Afghan hospital guard kills 3 US doctors, including Fil-Am pediatrician

The shooting at Cure International Hospital in western Kabul was the latest in a string of deadly attacks on foreign civilians in the Afghan capital. Two of the dead Americans were a father and son, Health Minister Soraya Dalil said, adding that the third American was a Cure International doctor who had worked in Kabul for seven years. Dalil said an American nurse was also wounded in the attack. Their colleagues at the hospital performed surgery on the shooter, who was wounded during the course of the attack, officials said. The attacker served in the Afghan Public Protection Force and was assigned to guard the hospital, District Police Chief Hafiz Khan said. He said the man’s motive was not yet clear. The APPF is an armed security force under Afghanistan’s Ministry of Interior that was created to protect foreign organizations that hire them. Japan mulls no visa rule for Filipinos

INQUIRER.net 5:16 pm | Tuesday, April 15th, 2014 MANILA, Philippines – Talks are underway to finally lift the tough visa requirements for Filipinos to visit Japan, a report said Wednesday. Kyodo News reported that the Japanese government and its ruling coalition “are making arrangements” to waive the visa requirements for its visitors from Philippines, Indonesia and Vietnam. The lifting of the visa is part of the country’s “revised action plan due in June to make Japan a tourism-oriented country,” Kyodo News said quoting government sources. The measure also aims to increase Japan’s annual tourist arrivals to 20 million as the country prepares for the 2020 Tokyo Olympics, the report said. The Japanese Embassy in Manila has yet to confirm the report. Japanese visa is known to be among the toughest to get for Filipino tourists in light of Japan’s strict requirements and screening process. The Japanese government has eased its visa policy for Southeast Asian countries last year by only issuing multiple-entry tourist visas to Filipinos. Previously, multiple-entry visas only cater to those visiting Japan due to commercial reasons,  artists and specialists (athletes, professors and government officials), and immediate family members of Japan residents. South Korea, Japan to hold talks on comfort women

AFP FILE PHOTO South Korea and Japan are likely to hold director general-level talks in Seoul next week to discuss the issue of Japan‘s wartime sexual enslavement of Korean women, Seoul government sources said Saturday. South Korea and Japan have been trying to set up a director-level meeting to try to resolve a series of pending issues arising from their shared history. Seoul reportedly wants the meeting, if held, to focus on the so-called “comfort women” issue while Japan insists that the topic should include territorial and other issues as well. “The talks will likely be held next week and South Korea is in the final process of discussion to fix the date of the director level-talks with the Japanese side,” one government source said, requesting anonymity. Other sources said that the meeting is likely to be held on Tuesday. Japan’s Asahi Shimbun newspaper reported that the sexual enslavement issue will be the main topic of the talks which also are likely to include North Korea as a side issue. The talks, if held, will be the first official attempt by the two governments to tackle the “comfort women” issue. Briton, 73, caught touching minors

Stanley James Lamb, who goes by the alias “Dan,” was arrested by the members of Carcar City police station in Camagayan house at Barangay (village) Perrelos on Monday. Chief Superintendent Danilo Constantino, Central Visayas police regional director, ‎said Lamb was charged with acts of lasciviousness he committed against three unnamed minors. Constantino said the British national invited the three minors in his house, where he took advantage of the victims and touched their private‎ parts. Lamb is currently under the custody of Carcar City police station pending the filing of charges against him. Last Saturday, a 46-year-old Italian diplomat ‎was arrested in a Laguna resort after he was accused of trafficking and committing child abuse against three underage boys. According to witnesses, Italian ambassador to Turkmenistan Daniele Bosio ‎was seen “touching and caressing” the children in the swimming pool. Bosio is detained at Biñan police station while the boys, whom he claimed were street children from Manila, are under the custody of the Department of Social Welfare and Development. Foreign trade chambers, firms seek ‘inclusive solution’ to truck ban effects

The situation will require better and more inclusive solutions that will ensure a more efficient use of the Manila port and better utilization of those in Batangas and Subic, according to the Joint Foreign Chambers and the Semiconductor and Electronics Industries of the Philippines Inc. in a joint statement on Sunday. “We are aware that individual stakeholders discuss solutions with individual affected parties at the moment, but the fact remains that only an inclusive stakeholders’ roundtable can assess the magnitude and the complexity of the issue and develop short, mid-term, and long-term solutions for the Manila port and the usage of the ports of Batangas and Subic,” the groups explained in the statement. “The business community is of the opinion that such roundtable should be headed by the national government, preferably a senior Cabinet member, to drive the search for solutions and see to it that those are implemented.
