House panel approves fair competition, anti-trust bills

A national policy prohibiting agreements that discourage business competition and other unfair trade practices is closer to becoming a law after hurdling the House Appropriations committee. The committee chaired by Davao City Rep. Isidro Ungab on Tuesday approved the substitute bill to 11 proposals, one of which was House Bill 1133 authored by Speaker Feliciano Belmonte Jr. The National Competition Policy Bill, one of the Aquino administration’s priority legislative measures, is expected to pass in the run-up to the ASEAN economic integration next year, said Davao Del Norte Rep. Antonio Rafael del Rosario, one of the authors of the bills consolidated by the House panel. “We are hoping that by the end of this year, we will be able to spprove it, or hopefully between one month before our Christmas break,” Del Rosario said. The ASEAN integration will pave the way for the creation of an ASEAN Economic Community (AEC), a single market spanning the 10-nation bloc that includes Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam. The integration is envisioned to cause a freer flow of goods, services, investment and skilled labor in Southeast Asia with the removal of existing trade barriers. ‘I’m excited’ to debate Trillanes, says VP Binay

Vice President Jejomar Binay on Wednesday said he is “excited” for the upcoming debate between him and vocal critic Senator Antonio Trillanes IV. “I’m excited. Dito the public will know who is saying the truth,” Binay told reporters in Camarines Sur. “Ako ho ang naghamon, wala hong atrasan ‘to kung ako ho ang tatanungin niyo. Basta’t magkakaharapan po tayo,” he said. “Nakikiusap ho ako doon sa mga nagsasabing hindi pa ako nagpapaliwanag. Tatlong beses na akong nagpapaliwanag, hanggang ngayon sinasabi pa hindi ako nagpapaliwanag. Ito pa ho ang isang pagkakataon para marinig po ninyo ang aming banda, ‘yung paliwanag po namin,” he added. The debate, sponsored by the Kapisanan ng mga Brodkaster sa Pilipinas (KBP), is set on November 10  but no venue has been announced yet. More than 50,000 civilians to assist police for Undas security

The Philippine National Police will field about 50,000 barangay security officers and civilian volunteers to help law enforcement during the All Saints’ Day weekend (Undas). In a statement, PNP spokesman Police Sr. Supt. Wilben Mayor said that about 57,266 individuals composed of Barangay Tanod, Barangay Peacekeeping Action Team, private security guards, and civilian volunteers will aide the police force for Undas. For its part, the PNP will deploy 41,602 policemen for the nationwide campaign called “Oplan Ligtas Undas 2014.” The civilians are set to assist the police in law enforcement and public safety operations in cemeteries and memorial parks, bus terminals, sea ports, airports, major tourist destinations, vital installations, places of worship, and travel routes. “We welcome and acknowledge the participation and support of LGUs, NGOs, Civilian Volunteer Organizations, BPATs, civic groups and force multipliers to our security operations for the Halloween weekend holiday,” Mayor said. Likewise, he added that PNP will establish Police Assistance Centers along major thoroughfares and highways for emergency road assistance as the police expects the “traditional exodus of city residents to the provinces.” The PNP also advised local police and barangay patrol groups to mobilize a “neighborhood watch group” to provide security to homes left by vacationing residents. Drilon, DOT Sec. Jimenez, DPWH Sec. Singson face raps over alleged overpriced Iloilo convention center

Former Iloilo Provincial Administrator Manuel Mejorada, Jr. has filed charges against Senate President Franklin Drilon, Tourism Secretary Ramon Jimenez Jr., and Public Works and Highways Secretary Rogelio Singson in connection with the alleged overpricing of the construction of a convention center project in Iloilo. Mejorada filed the charges before the Office of the Ombudsman on Wednesday. In an interview with reporters before filing the charges, Mejorada said he filed charges against the respondents for plunder, malversation of public funds, dishonesty and grave misconduct, and violation of Sections 3(e) and 3(g) of Republic Act 3019 or the Anti-Graft and Practices Act. —KG, GMA News

Senate blue ribbon formally invites VP Binay to Makati Building II probe

(Updated 10:39 a.m.) The Senate blue ribbon committee on Wednesday formally invited Vice President Jejomar Binay to attend its hearing on the alleged overpricing in the construction of the Makati City Hall Building II and corruption allegations against the former Makati mayor on November 6, Thursday. In a letter signed by its chairman Senator Teofisto Guingona III, the committee reiterated its invitation to Binay “to make an appearance in a public hearing on Thursday, November 6, 2014 at 10 a.m. to be held at the Senate Plenary Hall to shed light and deliberate” on the issue. “Please, rest assured that we will extend the courtesies befitting the Office of the Vice President,” the letter dated October 28 stated. Binay’s office received the letter on October 29. Cavite Governor Jonvic Remulla, Binay’s spokesperson for political concerns, said they will discuss the invitation with the Vice President. “The Office of the Vice President just received the invitation one hour ago. The Vice President is in the Bicol Region this weekend. We will discuss the matter when he arrives,” Remulla said in a text message to GMA News Online.  Binay’s camp earlier said the Vice President will only attend the hearing if it will be the main committee, and not the subcommittee, which will make the invitation. Road reblocking, number coding for provincial buses lifted at Undas weekend

