Obama’s immigration relief not a pathway to legalization or citizenship

Thousands of undocumented Filipinos living in the United States must have been dismayed by President Barack Obama’s sensational immigration relief. I’m sure they were expecting a much broader immigration reform. They thought for awhile that the contents of the Executive Order of the President on immigration will pave the way for their citizenship, or at least  for them to become permanent residents. The  order as it turned out is just a temporary relief. It will not even provide healthcare benefits to undocumented immigrants. It is still up to the Republican dominated Congress to pass legislation to overhaul  the country’s immigration policies. Some Filipinos here in Orange country said Obama’s immigration program for the undocumented is far too limited. Although the Obama immigration relief is temporary, I hope it will eventually compel Congress to act on the comprehensive immigration reform bill to provide lasting solution to America’ s flawed immigration policies. Under the new immigration program contained in the Executive Order recently signed by President Obama, qualified aliens will be given works permits, driver’s license and a three year protection from deportation, provided they pass criminal background checks and pay back taxes. It will also delay the deportation of undocumented parents of children who are either U.S. citizens or permanent residents. The new immigration law will also protect  children brought in illegally by their parents in America before January 1, 2010. However, these privileges being given to undocumented immigrants who qualify under the new government program, are only good for three Read More …

PHL seeks to block adultery website

President Benigno S. Aquino III welcomes Kingdom of Norway Ambassador to the Philippines Erik Ferner during the presentation of credentials at the Music Room of the Malacañan Palace on Thursday (November 27). (MNS photo) MANILA (AFP) – The Philippine justice secretary said Sunday she is seeking to block extramarital dating site Ashley Madison in the country – under charges it facilitates crime. “The website is a platform that allows illegal acts to be eventually committed. A ban may be enforced,” Secretary Leila de Lima said in an SMS statement, referring to Ashley Madison. The Canada-based firm, which has the slogan: “Life is short. Have an affair”, recently launched their website in the Philippines, where the population is largely Roman Catholic and divorce is illegal. De Lima stressed that “adultery” also remains against the law in the Philippines, even though it has largely been un-enforced and is a country where many powerful men flaunt their mistresses. Adultery and “concubinage,” are punishable by at least six months in jail under Philippine law. She said: “The (telecommunications companies) will have to do their part to ensure that illegal content and websites that are used to drive illicit conduct are not used,” she said. De Lima did not specify if they could be compelled to block the website. Local press reports say that at least 2,500 Filipinos have already signed up to the website since its recent launch. Singapore and South Korea have previously banned Ashley Madison, citing that it threatened family values.

Julie Anne San Jose in PHL’s first holographic concert

Julie Anne San Jose (MNS Photo) Hologram technology has been astonishing concertgoers abroad for some time now. It’s been used to bring dead artists back to “life” through digital illusion, including Tupac Shakur in 2012 and Michael Jackson last May. Multi-platinum recording artist Julie Anne San Jose is set to stage a solo concert that her drumbeaters claim would make her the first artist to be holographic in a local show. “I’m excited and, of course, pressured (kasi) dito po talaga natin makikita ’yung advancement ng technology. Of course, makikita ninyo (rin) ’yung other side ni Julie Anne (in the show),” she said. Along with the singer, an “army of Julie Annes” will be “virtualized” in a powerful opening dance number. According to a release, Julie Anne is set to showcase powerful vocals, electrifying dance moves and talent in playing various musical instruments in the concert. Admittedly nervous over filling up the huge concert venue, Julie Anne has been preparing for the big day so her audience would get their money’s worth. “May mga dance lessons po ako and voice lessons. I’ve been preparing a lot kasi po kailangang lumakas ang stamina ko. I work out, I go to the gym, I do rehearsals hanggang sa ma-perfect ko ’yung mga production numbers na gagawin ko,” she said. Julie Anne’s “Hologram” concert will be at SM Mall of Asia Arena on Dec. 13. The show is directed by Louie Ignacio and produced by GMA Network, Inc. and Tarroza Entertainment Productions. DNA findings bolster hate crime theory – Roque

