Bongbong wants assurance Bangsamoro territory will remain part of PHL

Senator Ferdinand “Bongbong” Marcos Jr. is keen on including in the proposed Bangsamoro Basic Law a provision that would state that the Bangsamoro political entity will remain part of the national territory of the Philippines. He said the inclusion of such provision is needed to allay fears that the BBL will be used to separate the Bangsamoro entity from the country. “Kailangan nating ilagay dahil baka nangangamba na ito ay hakbang sa paghihiwalay ng Bangsamoro sa Pilipinas,” Marcos said in a phone interview with reporters Thursday. Marcos said the same provision is stated in Article III, Section 1 of the Organic Act, which created the Autonomous Region in Muslim Mindanao (ARMM). The provision states: “Integral Part of the Republic. – The Autonomous Region in Muslim Mindanao shall remain an integral and inseparable part of the national territory of the Republic as defined by the Constitution and existing laws.” Marcos, chairman of the committee on local government discussing BBL, said he asked the peace panel why such provision was not included in the draft BBL. He said the panel told him there is no need to because the Moro Islamic Liberation Front (MILF) has no plan of separating from the Philippines. “Ang sabi ng peace panel, hindi naman daw kailangan, hindi naman daw nila planong gawin kaya there is no need to put it. VP Binay: Makati Homeville relocation site, a model in housing sector

Despite the issues surrounding Makati Homeville, Vice President Jejomar Binay said on Friday that the city’s relocation site in Calauan, Laguna is a model in the housing sector.  “Magtanong ho kayo sa housing sector — modelo ho kami ng naglilikas at naglilipat ng taga-Makati,” he said in an exclusive report on “24 Oras.”    However, residents of the relocation site have complained about the lack of electricity and water in their new homes.  To this, Binay said it was former Makati City Vice Mayor Ernesto Mercado’s fault, saying his former ally owns Twinleaf Construction, the contractor that was supposed to provide amenities for the relocation site. Mercado, on the other hand, admitted that he and two of his children are part owners of Twinleaf, stressed he was not connected to the firm until years after the project was finished in 2008.  “Ako ay nagkaroon ng partisipasyon sa Twinleaf noong 2013 hanggang ngayon. ‘Di ko tinatanggi na ako ang presidente niyan,” he said.  At the time the recolation was done, Mercado’s participation was only as the city’s vice mayor–not as a stakeholder in Twinleaf.  Part of his job then was to make sure the permits for the project are complete. Bettor wins P33.4-M MegaLotto 6/45 jackpot

A lotto bettor won P33.447 million on Friday evening after getting the jackpot of the Philippine Charity Sweepstakes Office’s Megalotto 6/45 draw. The PCSO said the bettor got the combination of 04-39-13-16-05-30 to win the jackpot worth P33,446,892. But as in the past, the PCSO will not name the winner for security reasons. There were no winners for Friday night’s Ultra Lotto 6/58 P50-million jackpot. On Thursday night, a lotto bettor got the Superlotto 6/49 jackpot, guessing the combination of 18-25-29-23-09-35 to win P101,927,592. COA recommended opening Makati Friendship Suites to public

An ordinance signed by Makati Mayor Junjun Binay in 2013 authorized the city government to open the allegedly overpriced Makati Friendship Suites to the public to generate more income for the city.  City Ordinance No. 2013-A-018 said that it was the Commission on Audit that recommended the opening of the hotel to the public.  “The Commission on Audit, through Audit Observation Memorandum No. 2011-039, has recommended the opening of Makati Friendship Suites to the public for a fee to generate income for the city government,” said City Ordinance No. 2013-A-018.  According to the ordinance, the hotel will have an introductory rate of P2,100 per room per day. It also stated that although it is open to the public, it should reserve 15 rooms for the use of the city’s guests.  Before opening it to the public, the Makati Friendship Suites was only meant for use by the city’s official guests and to paying transient visitors when Vice President Jejomar Binay was mayor. Overpriced In the recent Senate blue ribbon subcommittee hearings, lawyer Rene Bondal testified that the hotel was overpriced by P195 million.  In 2007, the city also set aside P120 million for the rehabilitation of the Makati Friendship Suites, but the contractor, ITP Construction, said at the Senate hearing on Jan. 22 that the hotel revamp cost P242 million. “Na-implement po ito in three phases. Lotto bettor hits P101-M jackpot

A lotto bettor is now a little more than P100 million richer after hitting the jackpot of the Philippine Charity Sweepstakes Office’s Superlotto 6/49 draw Thursday night. The PCSO said the bettor got the combination of 18-25-29-23-09-35 to bag the jackpot worth P101,927,592. But as in the past, the PCSO is not likely to name the winner for security reasons. Also on Thursday, a bettor won the 6-Digit draw by getting the combination 9-3-9-6-8-5 to win P1,355,872. Last March 28, a lotto bettor won P15.186 million in the Lotto 6/42 draw. LOOK: Janet Napoles' has new mugshots in convict’s orange garb