To ease traffic during the yearly exodus for Undas (All Saints’ and All Souls’ Days), the Metropolitan Manila Development Authority is lifting the number coding for provincial buses starting Thursday. MMDA chairman Francis Tolentino also said there will be no reblocking or repair works in Metro Manila this weekend. “Ni-lift natin ang number coding ng provincial buses bukas. Hindi pa ito normal na paggamit ng tunnel,” he told radio dzBB in an interview. “Pati road reblocking wala muna,” he added. An earlier report by radio dzBB’s Glen Juego said the number coding for provincial buses will be lifted from October 30 until the Undas weekend. The MMDA had also lifted the number coding for vehicles on Oct. 31, Friday, except in Makati & Las Piñas.   Odd-even scheme From Oct. 28 to Jan. 4, 2015, the MMDA allowed provincial buses to use three of four underpasses along Epifanio delos Santos Avenue (EDSA) – EDSA-Aurora Blvd., EDSA-P. Tuazon, and EDSA-Shaw. Provincial buses whose license plates end in odd numbers may use the underpasses on Monday, Wednesday, and Friday. Sandiganbayan allows opening of Benhur Luy’s bank accounts

The Sandiganbayan Fifth Division has allowed with finality the opening of the bank accounts of pork barrel scam primary whistleblower Benhur Luy and the other witnesses in the supposed multi-billion anomaly. In a resolution issued on October 24, made available to the media only on Wednesday, the court upheld its earlier ruling dated August 22, granting the motion filed by the lawyers of Janet Lim-Napoles, the alleged mastermind of the multi-billion pork barrel fund scam, to issue subpoena on the bank accounts of Luy, his mother Gertrudes Luy, as well as those of whistleblowers Merlina Suñas and Marina Sula. The Fifth Division refused to heed to the motion for reconsideration filed by the prosecution last month asking the court to overturn its original ruling, for “lack of merit”. “The motion for reconsideration and to quash/recall the subpoena duces tecum… on the bank account transactions and all other bank records of Benhur K. Luy, Gertrudes Luy, Merlina Suñas and Marina Sula is hereby DENIED for lack of merit,” the court said in its ruling.   The court retained the power of the subpoena earlier issued to the following banks where Luy, Gertrudes, Suñas and Sula are deemed to have accounts: Bank of the Philippine Islands (BPI)Metropolitan Bank and Trust Company (Metro Bank & TCO)United Coconut Planters Bank (UCPB)Metrobank Card Corp.Banco De Oro Unibank Inc. PHL in top 10 in gender equality at work but gap may take 80 yrs to close worldwide

GENEVA – If you’re waiting for gender equality in the workplace, be prepared to wait a long time. While women are rapidly closing the gender gap with men in areas like health and education, inequality at work is not expected to be erased until 2095, according to a report published by the World Economic Forum (WEF) Tuesday. The Philippines, meanwhile, placed in the top 10 most gender-equal countries. The WEF, which each year gathers the global elite in the plush Swiss ski resort of Davos, said that the worldwide gender gap in the workplace had barely narrowed in the past nine years. Since 2006, when the WEF first began issuing its annual Global Gender Gap Reports, women have seen their access to economic participation and opportunity inch up to 60 percent of that of men’s, from 56 percent. “Based on this trajectory, with all else remaining equal, it will take 81 years for the world to close this gap completely,” the WEF said in a statement. The world would be better served to speed up the process, according to WEF founder and chief Klaus Schwab. “Achieving gender equality is obviously necessary for economic reasons. Only those economies who have full access to all their talent will remain competitive and will prosper,” he said. Gov't needs to re-engineer policies on hunger – Sen. Poe

Senator Grace Poe on Monday called for the comprehensive re-engineering of the government’s policies on hunger and malnutrition, given that at least 9.3 million Filipino families considered themselves as “food-poor” and 7.36 million children below the age of five were malnourished. Poe said in a privilege speech that despite the reported economic growth, hunger was evident not just in official statistics but in the streets. “This is a country where there is a fried or roasted chicken stand in every corner but the bestseller in the slums do not come in buckets but out of garbage cans – the pagpag double-fried chicken.” The senator said that while food was available, not everyone had the money to buy it. “Kung walang pang-extra rice, extra tulog na lang. Yes, sleep is the number one hunger coping mechanism in the land today. Hunger is a natural sleeping pill. Outside of slumber, others make do with ulam substitutes. The top five are soy sauce, the default viand of 23% of hungry Filipinos; followed,by bagoong, the replacement meal of 15%; tomato, salt and coffee,” Poe enumerated. Joseph Scott Pemberton seeking to reduce the murder complaint filed against him to homicide, saying it would be premature to do so. The 19-year-old US Marine is the suspect in killing transgender woman Jeffrey “Jennifer” Laude, who was found dead in a motel on Oct. 11. The motion was one of three filed by the defense, led by lawyer Rowena Garcia-Flores, during the preliminary investigation at the Olongapo Hall of Justice. The motions were for clarification of the murder complaint, declaration that there was no probable cause, and — in case the prosecution panel finds probable cause — the reduction of the charge to homicide. “Do not teach us what to do.
