Foreign Secretary Albert del Rosario said it would pick up Filipinos from Misrata and Benghazi and hopefully Sirte, adding that others could still flee across the land border to Tunisia. “We have 400 from Misrata, we have 300 from Benghazi and we have something like a couple of hundred from Sirte but the boat cannot go into Sirte because it’s a shallow harbour so we need a small vessel to bring the people back out to the boat,” he said. He said the ship, chartered for about $1.8 million which can carry 1,500 passengers, would reach Libya at the end of the week “We are counting on getting as many people as possible,” so they can be brought to safety in Malta, he said. PHL raises alert level 2 over Ebola-hit African countries

The Department of Health said it will continue to monitor the Ebola virus situation every day, and is keeping watch over seven migrant workers recently repatriated from Sierra Leone, one of the Ebola-affected areas. As of July August 8, more than 800 Ebola-related deaths have been reported. MANILA (Mabuhay) – The Philippine government is taking all necessary precautions to ensure that the dreaded Ebola virus now spreading in West Africa will not reach the country. “The Department of Health has made all necessary preparations, making sure if Ebola comes, we have all the necessary capacity, laboratory tests, as well as negative pressure rooms where to confine them,” said Health Secretary Enrique Ona. According to Ona, the Research Institute for Tropical Medicine (RITM) in Alabang is equipped with 6 negative pressure rooms. “Kung ang pasyente nasa loob, kasi negative pressure, yung kwartong yun ang hangin doon lamang. Hindi lumalabas ang hanging palabas,” he explained. The Lung Center of the Philippines in Quezon City also has two negative pressure rooms, he said. The RITM also has a unit which monitors new information, treatment and diagnostic procedures for newly emerging or even re-emerging diseases. Ona said the DOH, together with the Department of Foreign Affairs as well as the Department of Labor and Employment, is closely monitoring and working with overseas Filipino workers in countries where the virus has spread. He added that an inter-agency task force has already placed three countries in West Africa, where Ebola virus is spreading, under level 2. Read More …

Drilon denies law on savings insults SC

CELEBRATING THE SENATE’S 97th ANNIVERSARY. Senate President Franklin M. Drilon addresses Senate officials and employees during the Senate’s flag raising ceremony Monday, October 21. Drilon took the opportunity to thank everyone for what he calls a “selfless act” in deciding to forego plans to celebrate the annual Christmas Party in favor of donating the funds to the victims of recent calamities that struck Visayas and Mindanao. The Senate, which is also celebrating its 97th Anniversary, has also decided to allocate the budget for the anniversary to the victims of the recent 7.2 magnitude earthquake that hit Bohol and Cebu. (MNS photo) MANILA (Mabuhay) – Senate President Franklin Drilon insists Congress’ move to clearly define savings is not an insult to the Supreme Court. Drilon explained it is the legislative body’s prerogative to create laws that will clarify the concept of savings in the budget. President Aquino has ordered both chambers of Congress to draft a resolution that will allow government to declared savings midyear and use them for other projects. “What the Supreme Court did is to interpret what Congress meant as savings because of the definition of savings under the General Appropriations Act. So we have the prerogative as the policy-making body of government to clearly define by law either through a special law or GAA what we mean exactly by savings,” he said. “It is not an insult. It is part of our system of government,” he added. The issue of “savings” has become a hot topic after Read More …

Aspirin reduces risk from some cancers, says study

©Mars Evis/shutterstock.com (PARIS–AFP) – Daily, long-term doses of aspirin can slash the risk of cancer of the digestive tract, according to an overview of research published on Wednesday. Aspirin greatly reduces the risk of developing and dying from bowel, stomach and oesophageal cancer, its authors said. They found that taking aspirin for 10 years could cut bowel cancer cases by around 35 percent and deaths by 40 percent. Rates of oesophageal and stomach cancers were cut by 30 percent and deaths from these cancers by 35-50 percent. To gain these benefits meant people had to start taking a daily dose of 75-100 mg for at least five years and probably 10 years between the ages of 50 and 65. No benefit was seen while they took aspirin for the first three years, and death rates were only reduced after five years. Aspirin has long been considered to be a boost in the fight against cardiovascular disease and has also been investigated for reputed anti-cancer effects. This is the first to throw up broad evidence that it can be a shield against these types of cancer, the scientists said. The study, published in the European cancer journal Annals of Oncology, was led by Jack Cuzick, a professor at the the Centre for Cancer Prevention at Queen Mary University of London. It looked at more than 200 clinical trials and other studies that explored aspirin’s anti-cancer effects. “Our study shows that if everyone aged between 50-65 started taking aspirin daily for at Read More …

Gov’t has P500-B in savings, says lawmaker

President Benigno S. Aquino III reviews the honor guard during the send-off ceremony at the Ninoy Aquino International Airport (NAIA) Terminal II on Thursday (December 12). To attend the ASEAN-Japan Commemorative Summit in Tokyo, Japan. (MNS photo) MANILA (Mabuhay) – Bayan Muna party-list Rep. Neri Colmenares believes the Aquino administration has as much as P500 billion in savings to date. Colmenares said the government had P223 billion in savings in 2013. He said the National Expenditure Program (NEP) also listed some P257 billion in funds for 2014. The lawmaker said the savings could easily have gone to the disbursement acceleration program of Malacanang if it had not been struck down as unconstitutional by the Supreme Court. “Malaki pala pwede na DAP based sa sinubmit na NEP ng Malacanang. Bakit kailangan mangutang? Napakalaki savings, P500 billion na savings 2013 at 2014,” he said. Aside from government’s savings, Colmenares also intends to ask the government about its proposed redefinition of savings and the lump sum items in the proposed 2015 national budget. As much as P500 billion in lump sum special purpose funds are present in the proposed budget. Colmenares explained that the Palace’s proposal to allow government to declare savings midyear to realign it to other projects, a mechanism similar to the now unconstitutional disbursement acceleration program, allows the government to have two budgets. The first budget is from January to June and is approved by Congress while the second is from July to December based on the realignments of the Read More …

Hope-filled, heart-filled singing launches Nicole and Carlo David’s ‘Simula’

By Lorenzo Paran III Nicole, 28, and Carlo, 26, share a light moment with their father, illustrious singer Mon David, who joined them on stage for a number during their CD launching concert at Art Share. (Photo by Rick Gavino) There was something refreshing about Nicole and Carlo David’s concert at Art Share in Los Angeles on Friday, July 25, 2014. No doubt the occasion itself had something to do with it. The two – children of illustrious L.A.-based singer Mon David and a singing duo since 2008 – were launching their debut CD, aptly called “Simula.” There was also the crowd of about 80, consisting of family, friends, Mon David’s music colleagues, and other supporters who had gathered to watch the two. And then there was the hip and handsome performance space that was Art Share’s concert hall: a deep and cavernous auditorium that was a perfect complement to the pair’s voices and the sound of Carlo’s acoustic guitar. Refreshing too were the songs that Nicole and Carlo chose to sing that evening. Whether it was a cover of a Jason Mraz number or one of their own compositions, there was always a positive note in the lyrics, a sense of optimism. Maroon 5’s “Daylight,” their opening number, speaks of a decision to cling on to a treasured moment, while Mraz’s “I Won’t Give Up” and John Legend’s “All of Me” speak not only of love but also of total devotion. As for their own musical creations, Nicole and Carlo, who are based Read More …
