The Philippines has reached out to global power Russia to strengthen military capability amid lingering South China Sea disputes, threats of terrorism, and transnational crimes.

Philippine defense officials met with the Russian Federal Service for Military­Technical Cooperation (FSMTC) to explore military cooperation to strengthen the country’s military capability and defense training for Philippine military and police officers.

Foreign secretary Perfecto Yasay Jr. said Russia’s global stature and wide experience in conflict prevention can contribute efforts in maintaining peace and stability in the Asia Pacific.

“One of the most pressing challenges in the region is keeping a stable, predictable and peaceful maritime order, particularly in the South China Sea,” said Yasay in a speech at the 40th anniversary of Philippines­Russia bilateral relations.

Yasay said the Philippines recognizes the importance of the South China Sea, “as one of the main arteries of global trade, to the continued favorable economic outlook of the Asia Pacific region.”

The Asia Pacific region, he said, is a strategic hub for global economic growth, and countries in the region navigate through the disputed waters of South China Sea.

“Therefore, we all have a legitimate stake in maintaining peace and security in the region through peaceful means and the rule of international law,” said Yasay in a speech, a copy of which was posted in the Facebook account of the Philippine ambassador to Russia, Carlo Sorreta.

The recent visit of high officials of the Department of National Defense (DND) to Russia is part of the thrusts of the Duterte administration to increase military cooperation with global powers-Russia as well as China.

Sorreta said Russian Chief of the First Department of Military Sergey Buganov and FSMTC officials met recently with visiting DND officials led by undersecretary for Finance Raymundo De Vera Elefante at the Philippine embassy in Moscow to explore possible military cooperation.

FSMTC is a federal agency directly under the Office of the President of the Russian Federation responsible for control and oversight in the field of military­technical cooperation between the Russian Federation and foreign countries.

“We welcomed the briefing, which was quite revealing, particularly as to the extent that Russia is able to interact with a large number of countries in this field and the different mechanisms that are employed, including in terms of the acquisition and transfer of Russian military equipment,” Sorreta said in a statement on Wednesday of the Department of Foreign Affairs (DFA).

Sorreta said the meeting with Russian military experts is aimed “to explore opportunities that could contribute to our government’s efforts to modernize our defense capabilities.”

Russian defense officials briefed Philippine counterparts on the military equipment and technology as well as possible access to its training, after sales service and maintenance, transfer of technology.

The Russian defense experts also discussed about investments in domestic military production, servicing and different modes of financing.

The DFA statement said that Russia sells military equipment and military­related equipment to a host of nations including highly developed countries like US as well as developing nations like India, Malaysia, Thailand and Vietnam.

“The Pentagon announced earlier this year that the U.S. will buy up to 18 more Russian­built RD­180 engines to power rockets carrying U.S. military satellites into space over the next six years,” said the DFA statement.

Besides Buganov, Valery A. Orel, Chief of the Section on Military-Technical Technical Cooperation with Countries of the Asia­Pacific Region, was at the briefing. JE

The Dallas nurse, who received treatment at the National Institute of Health here, eventually recovered and declared free of the disease. The man she was treating died. But Natividad was still worried. Washington, DC’s Providence Hospital, where she has worked as an RN in the Intermediate Cardiac Care unit for six years, has not provided the 400 nurses proper training on Ebola safety precautions and the use of personal protective equipment. Migrant Filipino workers are exempted from paying terminal fees and the integration order would nullify this benefit. Aquino and Yudhoyono, who is to step down from office in a few days, led the annual Bali Democracy Forum at the Bali International Convention Center to foster dialogue-based cooperation through experiences and best democratic practices in the Asia-Pacific region. It is now in its seventh year. SC asked to junk petitions vs Edca

FILE PHOTO MANILA, Philippines—Government lawyers on Friday asked the Supreme Court to dismiss the petitions seeking to nullify the Enhanced Defense Cooperation Agreement (Edca), which gives the US greater access to military bases in the country. In a 32-page consolidated comment, the Office of the Solicitor General told the high court that President Benigno Aquino III entered into the 10-year agreement to “promote national security interests.” “Under Article II, Section 4 of the Constitution, the President, as head of State and chief representative of government, has the prime duty to serve and protect the people,” read the pleading of the nine-member OSG panel. Acting Solicitor General Florin Hilbay said the President also approved the Edca to implement pre-existing treaties, including the Mutual Defense Treaty (MDT) and the Visiting Forces Agreement (VFA). “What the Edca does is to enhance the existing contractual security apparatus between the Philippines and the US, set up through the MDT and the VFA. It is the duty of the Honorable Court to allow this security apparatus enough breathing space to respond to perceived, anticipated, and actual exigencies,” he said. Hilbay pointed out that the agreement is significant in addressing the country’s external and internal security concerns.