Members of ProGay and women’s rights group Gabriela rally in front of the Supreme Court in Manila on Tuesday, November 25, to denounce the alleged government inaction on violence against women. The rally was held just as the high court was on its second day of oral arguments on the constitutionality of the PHL-US Enhanced Defense Cooperation Agreement. (MNS photo) MANILA (Mabuhay)  — Lawyer Harry Roque said the findings of authorities on the condoms found in the room where transgender Jennifer Laude was killed only bolsters the theory that the killing is a hate crime. Roque said the findings only shows that Laude and suspect Joseph Scott Pemberton did not have sex. “They did not have sex. [Private First Class Joseph Scott Pemberton] must have found out [Laude] is not a biological woman. It must have been the reason why he [allegedly] killed Jennifer,” he said. He said the crime is no longer a simple crime but one that is laced with hate. Last week, a lawyer of the Laude family revealed that the DNA samples taken by authorities in the two condoms found inside the room where Laude was killed did not match hers nor that of Pemberton. Roque noted, however, that this is on the assumption that DNA samples were indeed taken from the suspect himself. “If you were in my shoes, would you accept those results given that your witness was not present when this person claiming to be Pemberton gave his DNA samples,” he asked. Until Read More …

Bongbong questions P12.9B budget for projects not under DILG’s mandate

DILG Secretary Mar Roxas III (left) chats with Senators Grace Poe-Llamanzares, JV Ejercito, and Ferdinand Marcos Jr. during the Senate deliberation on the 2015 budget of the Department of Interior and Local Government on Monday, November 24. (MNS photo) MANILA (Mabuhay) – Senator Ferdinand “Bongbong” Marcos Jr. on Monday night questioned the P12.9 billion allotment for water supply, low-cost housing and other projects to the Department of Interior and Local Government (DILG) which were contained in the errata submitted by the Department of Budget and Management. Marcos, chairman of the Senate local government committee, said the DILG has no mandate to build housing units, which is given to the National Housing Authority (NHA), or to create water supply, which is the concern of the Local Water Utilities Administration or the Department of Public Works and Highways (DPWH). He said the role of the DILG is simply supervision and not control of provinces, cities and municipalities. “The DILG chief has no technical expertise in low-cost housing, and even if he has, that is not his mandate. That is the responsibility of the National Housing Authority,” Marcos said. He said that instead of managing water supply projects or building houses, the DILG, headed by Sec. Mar Roxas, should focus on improving the peace and order situation and homeland security. He added that Roxas should strive towards ensuring that Filipinos feel safe at home, on the streets, in their workplaces and renew their trusts with men in uniform. In FOI bill, SC justices not exempted from releasing SALN

(Supreme Court of the Philippines} MANILA (Mabuhay) – Even Supreme Court (SC) justices will not be spared by the proposed Freedom of Information (FOI) bill once it is passed in Congress. In a press conference on Tuesday, Akbayan Representative Ibarra “Barry” Gutierrez, an author of the bill, said the bill is clear that even justices are required to make public their statements of assets, liabilities and net worth (SALN). “They really have no choice. In the law, we said that the SC has to upload their SALNs. They cannot willfully violate the law,” Gutierrez said. The high court is very strict about releasing the magistrates’ SALN, saying in a 2012 resolution that the public’s right to information is not absolute. “While providing guarantee for that right, the Constitution also provides that the people’s right to know is limited to ’matters of public concern’ and is further subject to such limitations as may be provided by law,” the high court said. Gutierrez said the FOI bill, if passed, will make moot the Supreme Court’s resolution on the SALN guidelines. “A resolution cannot be higher than the law,” he said. The tribunal made the ruling setting the SALN guidelines after Chief Justice Renato Corona was impeached by Congress on his failure to disclose his wealth. Asked if justices may be impeached if they fail to follow the bill’s provisions, Gutierrez agreed, citing culpable violation of the Constitution as a ground for impeachment. “The FOI requires SC justices to make available their SALN Read More …
