Aquino approves $3.6-B Haiyan reconstruction plan

(MNS photo) MANILA, October 30, 2014 (AFP) – Philippine President Benigno Aquino approved Thursday a 160-billion-peso ($3.6 billion) plan to rebuild areas ravaged by Super Typhoon Haiyan one year after the disaster, his spokesman said. The plan includes reconstruction timetables demanded by Aquino who last week criticised the pace of rebuilding, Presidential Spokesman Edwin Lacierda said. Haiyan, the strongest storm ever to make landfall, packed winds of 315 kilometers (195 miles) per hour when it slammed the central Philippines in November last year, bringing tsunami-like storm surges that wiped out entire villages and left more than 7,350 people dead or missing. “The work programs, all the details have been inputted into the detailed rehabilitation plan,” Lacierda told reporters. An initial 52 billion pesos of the total rehabilitation budget had been released by the budget department, he added. Aquino earlier this month said he wanted the rehabilitation program “substantially completed” by the time his term ends in mid-2016, as tens of thousands of typhoon survivors remain without homes and vital infrastructure. Slain Laude’s German boyfriend deported, barred from reentering PHL

But the Immigration order stated that Sueselbeck is barred from re-entering the Philippines, after a complaint was filed against him following an incident where he scaled a fence in Camp Aguinaldo and pushed aside a military personnel in an attempt to confront US Marine Private First Class Joseph Scott Pemberton. Pemberton is facing a murder complaint in connection with the October 11 killing of Laude inside a motel in Olongapo City. The BI issued the order after granting in a meeting of the Board of Commissioners on Thursday morning the German’s request to be voluntarily deported. The deportation order said that in filing a motion for voluntary deportation, Sueselbeck is “deemed to admit the charges against him, agrees to have his name placed on the black list and be barred from re-entering the country, and undertakes to secure his outbound ticket,” the bureau said in a statement. The BI added that Sueselbeck would be able to leave the country as a deportee subject to presentation of outbound ticket and a clearance from the National Bureau of Investigation. Justice Secretary Leila De said she may order the National Bureau of Investigation (NBI) to investigate allegations against UNA stalwart Vice-President Jejomar Binay, members of his family, and other individuals implicated in the Binays’ alleged pocketing of public funds through rigged Makati City projects. MANILA, Oct 30 (Mabuhay) – Vice President Jejomar Binay said he won’t back out of his debate with Senator Antonio Trillanes IV. In an interview with reporters in Naga, Binay said he will stand by his word, contrary to allegations he will back out. “Ako naman ang nagsabing mag-debate, hindi naman ako aatras,” he said. The Kapisanan ng mga Brodkaster sa Pilipinas set the date on November 10, but Binay said he will be available after November 12. (MNS photo) MANILA (Mabuhay) – The continued absence of US Marine Private First Class Joseph Scott Pemberton has started to baffle the family of Jeffrey “Jennifer” Laude, the transgender whom he allegedly murdered in Olongapo City last October 11. Pemberton should be made to appear even to just accommodate the Laudes’ request for fingerprint and DNA samples to be used as bases for comparison, said the family’s counsel Harry Roque. “I don’t understand why, in my 25 years of practicing criminal law, this is the only case where there are no fingerprints [of the suspect],” said Roque at a forum at the University of the Philippines Law Center Tuesday. “There is no basis for comparison of the semen specimen and fingerprints found at the scene of the crime, and the VFA is the reason why we don’t have that evidence,” he said. VFA is the Visiting Forces Agreement, which contains a provision that allows US custody of of its erring personnel  until the end of all judicial proceedings. VFA didn’t kill Jennifer Laude – DFA

(MNS photo) MANILA (Mabuhay) – Amid calls for the abrogation of the Visiting Forces Agreement (VFA), the Department of Foreign Affairs (DFA) maintained that the accord has served the “national interest” of the country. “I think the VFA has served the national interest [of the Philippines]. It doesn’t follow that VFA killed Jennifer Laude,” DFA spokesman Charles Jose said. Jose said that if not because of the VFA, the country would not have criminal jurisdiction over US Private First Class Joseph Scott Pemberton, the suspect in the brutal killing of transgender Jeffrey “Jennifer” Laude. Laude was found lifeless inside the bathroom of a motel in Olongapo City on October 11. “If there is no VFA, he (Pemberton) might have a total immunity. But because of the VFA, we are able to investigate him,” he said, adding that the Philippine government has Pemeberton’s criminal jurisdiction. According to Jose, Pemberton, who is now detained at the joint Philippine-American facility in Camp Aguinaldo, could not leave the country while the investigation is ongoing. Pacquiao, mobbed by his supporters during a promotional trip to Hong Kong, said “I’m crossing my fingers” that the hotly anticipated Mayweather fight could happen in 2015. “Hopefully that fight will happen by next year,” he told AFP in an interview. “I’m crossing my fingers that that fight will happen but right now my mind is already set to focus on my next fight with Algieri. On Monday, Magdangal reported to her first shooting day for “Flordeliza,” confirming weeks of speculation that she will reunite with Agustin nearly two decades after they were launched as a tandem via “Gimik” in 1996. Agustin earlier announced in his return to ABS-CBN with the lead role in “Flordeliza,” but could not confirm if Magdangal had officially signed up as his leading lady in the project. The new series is under the direction of Wenn Deramas, who was also behind Magdangal and Agustin’s last film together as ABS-CBN stars, “Kung Ikaw Ay Isang Panaginip,” in 2002. Magdangal transferred to GMA-7 that year. Agustin followed suit in 2006. Without giving details about her role in “Flordeliza,” Magdangal said she has never done a similar character in her career.