Janet Lim Napoles, the alleged mastermind of the P10-billion pork barrel scam, had new mug shots taken at the Correctional Institute for Women after she was transferred to the facility early Thursday morning, a report on “24 Oras” showed. The Makati Regional Trial Court earlier this week convicted Napoles of serious illegal detention in connection with the complaint of her former trusted aide, pork barrel scam whistleblower Benhur Luy. A video showed Napoles garbed in a prisoner’s orange uniform while her pictures and fingerprints were taken at the CIW’s Reception and Diagnostics Center. She also went through a physical examination, which in part found her blood pressure during the transfer at a “manageable” 130 over 90. Napoles will be at the reception and diagnostics area for two months to help her get used to the women’s prison. She won’t have visitors for a week except for her lawyers and immediate family. The report said Napoles would be kept in the same facility as illegal recruiters and “pyramid scam queen” Rose Baladjay. -NB, GMA News

MILF fighters did not commit any crime during Mamasapano clash, Jaafar insists

Moro Islamic Liberation Front (MILF) members did not commit any crime during the January 25 Mamasapano clash, the group’s vice chairman said Thursday, following Justice Secretary Leila de Lima’s statement that 90 people will be charged in connection with the infamous incident. “That is the official decision of the MILF. They did not commit a crime,” said Ghadzali Jaafar, MILF’s vice chairman for political affairs, referring to the results of its own investigation on the same incident. The clash that marred a covert police operation to neutralize suspected terrorists in Mamasapano, Maguindanao, last January 25 resulted in the deaths of 44 elite policemen and cast a shadow on the peace deal between the government and the MILF. Eighteen MILF fighters and five civilians were also killed. Jaafar’s statement came after De Lima, citing the results of the Department of Justice’s investigation, said 90 members of the MILF, Bangsamoro Islamic Freedom Fighters, and private armed groups were recommended to be criminally charged for the clash. Jaafar said he still needs to read the DOJ report and hear De Lima’s exact statements before he could further comment on the matter. “My initial reaction is let me hear first what she said. VP Binay's satisfaction rating takes another dip in Q1 2015 – SWS

Vice President Jejomar Binay’s public satisfaction rating sunk to an all-time low in the first quarter of 2015, while those of other top officials and key institutions appeared to recover or remained steady, a poll taken by the Social Weather Stations found. While Binay’s latest rating remained in “good” territory at +31 (satisfied percentage minus dissatisfied percentage), it had dropped 13 points from December’s +44. This was also the fourth straight quarter in which Binay’s ratings took a dip since the +73 in March 2014. Respondents satisfied with his Binay fell to 58 percent in the first quarter from the 65 percent in the fourth quarter of 2014. Those dissatisfied went up to 28 percent from 20 percent. Binay faces charges of corruption, including a complaint that alleged the Makati City Hall Building II was overpriced. The vice president has denied the charges, countering that these were politically motivated. Other officials Senate President Franklin Drilon’s ratings improved, as his net satisfaction rating rose to a “good” +35 in the first quarter, from a “moderate” +28 in December. Those satisfied with Drilon’s performance increased to 57 from 53 percent, while those dissatisfied fell to 22 from 25 percent. Drilon had a “good” net satisfaction rating in three quarters since September 2013, and “moderate” in four. Solon backs parents' group's plan to question K to 12 before Supreme Court

A party-list lawmaker has thrown his support behind a parents’ group’s plan to stop the implementation of the controversial K-12 program that extends high school education by two years as he insisted that the Department of Education is still unprepared to roll out the initiative. Abakada party-list Rep. Jonathan dela Cruz said the Parents for Children’s Education (PACE) has the right to challenge Republic Act 10533, otherwise known as the Enhanced Basic Education Act of 2013, before the Supreme Court. The group claims parents were not consulted before the Enhanced Basic Education Act, which had to undergo the legislative process at both houses of Congress, was signed into law by President Benigno Aquino III. The legislative process includes public hearings to seek input from stakeholders. “[The lack of consultation] can be a good basis for a challenge as the consultations before and after the enactment of the law were inadequate. More importantly, the commitments for the law’s proper implementation remain inadequate and incomplete,” he said in a text message. PACE founding chair Rey Vargas told GMA News Online that parents were not asked for their opinion on the K-12 program when it was being deliberated in Congress even though they are considered as one of the primary stakeholders. Rep. Binay comes to dad's defense, explains source of Binays' P630-M wealth

Although Senator Antonio Trillanes IV is keeping mum on the new allegations of corruption he claims to have against Vice President Jejomar Binay, Makati City Rep. Mar-len Abigail Binay has taken it upon herself to explain what she thinks will be tackled at the resumption of the Senate’s hearing against her father Monday— her parents’ wealth. In a statement, Rep. Binay said her family can fully account for the P254 million in bank deposits that the Anti-Money Laundering Council (AMLC) claims her father had accumulated from 2007 to 2014. She said a study of the the cash flow statements of the vice president and his wife, former Makati Mayor Elenita Binay, will show they have accumulated P630.9 million over the past 27 years. Of this amount, over P330 million came from JCB Farms, a piggery business which the vice president started in 1994 with a P400,000 capital while P14 million came from his salaries as a public official from 1986 to 2013, Rep. Binay said. In addition, the vice president had collected more than P4 million in professional fees from his law practice while his wife earned more than P49 million from her flower shop business, Blooms and Bouquets.
