No chance Duterte will be impeached, Belmonte says

Two days before incoming President Rodrigo R. Duterte takes his Oath of Office on June 30, motorists along Jose Laurel St. and Ayala Blvd. near the Malacanang Complex are greeted by a giant photo of the outgoing Davao City mayor with the Seal of the Office of the President beside him on Tuesday (June 28, 2016). (PNA photo by Avito C. Dalan) MANILA  (Mabuhay) – Speaker Feliciano Belmonte Jr. on Tuesday shot down talk that President-elect Rodrigo Duterte could be ousted via impeachment under the 17th Congress. Belmonte, a leader of Liberal Party, said he did not see any reason for such an attempt to succeed. He said he was unaware where reports of Duterte’s possible impeachment were coming from. “The chances of that is zero and nobody will even think of it,” he told reporters at the sidelines of the formal turnover of a bronze Jose Rizal sculpture and an original copy of the 1935 Constitution. As a lawmaker who witnessed firsthand the progress of impeachment proceedings against former President Joseph Estrada in 2000, the late Chief Justice Renato Corona in December 2011 and the attempt against former Ombudsman Merceditas Gutierrez earlier that year, Belmonte said he did not see any reason for Duterte to worry about having a similar fate. “Definitely I don’t see any reason whatsoever for the President to fear this, or to even include it in his thinking,” he said. As to talk that LP could be planning to impeach Duterte so Vice President-elect Leni Read More …

Duterte admin looks at cable cars to solve Metro Manila’s gridlock

President-elect Rodrigo Duterte arrives via helicopter at the Philippine International Convention Center (PICC) in Pasay City on Wednesday to preside over the first meeting of his incoming Cabinet outside Davao City.(MNS photo) MANILA  (Mabuhay) – The Duterte administration is seriously looking at installing cable cars to solve the gridlock in Metro Manila, incoming Transportation Secretary Arthur Tugade said. Exploratory talks with a company that manufactured cable cars for Bolivia is ongoing, Tugade noted in an interview on national television Tuesday. However, he clarified that there is no definite plan yet – only a concept. “’Yung cable cars pinag-aaralan definitely… Ito ho, hinihiram ko ‘yung Bolivia experience kung saan mayroong mga cable car,” the incoming Cabinet official said. “Uumpishan mo muna ‘yan sa area ng Pasig, then EDSA, ito ‘yung mga gondola na may 35-passenger capacity,” he added. Tugade noted cable cars are better than constructing more roads that can further worsen traffic jams. “Kaya ko napag-isipan ‘yan, kasi pag nagdagdag tayo ng kalsada at nag-construct tayo eh lalo magkakatraffic. Kung gusto mo ng additional capacity pumunta ka sa itaas,” he said. He added that installing cable cars will not only solve the traffic problem but also involves the concept of for “scenic purposes.” For the long-term, Tugade said he will suggest using cable cars from Sta. Rosa, Laguna to Makati City, with stations in between. “Pinag-aaralan po ‘yung detalye maybe, it’s not technically accurate on my part to decide, but, suffice it to say for the moment that it is Read More …

Rosa, Laguna, Thursday. The machines are currently undergoing Hardware Acceptance Test (HAT).(MNS photo) MANILA (Mabuhay) — Commission on Elections (Comelec) Chief Andres Bautista said Tuesday that the poll body can successfully run the barangay elections even without the help of its three top commissioners. This, after Comelec Commissioner Rowena Guanzon said that she and Commissioners Robert Lim and Luie Guia will not participate in the conduct of village polls scheduled for October. Guanzon announced yesterday that three of them would not participate in running the village elections so they could focus on the many cases pending in their division. Before this, Bautista’s fellow Comelec commissioners issued a joint memorandum accusing him of “failure of leadership” over various issues, including the delayed release of honoraria for election workers and a mall company’s alleged demand for damages after the cancellation of mall voting. Guanzon and Guia also questioned over the weekend Bautista’s trip to Japan last Thursday when he allegedly left without designating an acting chair. Bautista stressed that he has issued a travel alert and that he has referred to existing memos Read More …

Incoming DA chief, a Manila Bulletin colleague

Incoming Department of Agriculture Secretary Manny Piñol has lots of bright ideas to help turn around the moribund agriculture business in the Philippines. Piñol is in the United States this week to explore possibilities of acquiring farm machineries on long term loans to maximize rice production. During a press conference in Irvine’s University Research Park, arranged and hosted by the Filipino American Chamber of Commerce of Orange, Piñol disclosed that his number one priority once he assumes his post is to make sure that food will be available and affordable for all Filipinos He also vowed to stop the rampant corruption in the Department of Agriculture to ensure that government funds intended for farm workers will not be pocketed by corrupt officials and employees in the department. Piñol told members of the Fil-Am Chamber that among other things he also intends to develop the country’s fisheries, and aquatic resources, and make the Philippines rice-sufficient and to revive the once flourishing copra and abaca industries. He said he would encourage farm workers, with ample government support and funding, to maximize farm production. The Philippines has a total agricultural land area of 13 million hectares. In spite of this vast land area, however, the country sadly and shamefully continues to import rice from other countries to meet the growing demand of its expanding population. It will be recalled that when President Benigno Aquino became president, he promised to make Philippines self-sufficient. Well, that has yet to happen. Piñol said he would look Read More …

(MNS photo) MANILA  (Mabuhay) – The Revised Anti-Carnapping Act, which imposes stiffer penalties for the perpetrators of carnapping, is now up for President Aquino’s approval. House Bill 4544, authored by re-elected Reps. Gloria Macapagal-Arroyo (2nd District, Pampanga), Evelina Escudero (1st District, Sorsogon) and Winston Castelo (2nd District, Quezon City), aims to increase the years of imprisonment for carjackers and gives a more elaborate description of who can be considered as violators of the anti-carnapping law.
