MANILA, Philippines – The Department of Transportation and Communications (DOTC) has deferred anew the bid submission deadline for the proposed P4-billion transportation hub in Taguig City by at least a month to give prequalified bidders more time. DOTC undersecretary Jose Perpetuo Lotilla issued General Bid Bulletin 15 – 2015 informing the prequalified bidders on the changes in the May 18 deadline for the Integrated Transport System (ITS) South Terminal project. “In view of the final clearances that will have to be secured for the project, and in order to give prospective bidders ample time to prepare their submissions, the deadline of submission and opening of bids shall be moved from May 18 to 30 calendar days from the confirmation of the final version of bidding documents,” he said. Lotilla pointed out that the final version of the bid documents approved by the agency’s Pre-Qualification Bids and Awards Committee (PBAC) could be accessed by the bidders in the data room in the DOTC website. The DOTC has already prequalified Ayala Land Inc., Filinvest Land Inc. of taipan Andrew Gotianun, Datem Inc., and MWM Terminals led by Filipino-owned Megawide Construction Corp. for the PPP project last Dec. 10. Despite the issues surrounding Makati Homeville, Vice President Jejomar Binay said on Friday that the city’s relocation site in Calauan, Laguna is a model in the housing sector. “Magtanong ho kayo sa housing sector — modelo ho kami ng naglilikas at naglilipat ng taga-Makati,” he said in an exclusive report on “24 Oras.” However, residents of the relocation site have complained about the lack of electricity and water in their new homes. To this, Binay said it was former Makati City Vice Mayor Ernesto Mercado’s fault, saying his former ally owns Twinleaf Construction, the contractor that was supposed to provide amenities for the relocation site. Mercado, on the other hand, admitted that he and two of his children are part owners of Twinleaf, stressed he was not connected to the firm until years after the project was finished in 2008. “Ako ay nagkaroon ng partisipasyon sa Twinleaf noong 2013 hanggang ngayon. ‘Di ko tinatanggi na ako ang presidente niyan,” he said. A lotto bettor won P33.447 million on Friday evening after getting the jackpot of the Philippine Charity Sweepstakes Office’s Megalotto 6/45 draw. The PCSO said the bettor got the combination of 04-39-13-16-05-30 to win the jackpot worth P33,446,892. But as in the past, the PCSO will not name the winner for security reasons. There were no winners for Friday night’s Ultra Lotto 6/58 P50-million jackpot. In a verbal motion given in open court, Napoles’ lawyer, Atty. Stephen David, cited Rules of Court that if a convicted criminal is moved to a permanent jail like the Women’s Correctional in Mandaluyong, all proceedings will have to be done in that jail. Saying it will be “inconvenient for both the prosecution and the defense to hold hearings” in the Women’s Correctional, David asked the court to let Napoles stay in the Bureau of Jail Management in Taguig. This, despite the commitment order signed by Makati City Judge Elmo Alameda Tuesday, ordering the transfer of Napoles to the Mandaluyong jail. David said they will file a written motion within the day. For her part, Presiding Justice Amparo Cabotage Tang likewise said the issue will be resolved within the day.
