At the presidential forum of the Philippine Chamber of Commerce and Industry, Roxas clarified that he is not against the proposal but it should be studied very carefully as it may create a dent in the financial status of the country. “I’m not putting out this argument to say why I’m not for it, I’m just saying that we ought to have a very, very sober, non-populist discussion of where this money is presently going and where and why it should go back to taxpayers,” he said. “It should not be discussed in the heat of political battle of elections. DOJ summons 90 suspects in Mamasapano clash for prelim probe

(MNS photo) MANILA, Oct. 28 (Mabuhay)– The Department of Justice has summoned to a preliminary investigation the 90 suspects in the killings of 35 of the 44 elite policemen in the January 25 Mamasapano encounter. Prosecutor General Claro Arellano said the preliminary probe hearings would be done on November 11 and 27, at 10 a.m. at the DOJ main office in Manila. He said subpoenas for the implicated members of the Moro Islamic Liberation Front had already been sent to the rebel group. Meanwhile, subpoenas for members of the Bangsamoro Islamic Freedom Fighters and private armed groups had already been sent to the office of the Mamasapano mayor. The NBI-NPS last September filed the first batch of criminal complaints against the 90 individuals behind the deaths of the 35 Special Action Force commandos of the Philippine National Police who belonged to the 55th Special Action Company. The slain policemen were part of a team trying to serve arrest warrants and capture two international terrorists said to be hiding in Mindanao, including Malaysian terrorist Zulkifli Bin Hir alias Marwan. Comelec to rule on Poe’s disqualification cases before year ends

(MNS Photo) MANILA, Oct. 28 (Mabuhay) – The Commission on Elections will rule on the disqualification cases filed against independent presidential candidate, Senator Grace Poe, before the middle of December. “Sa palagay ko as soon as possible consistent with due process. Hindi patatagalin ang kaso. Kami ay handa ilabas ang decision sa bagay na yan at sa ibang bagay tungkol sa mga kandidato we will see,” Comelec Commissioner Arthur Lim told reporters after facing a congressional hearing. “Definitely we will act on this perhaps not later than the middle of December or even earlier.” The poll body is expected to finalize the list of candidates by December, ahead of the beginning of the printing of the ballots. Ballots are expected to be customized according to each local jurisdiction. The Comelec has asked all but 5 of the 130 who filed their certificates of candidacy for president to explain why they should not be declared nuisance candidates. They will be subjected to preliminary conference before being heard by the divisions of the Comelec. (MNS photo) MANILA  (Mabuhay) — A year after charges have been filed before the Sandiganbayan, the first pork barrel scam-related plunder case in now set for trial proper. Alleged pork barrel scam mastermind Janet Lim-Napoles, lawyer Jessica Lucila “Gigi” Reyes, and two others will be tried before the Sandiganbayan Third Division thrice a week starting January 13, 2016. The proceedings against Senator Juan Ponce Enrile, with respect to the case, is temporarily suspended pending the Supreme Court’s final ruling on his petition for Bill of Particulars. Enrile and Reyes are accused of pocketing P172 million worth of kickbacks after allocating the senator’s Priority Development Assistance Fund (PDAF) to Napoles-linked fake non-government organizations from 2004 to 2010. Among the documents to be presented are liquidation documents of PDAF-related special allotment release orders and Commission on Audit’s Special Audit Report, confirmations letters and replies. Aside from the whistleblowers, Senator Alan Peter Cayetano, Commissioner Kim Henares and representatives from COA, Department of Justice, Department of Agriculture and Anti-Money Laundering Council will be invited to testify for the prosecution panel. Sixteen mosquito samples, four American crow, and 12 chickens tested positive this week.  One mosquito sample collected from the city of Norwalk represents the first confirmation of WNV in that city this year. WNV is still actively transmitting throughout the southland and residents are strongly encouraged to take precautions to avoid mosquito bites. Aside from their core of young fans, the primetime series is also attracting older viewers who are just as hooked to the love story of Clark (Reid) and Leah (Lustre). “Hindi namin ito in-expect,” Lustre said. “We are really grateful for that po kasi this is our first teleserye ever, so nakakatuwa. Vice presidential candidate Escudero said standard-bearer Poe would make the announcement. Escudero refused to give the names of those included in the slate but confirmed that aspirants Bayan Muna Representative Neri Colmenares, Atty. Lorna Kapunan, and Manila Vice Mayor Isko Moreno would be part of it. “Syempre pinuntahan namin yung proclamation nila kaya siguradong kasama na sila sa line up,” Escudero said. PNP to go on heightened alert for Undas from Oct. 29 to Nov. 3

(MNS photo) MANILA (Mabuhay) — The Philippine National Police (PNP) on Monday said its units nationwide will go on a heightened alert status from October 29 until November 3. According to PNP chief Ricardo Marquez, the heightened alert status is part of the police force’s security measures for the All Saints’ Day. Marquez said he is also allowing police commanders to upgrade the alert status depending on the situation in their areas of jurisdiction. He added that aside from providing security in cemeteries around the country, policemen will also help other agencies and local government units in traffic management. The PNP will also provide security to transport terminals, particularly in Metro Manila, which is expected to be crowded by passengers who will return to the provinces for All Saints’ Day. (MNS)

(MNS photo) MANILA (Mabuhay) – The petitions for amparo and habeas corpus against Iglesia ni Cristo leader Eduardo Manalo and other officials of the religious group has been raffled to the Seventh Division of the Court of Appeals. CA clerk of court Teresita Marigomen on Monday told reporters that the CA division is chaired by Associate Justices Magdangal de Leon, with members Elihu Ybanez and Associate Justices Victoria Isabel Paredes, who is the ponente. The petition, filed by Anthony Menorca and Jungko Otsuka with the Supreme Court last week, was transferred to the appeals court for hearing and resolution. The hearing will be held at the CA main office in Manila on November 3 at 10 a.m. Manalo was ordered to bring to the CA hearing Anthony’s brother alleged victim Lowell Menorca and his wife, Jungko’s twin sister Jinky Otsuka. The SC had directed the CA to decide on the case within 10 days after its submission for decision. Menorca and his family have since been ‘rescued’ from the alleged detention, a lawyer said on Friday. Sandiganbayan seizes Luy’s USB

Benhur Luy (MNS Photo) MANILA  (Mabuhay) – The Sandiganbayan Fifth Division on Monday seized the USB flash drive of pork barrel scam primary state witness Benhuy Luy, which supposedly contains files that detail the involvement of several lawmakers in the multi-billion peso scam. “For the meantime, let this USB be in the possession of the court,” Fifth Division chairman Associate Justice Roland Jurado declared at the continuation of the hearing of former congressman Edgar Valdez’s petition to post bail for a plunder case. Jurado made the decision after Luy admitted in open court that he has a back-up copy of the files contained in his external hard disk drive saved in his USB. Composed of over a thousand pages, Luy’s external hard drive allegedly contained spreadsheet files, soft copies of vouchers, receipts, photos and other documents that supposedly detail the transactions of alleged scam mastermind Janet Lim-Napoles with several lawmakers. Records of the amounts of kickbacks the lawmakers, including Valdez, allegedly received from Napoles in exchange for allocating their Priority Development Assistance Fund (PDAF) or pork barrel to her alleged fake foundations were also supposedly in the hard drive. Luy said the files in his 16-gigabyte USB were the same as those contained in his 500 gigabyte external hard drive, which he had turned over to the National Bureau of Investigation (NBI) and which has been used by the prosecution as evidence against several officials charged in the scam.
