The latest draft communiqué to be issued by APEC heads of state at the close of a two-day summit on Thursday did not refer to the territorial dispute among Asian nations in the South China Sea, but included the string of attacks on Paris, Beirut and on the Russian aircraft over Sinai. Highlighting their concerns over the impact of terrorism on their economies, the APEC leaders called for unity amid the global scourge, which they said needs “urgent” and “increased” international cooperation. “We strongly condemn all acts, methods, and practices of terrorism in all their forms and manifestations. We will not allow terrorism to threaten the fundamental values that underpin our free and open economies,” according to the latest draft. According to Communication Secretary Herminio Coloma, Jr., the Philippines is keen to increase bilateral trade, encouraging South Korean companies to invest in shipbuilding, automotive manufacturing, food production, food processing and agribusiness, electronics, energy and renewable energy, finance and banking, infrastructure and public-private-partnership (PPP) projects, such as the development of the Puerto Princesa airport in Palawan. HUDCC told to refund P9.6-M bonuses, incentives given to officials, employees in 2014

In an annual audit report posted on its website last week, the COA said executives and personnel of HUDCC received the bonuses and incentives in two instances without a valid legal basis. Based on the COA records, a total of P6.727 million was released by the HUDCC”s Program on Awards and Incentives for Service Excellence (PRAISE) to its officials and personnel as a form of Personnel Incentive Award (PIA).
