the major shareholder of Metro Rail Transit Corp. (MRTC). Transportation Secretary Joseph Emilio Abaya said the government would push through with the proposed equity value buy out (EVBO) despite the opposition made by MRT Holdings Inc. (MRTH) that owns 100 percent of MRTC. “We have our own legal counsel, we will push and they will push. So lets see. We will execute (the EVBO) and I am sure they will go to court,” Abaya said. Abaya said the Board of Directors of both Land Bank of the Philippines and Development Bank of the Philippines have issued resolution to execute the buyout of the private shareholders of MRTC. He explained that the government is just awaiting for an opinion from the Office of the Solicitor General (OSG) on the executive of the complete government take over. According to Abaya, the acquisition of an 80 percent stake by Landbank and DBP was made during the term of former President Gloria Macapagal Arroyo. Wanted Iranian dies in NBI custody

Carvajal |Philippine Daily Inquirer 9:26 am | Wednesday, August 20th, 2014 INQUIRER.net FILE PHOTO MANILA, Philippines–An Iranian national arrested by the National Bureau of Investigation on the request of the US Department of Justice after he was indicted in a US court for being part of a conspiracy to smuggle to Iran about 20 tons of specialized steel “with nuclear applications” died Monday evening of cardiac arrest, an NBI official said. The NBI said the United States government had sought the extradition of Parviz Khaki, 47, of Tehran after he was arrested by NBI agents at the Ninoy Aquino International Airport (Naia) in 2012. The US justice department told the NBI the Iranian was indicted in the District Court of Columbia for being part of a conspiracy to smuggle to Iran about 20 tons of specialized steel “with nuclear applications” which were considered suitable for gas centrifuges used in uranium enrichment. Khaki was indicted on six counts of fraud over his attempt to deliver the highly technical materials and nickel alloy to Iran. Records showed Khaki was also charged by the US justice department with money laundering and violating US laws with respect to the American embargo against Iran. NBI records showed the Iranian was on his way back to Iran when he was arrested by NBI agents at Naia Terminal 1 on May 26, 2012. Khaki’s extradition to the US did not push through, however, after the Iranian Embassy filed a petition in Manila Regional Trial Court Branch 21 opposing his extradition. Read More …

DFA hits harassment of PH fishers by Chinese

AFP FILE PHOTO MANILA, Philippines–The Department of Foreign Affairs will include incidents of Chinese harassment of Filipino fishermen exercising their right to fish in Philippine seas, in its new diplomatic protest to be filed this week against China’s “illegitimate sovereignty patrols” in Philippine waters. Incidents like this would show proof of the Philippines’ concern over the “constant and overwhelming presence” of China in Philippine waters, said Assistant Secretary Charles Jose, the DFA spokesman. He said they will be included in a new diplomatic protest “because this is the result of the presence of China, they are harassing (fishermen) and this is affecting our ability to exercise our sovereign rights there.” Jose made the remarks in reaction to an incident last Aug. 1 where a Chinese Coast Guard vessel allegedly harassed a small fishing boat carrying local officials led by Pag-asa island Mayor Eugenio Bito-onon Jr. and journalists to the island off Palawan. According to Jose, the DFA has not received a report on the Pag-asa island incident, explaining that the department gets intelligence reports involving Filipino fishermen being harassed by Chinese ships in Philippine waters. He said the diplomatic protest will be made through a note verbale sent to the Chinese Embassy in Manila. California’s health safety net stressed despite Obamacare

INQUIRER.net US Bureau 5:47 am | Wednesday, August 20th, 2014 CALIFORNIA REPORT BERKELEY, California – While the Affordable Care Act or Obamacare has helped millions of Californians gain health insurance, millions more remain uninsured and dependent on a safety net system that is inadequately funded and difficult to navigate, a new report by a policy think tank argues. The Greenlining Institute interviewed staff from safety net providers, foundations that support health work and a policy nonprofit. The report is titled “Voices from the Front Lines: California’s Remaining Uninsured and the Safety Net.” “Even after the Affordable Care Act is fully implemented, millions of Californians will remain uninsured,” said Greenlining Institute Health Policy Director Carla Saporta. “Right now these Californians face a safety net system that’s complex, fragmented and underfunded and ultimately that hurts us all.” While a significant number of the uninsured are undocumented, many are not. Interviewees repeatedly expressed concern about funding levels and the difficulty of accessing care – particularly for families of mixed immigration status, who must navigate a minefield of complex rules and differing eligibility requirements. “If you don’t insure every single person, the system is not going to work,” one safety net provider commented. “It’s going to be pieces falling apart.” Greenlining’s report concludes with a series of policy recommendations, including passage of SB 1005 (Lara), which would extend private insurance and Medi-Cal so that coverage is available to all Californians. Watch out for Lucy: Scarlett Johansson plays the titular character in Luc Besson’s latest emerging-woman flick. You’ve got to admire Scarlett Johansson’s career trajectory of late — from indie films to Woody Allen to blockbuster superhero franchises, without losing a step in her high heels. But the most surprising direction she’s taken has been a trilogy of science fiction flicks that explore what it means to be a future woman. Her wasn’t supposed to feature her, of course. But director Spike Jonze replaced Samantha Morton’s voiceover and Johansson took over the purring tones of Joaquin Phoenix’s OS. The computer operating system, called Samantha, eventually evolves beyond human consciousness to some kind of singularity, a point where artificial intelligence transcends us. Scarlett had left the building, and was now part of the ethernet consciousness, an uber-being that understood everything about love, human frailties, and our potential. Then there was Under the Skin, Jonathan Glazer’s meditative/arty take on Michel Faber’s science fiction novel. In it she played an alien seductress who picks up Scottish hitchhikers and lures them to their unfortunate demise. The movie was notable for Johansson’s deadma stare and quiet authority, as she investigated a planet (Earth) she found more and more beguiling. Under the Skin was certainly oblique, filled with long, unsettling shots and little dialogue, almost like a Kubrick film in its reluctance to be easily understood. PAL nixes meet

MANILA, Philippines – PAL Holdings Inc., the parent firm of national flag carrier Philippine Airlines Inc. (PAL), has called off its scheduled annual stockholders’ meeting scheduled next month as the buyout talks between taipan Lucio Tan and diversified conglomerate San Miguel Corp. (SMC) continues to drag. PAL Holdings assistant corporate secretary Ma. Cecilia Pesayco said in a disclosure to the Philippine Stock Exchange (PSE) that the company’s Board of Directors approved the deferment of the 2014 Annual Stockholders’ Meeting scheduled on the last working day of September. “In light of the ongoing discussions between the San Miguel Corp. Group and the Lucio Tan Group with respect to their indirect equity stakes in PAL Holdings, PAL, and Air Philippines Corporation,” Pesayco said. She added that both parties have agreed to postpone the Annual Stockholders’ Meeting, which under the By-Laws, should be held on the last working day of September. The Tan Group wants to take back full control of PAL by buying back the 49 percent stake of SMC in PAL.
