Aquino downplays ISIS threat in PH

By Christian V. Esguerra |Philippine Daily Inquirer 6:30 pm | Sunday, September 21st, 2014 President Benigno S. Aquino III AP BERLIN—President Benigno Aquino III has downplayed the threat posed by the extremist group Islamic State of Iraq and Syria (ISIS) in the Philippines, saying the Moro Islamic Liberation Front (MILF) has been helping prevent Filipino Muslims from getting drawn to the terrorist group. The President expressed doubts over claims that some of them have become affiliated with ISIS, which has been on a rampage in Iraq. “With regard to claims of being part of ISIS, we think these are more [of] claims, and our intelligence reports tell us that they are not based on actual contact or coordination with the same,” he said in a joint press conference with German Chancellor Angela Merkel. “It is an attempt to enhance their own status, especially for those that are increasingly being marginalized.” In a separate forum, he indicated that these groups, which he did not identify, were just riding on the prominence of the ISIS threat. “The same groups that were claiming linkage to Al-Qaeda according to our intelligence reports are the same people who are claiming that they have pledged allegiance to the caliph of the ISIS,” he told his audience here. “And we presumed not to belittle them but if there is a new group that is ascendant, they will be probably the next franchisee in our country.” Aquino acknowledge that the MILF “probably had some links to Al Qaeda Read More …

Longer jail time sought for gov’t officials transferring ill-gotten property

The government employee who connived with the official proven to have acquired properties through ill-gotten wealth also faces perpetual disqualification from public office, and confiscation or forfeiture in favor of the government of any prohibited interest. PNoy to address PHL territorial row with China on US trip

President Benigno S.C. Aquino will discuss the Philippines’ territorial dispute with China during his five-day US visit after rallying European support for the use of international arbitration to resolve the issue, Manila’s top diplomat in the US said Sunday. According to Philippine ambassador to the US Jose Cuisia, Aquino will tackle the subject in his scheduled speeches at Harvard University’s John F. Kennedy School of Government in Massachusetts and at Columbia University in New York. “The reason the President is very confident to speak about it [is] not only because he knows the issue very well, but [because] we have very strong grounds for advancing our position,” Cuisia said in a press statement issued by the Presidential Communications Operations Office on Sunday. The Philippines and China have a long-standing territorial dispute over several islands, islets, and atolls in the West Philippine Sea (South China Sea), which were believed to be rich in natural resources. The tension escalated in April 2012, when Manila and Beijing became locked in a standoff at Scarborough Shoal (Panatag Shoal) after Chinese vessels prevented Philippine authorities from arresting Chinese fishermen allegedly poaching in the shoal. This led to the country’s filing a case against China at the Netherlands-based Permanent Court of Arbitration operating under the United Nations Convention on the Law of the Sea (UNLCOS). China, on the other hand, rejected the country’s case filing. Earlier, Beijing turned down multilateral negotiations in resolving the territorial issue, saying it preferred bilateral talks. Lawmakers want application period for Martial Law victims extended to May

On the 42nd anniversary of the declaration of Martial Law, party-list lawmakers have urged Congress to extend the deadline – from November 2014 to May next year – for the filing of claims by victims of human rights violations during the Marcos regime. Akbayan party-list Reps. Ibarra Gutierrez and Walden Bello have filed Joint House Resolution No. 16 prolonging the period for the filing of claims to cope with the large number of victims seeking reparation and recognition under Republic Act 10368, or the Human Rights Victims Reparation and Recognition Act of 2013. The law recognizes  as conclusively presumed human rights violation victims (HRVVs) claimants of the class suit and direct action plaintiffs of cases filed in Honolulu and other US courts against the late President Ferdinand Marcos, and those recognized by the Bantayog ng mga Bayani. In a statement on Sunday, Gutierrez said Congress’ adoption of the joint resolution will ensure “the struggles of the people who have fought the Marcos dictatorship are given due recognition and the full opportunity to secure their rightful place in our history.” The draft Joint House Resolution 16 seeks to give human rights violation victims, their legal heirs or representatives are given a six-month extension from November 10, 2014 to file an application for compensation with the Human Rights Victims’ Claims Board (HRVCB). The board will be mandated to establish permanent application centers or desks in all regional offices of the Commission on Human Rights (CHR) to guarantee accessibility for victims filing their Read More …

