DFA chief: Norway assured PHL of its commitment to Mindanao peace

Despite the bloody clash between government troops with Moro Islamic Liberation Front fighters and other armed groups in Mamasapano town in Maguindanao last January 25, Norwegian Foreign Minister Borge Brende assured Foreign Affairs Secretary Albert del Rosario that Norway remains fully committed to the peace process in Mindanao. In a press statement on Saturday, the Department of Foreign Affairs said Brende expressed his condolences to the families of the victims in the Mamasapano clash, which left 44 Philippine National Police-Special Action Force troopers and 18 MILF fighters dead. The DFA said Brende expressed hopes that the pursuit of peace in Mindanao would continue despite the recent tragedy. For his part, Del Rosario thanked Brende for expressing sympathy to the victims of the Mamasapano bloodbath. The DFA chief also expressed appreciation for Norway’s role in the International Monitoring Team (IMT). Norway is a member of the IMT for the Philippine Government-MILF peace talks and sits as vice-chair of the Independent Decommissioning Body (IDB) in charge of the decommissioning process of the MILF forces and arms. It is also the third-party facilitator for the peace talks between the Philippine government and the Communist Party of the Philippines-New People’s Army-National Democratic Front. Trillanes: ‘Political opposition’ behind supposed destabilization plot

Senator Antonio Trillanes IV on Friday corroborated talk of a destabilization plot, pointing at members of the “political opposition” as organizers of rallies that are expected to start next week. Trillanes, who himself participated in failed mutinies against the Arroyo administration, said, though, that no members of the military have attended planning meetings. “Ang profile ay political oppositon, some civil society groups, Catholic church, some leftist groups,” he said but did not specify which groups. He also declined from naming the supposedly rich financier behind the plot. “Yung mayaman? Di natin puwedeng sabihin pero magkaka-konekonekta yan. Yung mga players na yan, magkakadikit sila,” he said. Ompong Plaza asks Sandiganbayan to dismiss pork barrel scam raps

Former Agusan Del Sur Representative Rodolfo Plaza has asked the anti-graft court Sandiganbayan to dismiss the multiple cases filed against him in connection with his alleged involvement in the multibillion-peso pork barrel fund scam. Plaza said the cases were based on mere “hearsay”. In his 18-page “urgent motion for judicial determination of probable cause” filed with the Sandiganbayan Second Division, Plaza through his legal counsel, said the Office of the Ombudsman erred in its resolution finding probable cause to file against cases of malversation, graft and direct bribery against him. He said the charges lacked evidence apart from the testimony of pork barrel scam primary whistleblower Benhur Luy. “Movant Plaza respectfully submits that his inclusion in these cases is erroneous and that movant is implicated only in these instant cases on inadmissible evidence,” Plaza said in his motion filed on February 9 but only made available to the media on Friday. Plaza was among the second batch of lawmakers charged by the Office of the Ombudsman before the Sandiganbayan earlier this month for their alleged involvement in the pork scam. Filed against Plaza were five counts of graft, five counts of malversation and two counts of direct bribery for allegedly funnelling, from 2004 to 2010, his Priority Development Assistance Fund (PDAF) or pork barrel to fake non-government organizations (NGOs) allegedly owned by Janet Lim-Napoles in exchange for commissions or kickbacks amounting P42.1 million. Mamasapano probe takes prosecutors to clash site

Prosecutors from Department of Justice are set to fly to Mamasapano in Maguindanao to conduct an ocular inspection of the site where 44 police commandos were killed in an encounter with armed rebels on Jan. 25. In an interview on Friday, Justice Secrtary Leila de Lima said the prosecutors would be in Mindanao “early next week” to validate sworn statements forwarded and other pieces of evidence sent to DOJ by the Philippine National Police’s Board of Inquiry. “May tentative na silang plano na mag-ocular to validate iyong mga sinasabi sa mga sworn statements,” De Lima said.   “They (prosecutors) need to be there as part of that evaluation para ma-validate exactly iyong mga location, mga troops and then kung saan nakita si Marwan,” she added. De Lima said the NPS component of the DOJ’s joint task force would be collating and evaluating the documents for eventual determination of probable cause to charge individuals behind the encounter. Among the evidence that will be verified by the prosecutors during the Mindanao trip are statements by residents who claimed seeing international terrorist Marwan. PHL stands firm on diplomacy amid China’s reported military posturing

