Ducut, formerly Pampanga representative and now chair of the Energy Regulatory Commission, was the alleged agent of Napoles in the chamber. Testifying during the bail hearing of Napoles before the antigraft court’s Third Division, Merlina Suñas said she was with Napoles when the businesswoman and Ducut met. Suñas added that she also accompanied Napoles and Ducut as they went to the offices of other lawmakers. She said among the lawmakers they visited were “Estrella” and “Romualdo.” She did not give the first names. “Sila po ung mga kliyente ni Napoles that time,” Suñas said. She said Napoles went to the chamber at the most five times. Coast Guard warns vs. colorums during Holy Week

(MNS photo) MANILA (Mabuhay) – Filipinos expected to flock to the provinces for Holy Week were warned Wednesday against boarding colorum or unregistered vessels. The Philippine Coast Guard also encouraged the public to call its hotline 0917-PCG-DOTC (0917-724-3682) to report colorums or untoward incidents. In a post on its website, the Coast Guard warned against “colorum” inter-island passenger vessels this Holy Week and dry (summer) season. PCG Commandant Vice admiral Rodolfo Isorena said such colorum vessels may not comply with safety standards of the Maritime Industry Authority. “First and foremost, they won’t give any insurance to the passengers if and when a maritime incident occurs. Most of them also do not have life vests and carry defective life rafts onboard. These violations, obviously, if tolerated may result to a major tragedy which we don’t like to happen,” Isorena said. He added some ship operators exploit the huge number of passengers especially in areas where families will spend their vacations. Aquino skirting liability by refusing to apologize over Mamasapano – Miriam

(MNS photo) MANILA (Mabuhay) – President Benigno Aquino III is refusing to apologize over the January 25 Mamasapano incident to avoid civil or criminal liability arising from a confession, Senator Miriam Defensor Santiago said Wednesday. At a press conference, Santiago said Aquino was aware that he would lose his immunity from suits once his term ends in 2016. “He wants to avoid any liability arising from a confession after his term finishes in 2016. Remember that after he is no longer President, he becomes liable to all manner of suits. He loses his immunity from suit, both civil and criminal,” she said. “So he is afraid that if he apologizes, in effect, some court might consider that that is a confession admissible in law and in effect therefore he will be his own worst witness. That is why he does not want to apologize. He wants to evade any criminal or even civil liability after 2016,” she added. Various groups and several lawmakers have asked the President to apologize over the incident, where over 60 people, including 44 policemen, were killed, but Malacañang said Aquino already stated that he accepts responsibility over it. Peña is personally attending to matters to make sure the employees get their salaries, given the struggle for the top post of the city’s local government. Binay is still holding office at the new city hall, while Peña is currently at the old one. “Nagfo-focus na kaming mabuti doon sa mga dapat naming tinatrabaho regarding doon sa mga sweldo ng ating mga empleyado,” Peña said. He added: “Kinaklaro rin namin sa kanila na kami na ‘yung kinikilala ng Landbank kasi dalawa yata ‘yon, ilan ‘yung bangko namin.” The report also said Peña wants to talk to Binay regarding the employees’ salaries next payday. Poe urges DOJ: Expedite probe report on Mamasapano clash

(MNS photo) MANILA (Mabuhay) — Amid differing findings by various bodies conducting probes into the Mamasapano incident, Senator Grace Poe on Wednesday  urged the Department of Justice to expedite the completion of its investigation report. “Given the differing findings of fact, it is more imperative for the DOJ to expedite and finish its investigation, identify the culpable individuals and prosecute them,” Poe told reporters in a text message. On the other hand, the senator commended the leadership of the Moro Islamic Liberation Front for completing their investigation on the Mamasapano incident “without further delay, and (for) furnishing the Senate with a copy of the report.” On Tuesday, the MILF submitted its report to the Senate. Much earlier, the Philippine National Police’s Board of Inquiry had submitted its report to the chamber, shortly after completing its probe on the incident. Poe is the head of the Senate committee on public order and dangerous drugs, which led the probe on the Mamasapano incident that resulted in the deaths of 44 Special Action Force troopers, 18 MILF fighters, and five civilians. Curtis spent two days visiting parts of Leyte, where she saw the recovery operations in areas hit by Typhoon Yolanda. She also spent time interacting with children and their families. “I am honored to join UNICEF on this very fulfilling and meaningful trip. I am deeply touched by how children and families have coped and are building back their lives. Clearly, significant progress have been achieved. Talking to children and their families, and being able to bring smiles to their faces is something I will remember for the rest of my life,” she said. As a donor and supporter of UNICEF, Curtis said she is glad to see that the funds have reached and worked for children who are in need.