Tropical Storm ‘Mario’ lashes Taiwan

Agence France-Presse 1:39 pm | Sunday, September 21st, 2014 TAIPEI — Tropical storm Fung-Wong, which left 10 dead in the Philippines, on Sunday pounded Taiwan with torrential downpours and strong winds, forcing the cancellation of dozens of flights and ferry services. Source: Project Noah | 01:01 pm, September 21, 2014 The defence ministry has ordered 48,000 soldiers to be on stand-by while fishing boats were advised to seek shelter at ports. Fung-Wong (locally named Mario in the Philippines) scrapped the southern tip of the island around 10:00 am (0200 GMT) after it veered east away from its forecast route, the Central Weather Bureau said. The storm brought torrential rains and strong winds which whipped high waves off the south coast, forcing thousands of tourists and surfers to leave the popular Kenting area. Packing winds of 90 kilometers (56 miles) per hour, Fung-Wong had dumped up to 60 centimeters (24 inches) of rain as it tracked north-northeast, the bureau said. “As heavy rains could trigger landslides, people should stay away from the mountainous areas,” a weather forecaster from the bureau said as the authorities evacuated more than 1,200 residents from areas prone to mudslides. A total of 57 domestic and seven international flights were cancelled and ferry services to the offshore islands and mainland China were also suspended, according to the Central Emergency Operation Center. Kaohsiung was on alert as authorities deployed water pumps to the main southern city, which is still recovering from a huge blast which killed 30 people Read More …

Pinoys in Boston welcome PNoy ‘home’

President Benigno Aquino III arrived in Boston, Massachusetts late Saturday evening (Sunday morning in Manila) to begin his four-day working visit to the US after concluding his four-nation Europe trip. Boston is known to be “home” to the Aquinos as the late Senator Benigno “Ninoy” Aquino Jr, the President’s father, spent his days of exile in the quaint American town during Martial Law. Ninoy was with his family then and President Aquino himself spent some of his formative years in Boston. According to a press release from the Presidential Communications Operations Office (PCOO), national president of the Philippine Nurses Association of America Leticia Hermosa admitted that she turned “very emotional” upon learning that PNoy will visit Boston. She added that the Filipino community there has been waiting for the PNoy’s visit since Ninoy’s assassination. Hermosa fondly recalls Ninoy’s passion for serving the Philippines. Also, she told the PCOO: “It’s very, very emotional for me because when Benigno, the father, went home. He really has very, very strong feelings about doing a good job in the Philippines. And… the unfortunate thing happened, so I was very sad… and from then on the Filipino community here in Boston is looking forward to the [Aquinos] visit here.” The Filipino community in Boston has since been looking forward to a visit from the Aquinos, especially when Corazon “Cory” Aquino became president of the Philippines. “[It] started with Cory…, we were looking forward to her coming back here. And of course, now with President Aquino, Read More …

OFWs rue loss of special lane

Philippine Daily Inquirer 7:11 am | Sunday, September 21st, 2014 MANILA, Philippines—An association of recruitment companies has opposed the removal of the OFW Express Lane for passport services at the Department of Foreign Affairs, saying the unreasonable delay in the release of passports would affect the deployment of thousands of Filipino workers overseas. FILE Photo The group had written Foreign Secretary Albert del Rosario, asking him to bring back the special lane and take into consideration the situation of overseas Filipino workers (OFWs). Alfredo Palmiery, president of the Federation of Manpower Exporters Inc., said the processing of OFW passport applications would now take as long as 45 days. “If this is not immediately addressed, many of our OFWs are bound to lose confirmed job contracts, thereby depriving them of job and income opportunities,” Palmiery said in the letter to Del Rosario. He noted that most employers of OFWs did not like to wait long for their workers and often canceled job contracts already offered. Palmiery said OFWs were willing to pay an “expediting” fee if the special lane is restored. He said the DFA’s Office of Consular Affairs removed the special lane four months ago, taking the recruitment industry by surprise. The express lane expedites the release of new passports and passport renewals in 15 regular working days. Niña P. ‘Mission accomplished’: Aquino ends Europe trip, heads for Boston

By Christian V. Esguerra |Philippine Daily Inquirer 2:44 am | Sunday, September 21st, 2014 President Benigno S. Aquino III at a forum in Berlin with members of the Philippine media before he left for Boston. Malacañang Photo Bureau BERLIN—Mission accomplished. President Benigno Aquino III ended his weeklong European trip on Saturday convinced that he had gathered enough support behind the Philippines’ call for a peaceful resolution of conflicts in the South China Sea, particularly through international arbitration. “The short answer is yes,” he told reporters over coffee at 8 p.m. on Friday here (3 a.m. Saturday in Manila) when asked if he felt he had achieved the goal of his four-nation tour of Europe. With Spain (which has offered to be the Philippines’ voice in the European Union), Belgium, France and Germany all seeking a resolution of the territorial disputes through processes provided under international law, the President said it was time to “get to a stage where we have reasonable and doable objectives.” Mr. Aquino said he had been told by some of his European counterparts that they had been asking Beijing about its claim to 90 percent of the 3.5-million-square-kilometer South China Sea. He said another point of inquiry was “adherence” to the United Nations Convention on the Law of the Sea (Unclos). “There seems to be a push,” he said. One of the most categorical statements came from German Chancellor Angela Merkel who described “international dispute settlement arrangements that we have on the basis of Unclos” as Read More …