The Philippine government is standing firm on diplomacy despite a US military official’s statement that China is preparing to use military force in disputed areas in the South China Sea. At a press briefing on Friday, Communications Secretary Herminio Coloma Jr. said the Philippines is determined to settle its territorial dispute with China through international arbitration. “Hindi natitinag ang posisyon ng ating pamahalaan hinggil sa pangangailangan na pairalin ang isang rules-based approach sa pagharap sa mga usapin sa West Philippine Sea o South China Sea,” Coloma told reporters in Malacañang. The Palace official was reacting to a statement made by US Navy Captain James Fanell, the outgoing intelligence chief of the US Navy’s Pacific Fleet, that China “has been and continues to prepare to use military force” in the South China Sea. The Philippines and China have been engaged in a territorial dispute over parts of the South China Sea , which Manila calls the “West Philippine Sea,” over the past years. The Philippines claims that the disputed territories are part of its exclusive economic zone under the international law. China, meanwhile, is asserting its historical claim over the area through the “nine-dash line.” Last year, the Philippines brought its territorial dispute with China before the Netherlands-based Permanent Court of Arbitration. 215 pass Master Plumber Licensure Exam –PRC

The Professional Regulation Commission (PRC) on Friday announced that 215 out of 432 passed the Master Plumber Licensure Examination given this month. [Click here for complete list of passers.] The PRC said registration for the issuance of Professional Identification Card (ID) and Certificate ofRegistration will be on February 23 and 24, 2015. SC saw no criminal liability over DAP —Palace

Two associate justices may have opined that President Benigno Aquino III should answer for the Disbursement Acceleration Program (DAP), but Malacañang said Friday that the majority ruling did not impute liability on anyone for the controversial spending mechanism. “The government maintains that any interpretation regarding the DAP should be based solely on the main decision of the Supreme Court (SC),” Communications Secretary Herminio Coloma Jr. said in a statement. He added that the SC’s modified ruling on the DAP stated that “authors are presumed to have acted in good faith.” Earlier this month, the high court partially granted the executive’s motion for its earlier DAP ruling, which struck certain acts under the spending mechanism as unconstitutional. In its modified decision, the SC allowed “the funding of projects, activities and programs that were not covered by any appropriation in the General Appropriations Act.” Aside from this, the high court also said that only the DAP’s authors, not the proponents and implementors of the projects, could possibly be held liable for unconstitutional acts. The majority ruling did not identify who the DAP’s authors were. In their concurring opinions to the DAP ruling,  Associate Justices Antonio Carpio and Arturo Brion however said that Aquino and Budget Secretary Florencio Abad should be held liable for economic stimulus program. Ex-Benguet solon posts P530,000 bail for ‘pork’ cases

Former Benguet Rep. Samuel Dangwa has posted bail amounting to P530,000 for his temporary liberty even before the Sandiganbayan rules on whether there is probable cause to try him and order his arrest for multiple charges stemming from the pork barrel fund scam. In a chance interview, Sandiganbayan Third Division clerk of court Dennis Pulma said Dangwa posted bail on Wednesday, February 11, for his six counts of graft, six counts of malversation and five counts of direct bribery charges in connection with the alleged scam. Dangwa was among the second batch of lawmakers charged by the Office of the Ombudsman before the Sandiganbayan for their alleged involvement in the multibillion-peso pork barrel scam. The other lawmakers were former Masbate Rep. and incumbent Masbate Governor Rizalina Seachon-Lanete, former APEC party-list Rep. Edgar Valdez, former Cagayan De Oro Rep. Constantino Jaraula and former Agusan Del Sur Rep. Rodolfo Plaza. Janet Lim-Napoles, the alleged mastermind in the pork barrel scam, is co-accused in all the charges filed against the five former lawmakers. She is currently detained at the Bureau of Jail Management and Penology (BJMP) facility in Camp Bagong Diwa in Taguig. Senate probe on bloody Mamasapano clash starts

Military helps MILF men besieged by Abu Sayyaf – AFP

Soldiers rescued members of the Moro Islamic Liberation Front (MILF) from an attack by the Abu Sayyaf despite frayed ties over the killing of 44 policemen last month, a military report said Sunday. The members of the MILF,  which is engaged in a peace process with the government, were besieged by the rival Abu Sayyaf group in the troubled island of Basilan on Saturday, requiring military intervention, said a statement from the regional military command. “Three platoons… along with armored vehicles together with some members of MILF in the area… proceeded to the encounter site to reinforce the beleaguered MILF members who were engaged in the firefight,” the statement said. One wounded MILF fighter was evacuated by the soldiers who later overran an Abu Sayyaf camp and are believed to have killed one Abu Sayyaf leader, the report added. MILF members and other Muslim fighters ambushed and killed 44 police commandos while they were on an anti-terror operation in Mamasapano, Maguindanao on January 25. The incident violated a ceasefire between the government and the MILF and threatened President Benigno Aquino’s efforts to complete a peace process which would create an autonomous Muslim area in the south.
