Rizal Park Management personnel install colorful native lanterns, or parols, at the park on Wednesday. Less than a month before Christmas, establishments are busy beautifying and adding Christmas decorations for the Yuletide season. (MNS photo) MANILA (Mabuhay) – Senate President Franklin Drilon said on Tuesday that Congressional leaders have agreed to tackle and pass a host of key measures before the Christmas break, including laws to purge unfair business practices, and to increase the take-home pay of workers in the private and public sectors. “After our monthly meeting, we reached a consensus with the House of Representatives to enact at least eight or nine proposed measures before Congress takes a break on December 17,” said Drilon. “We resolved to finish the priority measures, in recognition of their immense benefits to the public and the urgency needed to properly effect such legislation,” he added. “For instance, we are bound to enact the bill that will raise the tax exemption ceiling of the 13th-month pay and other benefits from P30,000 to P82,000, so that the President will be able to sign it before the year ends,” said Drilon, noting that the House agreed to adopt the Senate’s version of the bill. In the House version, the limit was pegged at P75,000. Drilon said Congress will pass the Fair Competition Act “in order to promote economic efficiency in trade, industry and commerce through the prohibition of anti-competitive agreements, abuse of dominant position, and anti-competitive mergers that distort and restrict competition.” “Having a competition Read More …

Solon seeks mandatory vision screening for preschoolers

President Benigno S. Aquino III poses with pupils of the newly repaired classrooms of Guiuan East Central School in Barangay 8, Poblacion, Guiuan during the visit to the province of Eastern Samar on Friday (November 07). It was in Guiuan where super Typhoon Yolanda, the strongest typhoon ever recorded, made its first landfall on November 08, 2013. (MNS photo) MANILA (Mabuhay) – A lawmaker is proposing the mandatory vision screening for school entrants for the early treatment of “lazy eye,” which is one of the causes of visual impairment and blindness among children worldwide. Rep. Kimi S. Cojuangco (5th District, Pangasinan) filed House Bill 5190, which seeks to create the National Vision Screening Program (NVSP) to screen the eye vision of kindergarten pupils. Cojuangco said that lazy eye, or amblyopia, is often caused by a high degree of disparity in refractive power between the eyes and that the prevalence figures range from two to five percent of all children. “The condition is treatable, with a high success rate if done before the age of 7. This declines significantly beyond that age. When the opportunity passes, amblyopic children most likely end up with permanent visual impairment. At worst, they can get blind,” she said. Cojuangco said because it is impossible for eye doctors to check every child in the country, the national vision screening is a fast and cost-effective means of checking children’s vision. Among the objectives of the NVSP are to identify early childhood visual problems and to provide immediate Read More …

Retail giant SM inaugurated the park on Wednesday and will be open to the public starting November 30. (MNS photo) MANILA (Mabuhay) – Lawmakers have filed a measure calling for a congressional inquiry into the alleged failure of the government to allocate a big part of the revenue collection from Republic Act 10351 or the Sin Tax Law to finance its universal health care program. “After its enactment two years ago, many Filipinos are still not covered by the universal health care program of the government and many cities and provinces are still without public clinics and hospitals,” Rep. Rufus B. Rodriguez (2nd district, Cagayan de Oro City) said. In House Resolution 1591, Rodriguez asked the concerned House committee to conduct an inquiry into the matter and invite the officials of the Department of Finance (DOF), Bureau of Internal Revenue (BIR) and Department of Budget and Management (DBM) to shed light on the issue. According to Rodriguez, the law, which was enacted in December 18, 2012, was expected to produce additional revenue amounting to P34 billion. “The law was enacted to cover millions of Filipinos in the government universal health care program and the promise that the government will construct public clinics and hospital throughout the country,” Rodriguez said. Rodriguez said the revenues to be collected from the sin tax Read More …
