The Department of Health (DOH) welcomed the possibility of the first dengue vaccine being available in the country by next year. “Definitely this vaccine will be of great help to the Philippines. This will add more protection for our community,” DOH spokesperson Dr. Lyndon Lee-Suy told GMA News Online on Tuesday. He added that once the vaccine is available, the DOH will create several models to determine which areas in the country need to be addressed first. According to a report on GMA’s “Balitanghali,” a French company is developing the dengue vaccine. The report also said that a pharmaceutical company that did research on the vaccine pegged the number of people hospitalized due to dengue every year at 500,000. At least 60,000 dengue cases nationwide have been reported since January. Malacañang on Tuesday extended its sympathies to former President Gloria Macapagal-Arroyo over the death of her 13-month-old grandson on Sunday. “We respect the decision of the Sandiganbayan and we condole with her and Luli for the death of their grandson and child,” Communications Secretary Herminio Coloma Jr. said at a Palace briefing. On Tuesday, the First Division of the anti-graft court Sandiganbayan partially granted the motion filed by Arroyo to leave her detention from 12 noon to 10 p.m. on November 4 to 9 to attend the wake of her grandson, Jorge Alonso “Jugo” Arroyo Bernas, at North Forbes Park, Makati. The baby, who died on Sunday due to a congenital heart disease, was the son of Arroyo’s only daughter Luli. The court also allowed Arroyo to attend her grandson’s burial set on November 10 from 7 a.m. to 3 pm. The court, however, denied Arroyo’s original motion for a nine-day temporary house arrest during Jugo’s wake. Pampanga Rep. Gloria Macapagal-Arroyo will ask the Sandiganbayan for a furlough to attend the wake and interment of her grandson who died early Sunday. “We are going to file a motion tomorrow asking the Sandiganbayan to allow her (Arroyo) to attend the wake and the interment of her grandson,” lawyer Raul Lambino, Arroyo spokesman, told GMA News Online in a phone interview. Lambino said that the 13-month-old child — Luli Arroyo and Luigi Bernas’ youngest son — had been suffering from a heart ailment. Luli is the former president’s only daughter. “Dinala kagabi sa Philippine Heart Center ‘yung bata. Antonio Trillanes IV in a debate, one of his spokespersons said Sunday. Lawyer Jose Virgilio “JV” Bautista admitted in an interview over dzBB radio that a number of Binay’s allies, including the party’s interim president Navotas Rep. Toby Tiangco, have reservations about the debate because they are uncertain if the Vice President’s explanation will lead to the resolution of the controversies hounding him. “If the debate will result in a enlightening of the issues among the public, welcome na welcome po ‘yan. A lawmaker wants to regulate the manufacture, distribution, sale, importation and use of electronic cigarettes, which has become popular among smokers trying to overcome their tobacco addiction. Parañaque City Rep. Eric Olivarez,author of House Bill 5093 or the proposed E-Cigarettes or Vape Regulation Act of 2014, said e-cigarettes cannot be considered completely risk-free because they are still a source of nicotine, a known addictive substance. “Although it may be safer than a cigarette or tobacco, because it does not produce real smoke as a very dangerous by-product of the latter, the long-term effects of vaping e-cigarettes are still not guaranteed to be completely safe,” he said in the bill’s explanatory note. Under Olivarez’s proposal, manufacturers of e-cigarettes will be required to put health warnings on the packaging of their products. The Department of Health (DOH) will prescribe the standard for the size and content for these labels. Apart from this, the DOH may also impose restrictions and regulations on the flavor, composition, advertising and promotion of e-cigarettes. The sale of e-cigarettes to minors will be prohibited regardless of who will use or consume the product. Even if e-cigarettes are marketed as a safer alternative to regular cigarettes, Olivarez said they can still induce substance dependence because they function as a nicotine delivery device. “E-cigarette delivers toxic chemicals and carcinogens into the lungs. Philippine National Police chief Director General Alan Purisima said that he will answer questions about his wealth before the Office of the Ombudsman following Senator Grace Poe’s recommendation that the alleged inconsistencies in his testimony be further scrutinized. In a post on his Twitter account Friday, Purisima said: “We respect the recommendation of Sen. Poe and we will answer charges once required by the Ombudsman to do so,” he said. “Since news report has said that Senate resolution will be referred to Ombudsman, then I will answer issues to be raised by Ombudsman,” Purisima added. On the same day Purisima tweeted his statement, the Senate panel on public order and dangerous drugs urged the Office of the Ombudsman in its report to expedite the resolution of the complaints filed against the PNP chief. An Army official who has been ordered relieved from his post has been given a new position in the AFP Medical Center — only to be relieved again. Armed Forces chief Gen. Gregorio Pio Catapang has ordered the relief of Lt. Col. Florencio Ritchie Capulong from the center’s Technical Working Group, which supervises the implementation of certain projects. Capulong had been earlier sacked as disbursement officer of the AFP Medical Center for his involvement in an alleged anomalous procurement of medicines and medical supplies worth P80 million, but he was designated secretariat head of the TWG by acting AFP Medical Center chief Col. Benedicto Jovellanos. Jovellanos gave Capulong his new assignment on October 15, or a day after Capulong was sacked as disbursement officer. Asked if Jovellanos was aware that Capulong had been ordered relieved when he gave him the TWG assignment, AFP public affairs office chief Lt. Col. Harold Cabunoc said: “He knows but I don’t know the rationale [behind it).” “I don’t know the reason why he was given a job. I can only assume that it is due to his expertise that might be lost because he will be doing nothing, so that we can utilize his expertise for certain tasks,” he said. Businessman Antonio Tiu has yet to submit to the Senate blue ribbon subcommittee the documents to prove his ownership of the farm estate in Rosario, Batangas which has been alleged to belong to Vice President Jejomar Binay, Senator Aquilino Pimentel III said Wednesday. “Hanggang ngayon wala pa rin. So bukas sa start ng hearing, magpapa-update tayo sa committee secretariat kung kumusta na ba yung written contract na nabanggit ni Mr. Antonio Tiu,” said Pimentel, who chairs the subcommittee. “Nag break pa kami nung Oct. 22 para tawagan nya yung opisina na ipadala sa Senate yung dokumento, natapos na yung hearing wala pa. Hanggang ngayon as of this afternoon wala pa,” he added. During last week’s hearing, Tiu was not able to produce the transfer certificate title of the property. He claimed paying P11 million as initial payment for the P446 million worth of property. Former Makati Vice Mayor Ernesto Mercado had testified at the Senate that the Batangas property is owned by Binay. The Vice President has denied the allegation. Pimentel said he expects James Tiu, brother of the trader, and his wife Anne Loraine Buencamino to attend Thursday’s hearing.
